Developing high-quality training centers in Buon Ma Thuot and Da Lat

According to the Decision, the general goal is to develop Tay Nguyen University and Da Lat University into two leading high-quality training centers in the Central Highlands region, including a number of key fields in the top 10 prestigious training institutions nationwide, striving to be in the list of 100 leading schools in Southeast Asia; to increase access to higher education in the region, especially high-quality higher education in key fields, in order to develop the economy, society and ensure national security and defense in the Central Highlands region and the whole country.

Specific goal by 2030: develop Tay Nguyen University into one of the two leading human resource training centers in the region in the fields of health, agriculture, forestry, biotechnology and training and fostering teachers for the Central Highlands and neighboring localities. Increase the scale of regular training of the University to over 11,000 students, focusing on training human resources in key fields of health, pedagogy, agriculture, forestry, biotechnology accounting for over 50% of total enrollment; the proportion of ethnic minority students increases by over 10%, accounting for over 30%.

For Dalat University: Develop Dalat University into one of the two leading training centers in the region in the fields of smart agriculture, biotechnology, medicinal herbs and health care, atomic and nuclear physics, training and fostering teachers for the locality and the Central Highlands. Strive for 100% of undergraduate training programs and over 50% of postgraduate training programs to be recognized for educational quality assessment according to domestic standards; over 20% of undergraduate training programs to meet international quality assessment standards.

By 2045, we will continue to expand the development space of the two schools to become centers for training high-quality human resources nationwide, with a name in the rankings of leading universities in Asia in a number of key areas with strengths such as: high-tech agriculture, biotechnology and tourism.

5 groups of tasks and solutions

To achieve the set goals, the Decision also clearly states 5 groups of tasks and implementation solutions including:

1. Perfecting the streamlined organizational structure, improving the effectiveness of school management: Reviewing and arranging the School's organizational structure towards streamlining, efficiency, effectiveness and efficiency, improving school management capacity in accordance with the Party's guidelines and the State's policies and laws. Strengthening the implementation of solutions to promote digital transformation, applying artificial intelligence (AI) in teaching and learning and linking it with school management, reforming administrative procedures, thoroughly applying information technology in training management.

2. Developing the management staff and teaching staff: Implement planning for management staff according to job positions; arrange and effectively use the existing teaching staff, have mechanisms and policies for recruitment, management, use, treatment and promotion of talents, so that lecturers can promote their capacity, properly perform their assigned roles and tasks and feel secure in their work.

3. Improve the quality and effectiveness of human resource training: Have solutions to improve the quality of enrollment; develop high-quality training programs, new industries and fields such as green economy, circular economy associated with regional and international integration; closely link training with scientific research and innovation.

4. Promote scientific research, innovation; strengthen cooperation to improve training quality: Connect with universities, research institutes in the region, neighboring areas and nationwide to form a network, perfect the cooperation mechanism in training activities, scientific research, innovation and national digital transformation with the center being Tay Nguyen University and Da Lat University.

5. Modernize facilities to meet the requirements of becoming a high-quality training center: Prioritize investment in resources to renovate and upgrade existing facilities to ensure a spacious and modern environment commensurate with the role and position of the two leading centers of the Central Highlands region in high-quality training in the region.

The funding for the Project implementation is guaranteed from the state budget, development investment capital (both central and local, including funding from the National Target Program); regular expenditures for education and training; loans and sponsorships from domestic and foreign organizations and individuals in accordance with the law; socialized sources and other sources of revenue in accordance with the law.
