The Government issued Resolution No. 66/NQ-CP dated March 26, 2025 approving the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026 (the Program).

Promoting decentralization and delegation of authority in administrative procedure implementation

The Program's viewpoint is to implement the Party and Government's policy on cutting and simplifying administrative procedures and business investment conditions, creating a favorable, healthy and fair business environment; promoting innovation and creativity; innovating national governance towards modernization, improving competitiveness, contributing to ensuring growth targets and improving the effectiveness and efficiency of state management.

Taking people and businesses as the center, driving force and goal of development; taking people and businesses' satisfaction as a measure of service quality of state administrative agencies at all levels; ensuring 5 clear things: "clear people, clear work, clear time, clear results, clear responsibilities" for assessment, measurement, inspection and supervision; enhancing the role and responsibility of heads of state administrative agencies at all levels in performing the task of reducing and simplifying administrative procedures.

Promote decentralization and delegation of authority in implementing administrative procedures, associated with resource allocation, enhancing the implementation responsibility of all levels and sectors in the direction of reducing the handling of procedures by central agencies, "the level closest to the grassroots and the people will be assigned to handle, not allowing the situation of many levels, prolonging the handling time and causing harassment and negativity"; closely linked with the application of science and technology, digital transformation, and streamlining the organizational apparatus.

Continue to comprehensively innovate and improve the effectiveness of the one-stop shop and inter-connected one-stop shop mechanisms; ensure publicity, transparency, optimize processes, and implement administrative procedures regardless of administrative boundaries; reduce and simplify internal administrative procedures, improve labor productivity, management effectiveness and efficiency, and create strong changes in administrative governance.

Implement synchronously, consistently, with focus and key points, in accordance with practical conditions; inherit and promote achievements, absorb international experience for effective application; mobilize and effectively use all resources, participation of all levels, sectors, experts, and enterprises, create social consensus, and strengthen people's trust.

100% of administrative procedures related to businesses are done online

The objective of the Program is to inherit the results achieved by Resolution No. 68/NQ-CP dated May 12, 2020 of the Government promulgating the Program to reduce and simplify regulations related to business activities in the period of 2020 - 2025, continuing to focus on reviewing, reducing and simplifying administrative procedures and business investment conditions to achieve the following specific goals:

By 2025: Immediately reduce and simplify administrative procedures related to production and business activities, ensuring the abolition of at least 30% of unnecessary investment and business conditions; reduce at least 30% of the processing time of administrative procedures, and 30% of the cost of complying with administrative procedures.

100% of administrative procedures related to enterprises are performed online, smoothly, seamlessly, effectively, ensuring transparency, minimizing paperwork. 100% of administrative procedures are performed regardless of administrative boundaries within the province.

At the same time, complete the implementation of 100% of the plan on decentralization of authority to resolve administrative procedures approved in Decision No. 1015/QD-TTg dated August 30, 2022 of the Prime Minister.

100% of internal administrative procedures between state administrative agencies and within each state administrative agency are reviewed, reduced, simplified in procedures, processing time, implementation costs, and revised and improved to be consistent with the implementation of streamlining and reorganizing the apparatus, while ensuring smoothness and efficiency.

By 2026, 100% of unnecessary business investment conditions will be reduced and simplified.

By 2026: Reduce and simplify 100% of unnecessary or conflicting, overlapping or general, non-specific or unclear investment and business conditions; abolish 100% of investment and business conditions of industries and professions not included in the list of conditional investment and business sectors and professions of the Investment Law.

Cut 50% of the time to handle administrative procedures, 50% of the cost of complying with administrative procedures compared to 2024; 100% of administrative procedures prescribed in technical regulations and mandatory standards must be published, reviewed, reduced, and simplified; 100% of business reporting regimes are performed electronically.

100% of internal administrative procedures in each state administrative agency are internally managed in the electronic environment.

100% of information, papers and documents in administrative procedures related to production and business activities are provided only once to state administrative agencies and 100% of eligible administrative procedures are performed online throughout the process.

The program implements 3 main contents

The content of the implementation program includes: 1- Reducing and simplifying administrative procedures related to production and business activities; 2- Reducing and simplifying internal administrative procedures; 3- Promoting the implementation of administrative procedures regardless of administrative boundaries.

Regarding the reduction and simplification of administrative procedures related to production and business activities , Ministries and ministerial-level agencies shall reduce and simplify administrative procedures within their scope of management; Provincial People's Committees shall reduce and simplify administrative procedures prescribed in documents of the People's Council and People's Committee. Specifically as follows: Synthesize and compile a list of administrative procedures related to production and business activities; reduce and simplify administrative procedures based on technology application and data reuse; reduce and simplify administrative procedures associated with the arrangement and streamlining of the apparatus; promote decentralization and delegation of authority in the implementation of administrative procedures; reduce and simplify investment and business conditions and transfer some activities or licensing procedures to enterprises and social organizations.

The program clearly states that internal administrative procedures will be reduced and simplified , including: internal administrative procedures between state administrative agencies; internal administrative procedures within each state administrative agency. In particular, the Government requires ministries and ministerial-level agencies to promptly complete the implementation of plans to reduce and simplify internal administrative procedures in accordance with the roadmap approved by competent authorities; fully announce and publicize internal administrative procedures between state administrative agencies on the National Database of Administrative Procedures, to be completed before April 30, 2025.

Regarding promoting the implementation of administrative procedures regardless of administrative boundaries , the Government clearly stated the following tasks: Promoting the provision of administrative procedures in the electronic environment; comprehensively innovating the reception, settlement and return of results of administrative procedures in a direction that is not dependent on administrative boundaries.

In which, Ministries and ministerial-level agencies deploy the provision of administrative procedures in the electronic environment for administrative procedures under their jurisdiction or for which online public services are provided nationwide. Provincial People's Committees deploy the implementation of administrative procedures under their jurisdiction. Digitize 100% of records and results of administrative procedure settlement; complete the construction, upgrading and development of national databases and specialized databases to ensure "correct, sufficient, clean and live" data, connect and share data to serve the implementation of administrative procedures and the provision of public services. Complete and upgrade the National Public Service Portal, the Information Systems for handling administrative procedures at the ministerial and provincial levels, ensuring the development of the National Public Service Portal on the National Data Center to become a single "one-stop shop", providing centralized online public services of the country. Completion deadline: For administrative procedures related to enterprises, complete before December 31, 2025; for remaining administrative procedures, follow the roadmap until 2026.

Ministries, ministerial-level agencies, and provincial People's Committees shall organize the reception, settlement, and return of results of administrative procedures regardless of administrative boundaries for administrative procedures under their jurisdiction. Specifically: Develop internal procedures and electronic procedures for administrative procedures to ensure the reception and return of results of administrative procedures regardless of administrative boundaries within the province at all One-Stop-Shops within the province. Continue to adjust or expand internal procedures and electronic procedures to receive and return results of administrative procedures regardless of administrative boundaries nationwide.

Organize and complete the One-Stop Department in the direction of implementing administrative procedures regardless of administrative boundaries within the provincial level and gradually expanding to the national level. 05 provinces and centrally-run cities (Hanoi, Ho Chi Minh City, Quang Ninh, Bac Ninh, Binh Duong) continue to organize the pilot implementation of the One-level Public Administration Service Center under the Provincial People's Committee in accordance with the Government's direction in Resolution No. 108/NQ-CP dated July 10, 2024 and Resolution No. 188/NQ-CP dated October 11, 2024...
