The Ministry of Construction has just approved the Detailed Plan for the development of land and seaport areas in Quang Nam for the 2021-2030 period, with a vision to 2050.
By 2030, the total length of the wharf will be nearly 2,300m.
According to the plan, Quang Nam seaport includes Tam Hiep, Tam Hoa, Ky Ha, Tam Giang wharf areas and anchorage, transshipment, storm shelter and avoidance areas.
By 2030, the regional seaport will meet the cargo throughput of 8.5 million to 10.3 million tons (of which container cargo is from 0.6 million to 0.8 million TEU), and the passenger throughput is from 34,000 to 54,000 passengers (Hoi An - Cu Lao Cham route).
Quang Nam seaport will plan to have 6 wharves, invest in Cua Lo route for ships up to 50,000 DWT to sail (Illustration photo).
Regarding infrastructure, there will be a total of 6 ports, including 10 wharves with a total length of 2,283m.
By 2050, Quang Nam seaport will meet the volume of goods with an average growth rate of 4.5%/year to 5.5%/year, and passengers with an average growth rate of 1.7%/year to 1.8%/year.
In this phase, investment in Tam Hiep and Tam Hoa wharf areas will be completed to serve the Chu Lai open economic zone and other industries.
Total land use demand according to the planning until 2030 is about 120ha (not including areas for developing industrial parks, logistics... associated with the port). Total water surface demand is about 11,490ha (including other water areas within the management scope without maritime works).
It is expected that the investment capital demand for the Quang Nam seaport system by 2030 will be about VND 5,236 billion, including investment capital for public maritime infrastructure of about VND 3,612 billion and investment capital demand for ports of about VND 1,624 billion (including only ports providing cargo handling services).
Cua Lo Channel can accommodate ships up to 50,000 tons.
The plan also orients priority investment projects in the coming period.
Notably, regarding public maritime infrastructure, investment in Cua Lo channel for ships up to 50,000 tons (including dike system, dyke, maritime signals, pilot pick-up and drop-off area...). In case of mobilizing social resources, investment in maritime channels suitable to the scale of port planning is allowed.
Investing in storm shelters, coastal information stations, maritime traffic monitoring and coordination systems (VTS); building public ports and facilities to serve specialized state management tasks.
At the same time, invest in ports in Tam Hiep and Tam Hoa wharf areas to serve Chu Lai open economic zone for ships up to 50,000 tons.
To implement this plan, many solutions are needed from policy mechanisms, investment capital mobilization, environmental solutions, science and technology, human resource development, international cooperation, etc.
The plan notes the need to strengthen the connection of dry port systems, cargo distribution centers, post-port logistics services and logistics services (Tam Hiep, Tam Hoa) to support seaport operations.
At the same time, the connection between seaport enterprises, shipping lines and logistics companies in the area with dry port operators, warehouses, and transportation service providers creates a service chain, aiming to form a logistics ecosystem to support cargo owners from transportation, storage to product distribution.
Vietnam Maritime Administration is responsible for presiding over and coordinating with departments, branches and sectors of Quang Nam province to promulgate and perform the function of specialized maritime management at Quang Nam seaports according to its authority.
This agency also needs to advise the Ministry of Construction or handle according to its authority related content on new construction projects, renovation, upgrading, expansion of wharves, ports, and connecting traffic; research and propose to the Ministry of Construction to consider and decide on updating, supplementing, adjusting the scale, functions, and progress of implementation of bridges and ports.
Regularly coordinate with local authorities and relevant agencies to inspect the implementation of seaport development planning, propose handling of projects that do not comply with the planning...
The People's Committee of Quang Nam province is responsible for managing and allocating land funds to synchronously develop ports and infrastructure connecting to ports, post-port service areas, and maritime services to ensure favorable operating conditions for bridges and ports.
In addition, the Provincial People's Committee directed local authorities to closely coordinate with the Vietnam Maritime and Waterways Administration in the process of developing and adjusting plans, projects in the locality to ensure consistency and synchronization with the seaport planning and the orientations for developing transport connecting seaports in the planning.
In the process of approving and licensing investment in ports and wharves, the province needs to direct competent authorities to closely coordinate with defense and security agencies and units to resolve related issues according to regulations.
In particular, preside over the regulation and announcement of the list of areas and locations for receiving and dumping dredged materials from dredging activities in Quang Ngai seaport waters according to regulations.
