Hai Phong bans schools from soliciting sponsorship from parents

On September 17, information from the Department of Education and Training of Hai Phong City said that the department has just issued a document directing educational institutions throughout the city to strengthen the management of revenues in the field of education and training after storm No. 3 (storm Yagi), especially the mobilization of sponsorship from parents.

Accordingly, in the face of the great damage caused by storm No. 3 in many provinces and cities in the northern region, including Hai Phong, right at the beginning of the 2024-2025 school year; to avoid pressure on parents in the context of overcoming the consequences and damage caused by storm No. 3, the Department of Education and Training of Hai Phong City requires educational institutions to strictly implement regulations on public disclosure of tuition fees and other revenues as prescribed in Circular No. 09/2024 of the Ministry of Education and Training regulating the implementation of publicity in the activities of educational institutions in the national education system.

After storm No. 3, Ly Thuong Kiet High School (Thuy Nguyen District) and many schools in Hai Phong City suffered heavy damage.

In particular, special attention is paid to the principal's responsibility in seriously organizing and directly chairing the school's parent-teacher meeting at the beginning of the school year to publicize and explain the revenues, especially the services serving and supporting educational activities; revenues from extra teaching and learning activities; joint teaching; collection and purchase on behalf of others, etc.

It is strictly forbidden to take advantage of the name of the class or school parent representative board to collect fees other than those specified in Circular No. 55/2011 of the Ministry of Education and Training. Absolutely do not use the operating budget of the parent representative board for school operational purposes.

In the context of people facing difficulties after storm No. 3, do not organize to mobilize sponsorship from parents of students. The mobilization, reception, management and use of other sources of aid and sponsorship must comply with the provisions of Circular No. 16/2018 of the Ministry of Education and Training on sponsorship for educational institutions in the national education system and the regulations of Hai Phong City.

Review and grasp the situation to promptly support, exempt, and reduce fees for students in difficult circumstances. Extend or postpone the collection time; do not collect monthly and semester fees at once; do not collect multiple fees at the same time.

Private educational institutions must strictly implement regulations on declaring service prices; publicly announce and agree on tuition fees and other school fees with parents. Do not arbitrarily increase tuition fees and other fees. At the same time, be proactive and responsible in implementing support and exemption policies for students in difficult circumstances.

The Department of Education and Training requested the People's Committees of districts in Hai Phong City to direct the strengthening of state management, organize inspections and checks on the implementation of revenues and expenditures in educational institutions in the area; not to allow violations to occur, causing public outrage; strictly handle violations under their management authority.
