TPO - Regarding the issue of reviewing and locally adjusting planning, Chairman of the Economic Committee Vu Hong Thanh noted the need to resolutely eliminate the term mindset, the "ask - give" mechanism, and "group interests" in building, adjusting, and supplementing planning, leading to the situation of slow project implementation in reality.

On the afternoon of June 20, the National Assembly listened to the draft Law on Urban and Rural Planning. Authorized by the Prime Minister, Minister of Construction Nguyen Thanh Nghi emphasized that when the law is promulgated, it will remove difficulties and obstacles for organizations and individuals, promoting production and business activities.

On that basis, the draft proposes new breakthroughs, such as: Clearly defining the urban and rural planning system in terms of planning types and levels; clarifying the relationship with national planning, regional planning, provincial planning and specialized technical planning, ensuring consistency and synchronization in planning.

The draft also stipulates the direction of strengthening decentralization and delegation of authority in the establishment, appraisal, approval and adjustment of urban and rural planning; simplifying the procedures in the establishment, appraisal and approval of planning, meeting the requirements of improving the investment and business environment.

Along with that, the draft also supplements and clearly stipulates the content of underground space planning for provincial cities and stipulates that underground space planning is established separately for centrally-run cities and new urban areas expected to be established as centrally-run cities.

On the contrary, the conditions and requirements for local planning adjustments will be regulated more strictly; the funding sources for planning work will be more clearly defined, ensuring resources for implementation; and additional regulations will be added to clarify the capacity conditions and responsibilities of consulting organizations.

Emphasizing the need to promulgate the law, the representative of the reviewing agency, Chairman of the National Assembly Economic Committee Vu Hong Thanh said that it is necessary to clarify the relationship between types of planning in the urban and rural planning system. In addition, it is necessary to clearly define the position and role of types of planning and levels of planning to ensure connectivity, coupling, and avoid overlap, duplication, and contradiction.

On the other hand, Mr. Vu Hong Thanh also noted that it is necessary to resolutely eliminate the mindset of tenure, the mechanism of "asking - giving", "group interests" in building, adjusting and supplementing planning, leading to the situation of slow project implementation in reality.

In addition, urban planning needs to have a vision and strategy suitable to the specific type and level of planning, respect market rules and principles of sustainable development, in which people and quality of life should be the center, urban culture and civilization as the foundation of development; harmoniously combine the process of urbanization, urban development, urban economy with industrialization and modernization.

Regarding the issue of reviewing and adjusting local planning, the Economic Committee proposed to specify more the requirement of "not overloading technical infrastructure and social infrastructure"; research in the direction of determining the reference system as the residential density, scale, and population density of the area with planning approved by competent authorities.
