Update progress of transport projects connecting the Southeast region

Several highway projects connecting localities in the Southeast region are racing to reach the finish line by 2025.

According to the updated reports sent by localities to the Southeast Regional Coordination Council, after 2 months of implementing work since the 3rd Regional Coordination Council meeting held on May 5, 2024, the progress of a number of regional transport projects has clearly changed.

The most obvious change is the Bien Hoa - Vung Tau Expressway Project (section through Ba Ria - Vung Tau province) which now has more than 90% of the road surface area paved with crushed stone.

It is expected that this section will be technically open to traffic on April 30, 2025, 8 months earlier than the deadline assigned by the Government and about 4 months ahead of the contractor's initial commitment.

Meanwhile, the section through Dong Nai province has only handed over more than 53/151 hectares of land for the implementation of Component Project 1 and about 70 hectares of land for Component Project 2 of Bien Hoa - Vung Tau Expressway by the end of July 2024. Therefore, Dong Nai province continues to miss the deadline to complete the handover of land, leading to delays.

Another important project is the Ben Luc - Long Thanh expressway connecting the Southeast and Southwest regions. By the end of July 2024, the total construction volume of the project will reach over 80%.

This expressway is currently focusing on constructing many sections with asphalt pavement. According to the plan, the project will be fully opened to traffic in September 2025.

For the Ring Road 3 Project in Ho Chi Minh City, after more than 1 year of construction, the progress through 3 localities including Ho Chi Minh City, Binh Duong, and Long An has ensured the set progress.

As for the section passing through Dong Nai province, due to the land clearance not being completed, some packages have not been constructed. Due to the slow handover of the land, the construction volume of the packages passing through Dong Nai is lower than that of neighboring localities.

At the Ring Road 3 Project, the current difficulty is the lack of sand for embankment. If the sand shortage is not resolved soon, it will affect the progress in the coming time.

According to the plan, the main road section of the Ring Road 3 Project is expected to open to traffic by the end of 2025, and the entire project will be completed in 2026.

For the Ring Road 4 Project (HCMC), the section through Binh Duong province is expected to start construction in the third quarter of 2024. Currently, the People's Committee of Binh Duong province has approved the land clearance dossier in 2 phases, the approval of the land clearance boundary has reached 67%.

The difficulty in this Project is that due to the current difficulties in the real estate market, the auction of land plots is also more difficult and time-consuming, leading to the locality not having enough capital to implement the Ring Road 4 Project.

Due to difficulties in funding, some localities have sent documents requesting support from the central budget or policies and mechanisms to increase the rate of local budget regulation to focus resources on synchronous investment in inter-regional transport infrastructure.
