On October 23, information from Lao Cai Provincial Police, the Economic Police Department, Provincial Police presided over and coordinated with Bac Ha District Police to issue a decision to prosecute the criminal case, prosecute the accused and execute an arrest warrant to temporarily detain Mr. Tran Ngoc Ha (born in 1977, residing in Na Lang village, Ta Chai commune, Bac Ha district) to investigate the crime of "Taking advantage of position and power while performing official duties".
Mr. Tran Ngoc Ha is the former principal of Hoang Thu Pho 1 Primary Boarding School for Ethnic Minorities, Hoang Thu Pho Commune, Bac Ha District, Lao Cai Province.
The above decisions and orders have been approved by the People's Procuracy of Lao Cai province.
On October 22, the Investigation Police Agency of Lao Cai Provincial Police searched the residence of suspect Tran Ngoc Ha in Ta Chai commune, Bac Ha district.

Through collected documents, it was initially determined that from 2022 to 2023, Mr. Tran Ngoc Ha directed the withdrawal of policy funding to support students according to Decree 116/2016/ND-CP dated July 18, 2016 of the Government, with an amount of more than 765 million VND.
Of the total amount mentioned above, Tran Ngoc Ha has wrongly spent and appropriated more than 52 million VND.
The Provincial Police Investigation Agency continues to coordinate with the Provincial People's Procuracy to investigate and expand the case for handling in accordance with the provisions of law.
At the end of 2023, the press reported that boarding meals showed signs of being cut, with 11 students having to share two packs of instant noodles with rice at Hoang Thu Pho 1 Primary Boarding School for Ethnic Minorities, Bac Ha District, causing a stir in public opinion.
Besides breakfast of instant noodles, for lunch and dinner, students were only given a little chopped ham and vegetable soup, even though the board said there were 14 kg of pork and 11 kg of bones.
In another meal, the school fed students tofu and soup, lacking meat and bones as the bulletin board stated.
The principal insisted that the meal was adequate, while the students said they were "not full yet", and that they had finished all the food but still had not finished the white rice. The kitchen staff said that the amount of food received for cooking was only one-third of the publicly announced quantity.
After the above reflection, Mr. Tran Ngoc Ha - Principal of Hoang Thu Pho 1 Primary Boarding School for Ethnic Minorities, resigned.
The People's Committee of Bac Ha district also decided to temporarily suspend Mr. Ha from work to clarify the contents related to the reflection.
In May 2024, Bac Ha District Party Committee (Lao Cai) issued and announced a decision to expel Mr. Tran Ngoc Ha - Party cell secretary and principal of Hoang Thu Pho 1 Primary Boarding School for Ethnic Minorities - from the Party.
