The Minister of Home Affairs emphasized that the arrangement of administrative units must be carried out synchronously, and it is necessary to be mentally prepared, not only at the district and commune level.
On the morning of October 26, speaking at the National Assembly's group discussion session on the socio-economic situation, Minister of Home Affairs Pham Thi Thanh Tra informed about the arrangement of administrative units at district and commune levels.
The Minister said this is a big, difficult, complicated, and sensitive policy, but many localities have made great efforts.
Of the 54 localities that are required to rearrange administrative units at district and commune levels, 51 localities have implemented it.
The remaining three localities, Binh Phuoc, Dien Bien, and Lai Chau, have not been able to implement it due to not meeting the standards and conditions.
The National Assembly Standing Committee has issued Resolutions for 38 localities, received dossiers from 10 localities, of which 2 localities, Ha Tinh and Ninh Binh, "were a little slower due to expanding the existing city space with a rural district-level administrative unit".
Thus, 38 district-level administrative units will be rearranged and 9 will be reduced; 1,176 commune-level administrative units will be rearranged and 562 will be reduced.
This leads to a huge reduction in the number of administrative units and public service units, as well as a huge reduction in redundant staff and public offices.
The Minister said that many localities have done very well, typically Nam Dinh. This province has rearranged 2 district-level administrative units and 79 commune-level administrative units to reduce 51 commune-level administrative units.
Hanoi has arranged 109 commune-level administrative units, Ho Chi Minh City has arranged a large number of administrative units, and Hai Phong is also typical. "Many localities are very determined. Where there is determination, there is success and people agree, but where there is no determination, especially from the leader, there is no goal achieved," the Minister stated.
Ms. Tra said that there are localities that are "afraid of difficulties and hardships" because the arrangement is very difficult, complicated, and sensitive.
"In the world, there is no country with an administrative unit as large and terrible as Vietnam... There is also no country with regular spending on organization and personnel as large as in Vietnam, 62% of regular spending is on organization and personnel, where is the remaining spending for investment", said the Minister of Home Affairs.
The Minister of Home Affairs emphasized: "The spirit of the General Secretary is very determined. We must implement synchronously throughout the system, including the state administrative system, the National Assembly, the Fatherland Front, socio-political organizations, party agencies, especially administrative units, to show a spirit of readiness, not just stopping at arranging administrative units at the district and commune levels."
The Minister requested that the units agree with this policy and try to hurry up in time for the Party Congresses at all levels. The Minister hopes that the remaining two localities will complete the work by November 15 at the latest.
Regarding salary policy, the Minister shared that "despite such difficulties, the Government has allocated resources of about 700,000 billion VND, and by 2026 it will be 930,000 billion VND for implementing salary policy, insurance subsidies, pension adjustments, subsidies for meritorious people....".
However, the Minister also acknowledged that there are still shortcomings in practice. The Government has reported to the Politburo for policy in the spirit of Conclusion 83.
In the coming time, the Ministry of Home Affairs will continue to review the salaries of administrative staff, teachers, especially preschool teachers and medical staff.
"We will conduct a comprehensive review to propose appropriate adjustments to allowances in accordance with the spirit of the Central Committee's resolution, especially the conclusions issued by the Politburo, to ensure that special groups need more attention and priority, ensuring a better life for them," Ms. Tra emphasized.
Overall, according to the Minister, the two adjustments to the basic salary have increased by 50.8%, of which this year it is 30%, which is very large.
