Continuing the 16-year chain, recently, the 17th Vietnam Economic Scenario Forum (VESF) - Spring 2025 Plenary Session was held in Hanoi under the direction of the Central Economic Committee, Vietnam Economic Science Association, Vietnam Economic Magazine - VnEconomy in collaboration with the Vietnam Association of Small and Medium Enterprises (VINASME).
With the theme "Reform - Creating an era of growth and prosperity: Breakthrough solutions to achieve high growth and sustainable development in the new era", experts present at the forum discussed the following contents: Evaluation of 4 years of implementing the socio-economic development plan for the period 2021 - 2025; Forecasting, economic growth prospects, opportunities and challenges for Vietnam's economy in 2025; Policy recommendations as a premise for the Government and business community to build a sustainable development strategy.
According to the latest data released by the General Statistics Office, GDP in the fourth quarter of 2024 increased by 7.55% over the same period last year. In the whole year of 2024, Vietnam's GDP increased by an impressive 7.09% over last year, which is only lower than the growth rate in 2018, 2019 and 2022 in the past 15 years, showing that the economy has clearly recovered.
Based on that result, attending and speaking at the forum , Mr. Ho Duc Phoc, Deputy Prime Minister, emphasized that this result plays a bright spot in the context of the global economy facing many difficulties, many countries recording low growth rates. At the same time, it is a premise for us to focus on further growth, towards the goal of sustainable growth with double digits.
Deputy Prime Minister Ho Duc Phoc emphasized 3 breakthrough goals for Vietnam's economy in 2025.
To achieve this, the Deputy Prime Minister said that the result comes from the efforts and breakthroughs in perfecting Vietnam's institutions and laws in recent times: Securities Law, Public Investment Law, Planning Law, Tax Law, Land Law, etc. Thanks to that, bottlenecks have been removed and resolved to support business development.
Therefore, the next goal this year is certainly to continue to amend the law in the most optimal, concise and effective way, "creating a bigger and stronger breakthrough".
In addition to institutional improvement, among the three breakthrough solutions proposed by the 13th National Party Congress, the Government also focuses on implementing infrastructure construction and human resource development.
Accordingly, regarding infrastructure development, the Government has focused resources on public investment. Specifically, it has allocated about VND 800,000 billion in public investment capital for infrastructure development, focusing on key projects such as expressways, Long Thanh airport, preparing to implement high-speed railway projects from North to South, China connecting to Ha Long, Hai Phong, Hanoi, etc.
Besides, it focuses on developing infrastructure for electricity (nuclear power, renewable energy), industrial zones, economy, etc.
Human resource development from technology
Regarding human resource development, the Deputy Prime Minister said that the Government is focusing on solutions to promote human resource training in the strongest way to keep up with the world's high-quality human resources. Because in the midst of the dual transformation trend: digital transformation and green transformation in the world, promoting and mastering technology is the core factor and to achieve this, there must be high-quality human resources and technological breakthroughs.
This is also a solution to change the nature of growth in the coming time: "That is high-quality, strong and sustainable growth, which here is the transition to a green economy, a digital economy, it is necessary to clearly understand the content and nature to promote which factors to achieve this goal", the Deputy Prime Minister stated.
Assoc. Prof. Dr. Le Quang Huy, Chairman of the Committee on Science, Technology and Environment, spoke at the forum.
Sharing the same point of view, Associate Professor, Dr. Le Quang Huy, Chairman of the Committee for Science, Technology and Environment, said that Vietnam has identified science and technology (S&T) as an important driving force for developing modern production resources, innovating the growth model, improving productivity, quality and competitiveness in the international market. At the same time, this is the foundation for the development of new industries and fields, especially in the trend of green economy - digital, digital society...
“In fact, laws in the field of science and technology are related to all aspects of governance, management, social life, etc., so it is necessary to review, recommend, and amend to synchronize related regulations such as investment, public investment, public procurement, finance, etc.,” Mr. Le Quang Huy added.
Based on the above goals, Deputy Prime Minister Ho Duc Phoc concluded that we are simultaneously carrying out two revolutions, including: the revolution of streamlining the apparatus of the political system and the revolution of science and technology, innovation and digital transformation, creating a breakthrough change, improving the efficiency, effectiveness and overall quality of the economy, to catch up and progress with developed economies.
At the same time, it is necessary to address the limitations and shortcomings that have existed for many years. Therefore, the forum is an opportunity for experts, scientists, and managers to exchange and discuss to find answers to those problems. From there, it creates a key premise in helping the Government and businesses build a sustainable development strategy, adapting to the new trends of the world economy.
