Planning and management work in Mong Cai city

Based on the Master Plan for Socio-Economic Development of Mong Cai Border Gate Economic Zone to 2020, with a vision to 2030; and the adjustment of the Master Plan for Construction of Mong Cai Border Gate Economic Zone to 2040, the city urgently established functional zoning plans as an important basis and driving force, opening up new space for the rapid and strong development of the locality.

In March 2021, the Prime Minister approved the adjustment of the Master Plan for the construction of Mong Cai Border Gate Economic Zone until 2040. Accordingly, Mong Cai Border Gate Economic Zone is planned to be a national key border gate economic zone, an important economic development center of the Northern region, of the Northern coastal economic belt and the Kunming (China) - Hanoi - Hai Phong - Mong Cai (Vietnam) - Fangcheng (China) economic corridor.

Immediately after the adjustment of the Master Plan is approved, the City People's Committee directs specialized agencies and units to announce and publicize the plan on mass media and post it on the City's Electronic Information Portal. The zoning plan is made public at the headquarters of the People's Committees of communes, wards, cultural houses of villages and areas to widely inform people and businesses. Thereby, sharing and providing information to businesses and domestic and foreign investors about the potentials, outstanding advantages, and development orientations of Mong Cai Border Gate Economic Zone, in order to attract investment resources.

The city has developed 9 zoning plans in the current urban areas for renovation, urban expansion areas, tourism development-oriented areas, seaports and logistics services, as a basis for attracting investment. The remaining areas (mountainous areas, water surface areas, rural areas) have developed rural plans as a basis for management and construction investment. Up to now, 8/9 zoning plans have been approved by the Provincial People's Committee; the 1/2000 scale zoning plan for the Economic Cooperation Zone (zone A3) is being completed and submitted to the Department of Construction for appraisal.

Based on the approved master plan, zoning plans, and commune construction master plans, the city has resolutely directed and conducted regular reviews of detailed plans and investment projects; consulted, issued decisions and documents to revoke and cancel plans and research sites for 15 projects. At the same time, through the review, adjustments and agreements were made to adjust 22 projects to ensure the implementation of the next steps and effective project implementation.

The city assigned specialized agencies to preside over and coordinate with the People's Committees of communes and wards to review the current status of land use planning in residential areas, summarize the shortcomings and inadequacies causing waste in planning, land and construction management, report and propose difficulties and obstacles, assess the conformity with the planning, implementation progress and advise the City People's Committee on handling options for each case.

Mr. Nguyen Duc Viet, Head of the Economic, Infrastructure and Urban Department of Mong Cai City, said: The city continues to raise awareness, comprehensive leadership of Party committees at all levels, the role of the government in organizing, implementing, inspecting and supervising the implementation of tasks and solutions on planning establishment, implementation and management; speeding up the progress of establishment and submission for approval of construction zoning plans and detailed construction plans to ensure consistency and synchronization with the Provincial Planning and adjusting the General Construction Plan of Mong Cai Border Gate Economic Zone; continuing to review, update and propose adjustments to zoning plans and detailed construction plans that are no longer suitable and do not meet the city's development orientation.
