Faced with the above reality, to avoid pressure on parents in the context of overcoming the consequences and damage caused by storm Yagi, the Department of Education and Training of Hai Phong City requires educational institutions under this unit not to take advantage of the name of the Parents' Representative Board of classes and schools to collect fees outside the regulations of the Ministry of Education and Training.

"In the context of people facing difficulties after Typhoon Yagi, the Hai Phong Department of Education and Training strictly prohibits schools and educational institutions from organizing fundraising campaigns from parents of students.

Schools and educational institutions must mobilize, receive, manage and use other sources of aid and funding in accordance with the provisions of Circular 16 of 2018 of the Ministry of Education and Training on funding for educational institutions in the national education system and the official dispatch of the People's Committee of Hai Phong City on instructions for implementing Circular 16 of the Ministry of Education and Training," said the Hai Phong Department of Education and Training.

In addition, the Hai Phong Department of Education and Training requires units to review and grasp the situation to promptly support, exempt, and reduce fees for students in difficult circumstances.

Schools and educational institutions in Hai Phong organize to extend and postpone the collection time; do not organize to collect monthly and semester fees at one time; do not organize to collect multiple fees at the same time.

Require educational institutions to strictly implement the collection of fees.

Storm No. 3 caused heavy damage, to ensure safety, students in Hai Phong had to take a long break from school. In Kien An district, students returned to school from September 16.

Ms. Tran My Duyen, residing in Tran Thanh Ngo Ward, Kien An District, Hai Phong City, shared that she has 2 children studying at Quang Trung Primary School, Bac Son Ward, Kien An District, Hai Phong City. Through following current events and reading newspapers, Ms. Duyen understood the policy of the Hai Phong Department of Education and Training requiring educational institutions to strictly implement collection fees; create conditions to extend and postpone collection fees; review difficult cases that need help; and support collection fees for students in difficult circumstances.

There are currently no parent-teacher conferences for the new school year, however, the fees collected at the beginning of the school year are a matter of concern for many parents. Ms. Duyen herself completely agrees with the policies of the school and class her child is attending.

Ms. Duyen's children returned to school and all registered for boarding meals. However, the classroom only had ceiling fans, no air conditioning, and in the hot weather, it was difficult for the children to concentrate 100% when studying. Air conditioning was not on the list of equipment, so parents wanted their children to have better conditions to study and feel secure in their work. The parents encouraged each other and together agreed to submit a proposal to the school to allow the installation of air conditioning for their children to use for studying and boarding meals. As a result, Ms. Duyen's children's class 100% agreed to install air conditioning in the classroom.

According to the representative of the parents of class 1D, Quang Trung Primary School, Kien An District, Hai Phong City, equipping the children with facilities such as air conditioners and sunshades is necessary. These items are not included in the fee but are agreed upon by the parents voluntarily, consensually, without coercion or equalization. If there is just one opinion or one parent disagrees, the school leadership will not approve the installation.

Ms. Pham Thi Huong, residing in Dong Thai, An Duong district, Hai Phong city, shared that understanding and agreeing on the fees and collection levels from the school with parents is always a matter of concern. According to Ms. Huong, the fees according to regulations have specific instructions from the competent authorities on the list of fees and collection levels, the revenue and expenditure management mechanism for services supporting educational and training activities for public educational institutions in Hai Phong city. As for the agreed fees, according to Ms. Huong, they are based on legitimate and voluntary needs. Parents should be frank with each other and coordinate with the school and class to find a harmonious solution, avoid tension, deviation, disunity and affect the learning environment of their children. In case they see any unreasonableness from the policy to the implementation, parents can frankly discuss to join hands to find a suitable solution.

According to the representative of the Department of Education and Training of Hai Phong City, currently the application of regulations on the list of revenues and collection levels, the revenue and expenditure management mechanism for services supporting educational and training activities for public educational institutions in Hai Phong City is still in accordance with Resolution No. 02/2022/NQ-HDND dated July 20, 2022 of the City People's Council and Resolution 08/2023 amending and supplementing Article 3 of Resolution No. 02/2022/NQ-HDND mentioned above.

Also according to the representative of the Department of Education and Training of Hai Phong City, regarding the above regulations, each year they are revised, supplemented, and adjusted once because the service always has fluctuations in type and unit price, so the research, revision, and supplementation are to suit the actual time of deployment and implementation. The fees and collection levels are all specifically regulated, and the agreed fees are based on actual needs and consensus, not forced, not coerced, not equalized, depending on the voluntary conditions of the parents. In case of coercion, parents can send their opinions to the Department or Department of Education and Training for verification, timely resolution, and correction of any shortcomings at the schools if any.
