According to the Ministry of Construction, the total investment for the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway is expected to be more than VND200,000 billion, including the section from Hai Phong to Quang Ninh on the coastal route Nam Dinh - Thai Binh - Hai Phong - Quang Ninh.
This railway line has a total planned length of more than 460 km, starting at Lao Cai border gate connecting with the Chinese railway and ending at Cai Lan station (Ha Long city, Quang Ninh).
The railway line will have a design speed of 160 km/h on the main section from Lao Cai station to Lach Huyen port station, 80 km/h for the Lao Cai section - branch lines, and 120 km/h for the section passing through Hanoi and coinciding with the Eastern belt railway.

The railway line through Lao Cai is 65 km long; through Yen Bai is nearly 77 km long; through Phu Tho is more than 60 km long; through Vinh Phuc is nearly 42 km long; through Hanoi and Bac Ninh is nearly 44 km long (including the main line of more than 40 km and the branch line connecting to Yen Vien station of more than 3 km). Meanwhile, the line through Hung Yen is nearly 17 km long; through Hai Duong is nearly 41 km long and through Hai Phong city is nearly 84 km long.
The main route to Lach Huyen port of the project is nearly 49 km long; the branch route to Nam Do Son port is nearly 13 km long; the branch route to Dinh Vu port is more than 7.4 km long; the coastal railway connecting Quang Ninh province is nearly 15 km long.
For the station system of the project, the consulting consortium TRICC - TEDI proposed planning 38 stations, including 5 train stations including Lao Cai, Yen Thuong, Nam Hai Phong, Ha Long and Cai Lan. Lao Cai station also takes on the role of an international transit station, Ha Long station only sets up passenger trains and Cai Lan station only sets up freight trains.
16 intermediate stations for passenger and cargo operations are concentrated in provincial and city centers including: Bao Thang, Sa Pa, Van Ban, An Thinh, Yen Bai, Ha Hoa, Thanh Ba, Phu Tho, Viet Tri, Vinh Phuc, Phuc Yen, Bac Hong, Dong Anh, Dai Dong, Binh Giang, Nam Hai Duong.
6 freight stations only handle cargo operations: Lap Thach, Binh Xuyen, Lach Huyen, Nam Do Son, Nam Dinh Vu, Dinh Vu.
11 technical stations include: Chau Que Thuong, Dong An, Y Can, Thach Loi, Trung Mau, Kim Son, Tu Ky, Tan Vien, Phong Hai, Quang Yen, Minh Khai.

At the first meeting of the Steering Committee for important national railway projects recently, Prime Minister Pham Minh Chinh requested that this April the Ministry of Finance submit to the Prime Minister the establishment of a State Appraisal Council for the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway project, to conduct appraisal along with the preparation of the project's feasibility study report, meeting the construction schedule in December this year.
The Prime Minister agreed with the proposal of the Ministry of Construction to start the bidding package for the construction of the new Lao Cai station infrastructure and start construction of the project's resettlement areas this year.
Deputy Prime Minister Ho Duc Phoc also directed the Ministry of Finance and the Ministry of Foreign Affairs to draft and send a letter from the Deputy Prime Minister requesting the Deputy Prime Minister of the State Council of China in charge of the field to support China's preferential loans for this project.
According to research, the investment in the construction of the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway will create a construction market worth about 4.4 billion USD, with about 90,000 jobs during construction and about 2,500 long-term jobs during operation and exploitation. Even if the national railway system is included, the urban railway will create a construction market worth about 98 billion USD with millions of jobs.
