The workshop aims to continue the conference to review 3 years of implementing the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas, from 2021 to 2023 (National Target Program 1719); key tasks and solutions for the period 2023 - 2025;

The summary report of 3 years of implementing the National Target Program 1719 shows that: With the strong direction and management of the Government, the Prime Minister and the Head of the Central Steering Committee; the great efforts, determination and proactiveness, coordination of the Program's host agency with ministries, branches, and members of the Working Group, up to now, the Central level has basically completed the task of developing and promulgating documents regulating and guiding the implementation of the National Target Program 1719.

Although the National Target Program 1719 has only been put into practice in localities since the second half of 2022, however, with the efforts and proactiveness of many localities in organizing implementation and integrating resources from other programs and projects in the area, the Program has contributed greatly to the implementation of the socio-economic development plans of localities.

The resources and policies of the Program have been focusing on investing in developing essential infrastructure works to serve people's lives (connecting roads, irrigation works for production, works to facilitate access to basic social services on health, education, housing, cultural activities, etc.) focusing on particularly difficult areas in ethnic minority and mountainous areas; Vocational training and employment support activities contribute to creating stable jobs for a very large labor force in the area; Through investment, supporting production and livelihood development contributes to increasing people's income; Attention is paid to preserving and promoting ethnic cultural identity. Along with the implementation of ethnic policies and National Target Programs for the period 2021-2025, localities have done a good job in hunger eradication, poverty reduction, vocational training, and job creation; the material and spiritual life of people has been improved; Health care and education and training have positive changes.

Some targets are estimated to be completed by December 31, 2023, exceeding the assigned plan targets such as: The poverty reduction rate in ethnic minority areas of 19 provinces in the Northern region reached an average of 3.61% (reaching the level of over 3% of the assigned plan target), in which, some localities exceeded the targets assigned by the Prime Minister such as: Lai Chau, Thai Nguyen, Tuyen Quang...; The rate of villages with paved car roads to the center; The rate of ethnic minorities using hygienic water; The rate of working-age laborers receiving vocational training; The rate of primary, secondary and high school age students going to school; The rate of women giving birth at medical facilities or with the support of medical staff; The rate of children under 5 years old who are malnourished, underweight and stunted. Early completion of some of the above targets will both be a driving force for socio-economic development, hunger eradication and poverty reduction for the people, and at the same time help localities allocate resources for other more difficult goals that require a higher level of concentration and longer implementation time.

According to Mr. Chau Van Lam, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Tuyen Quang Province, this is a new, large-scale Program with many component project contents, related to many sectors, fields and has a profound impact in practice, so the implementation process has encountered many difficulties and problems, mainly due to many new contents; guidance documents are not timely and synchronous; the management and implementation apparatus at the grassroots level lack experience, and some work has not met the requirements.

Along with that, the allocation of capital, integration of local capital sources and implementation of contents and tasks have certain difficulties and limitations, affecting the work of planning and building plans such as: determining specific areas and objects of implementation; work of gathering information to serve direction, management, and assessment of implementation status; work of coordination between departments, branches, and sectors...

At the workshop, many lessons were shared by delegates such as: dissemination, information, propaganda and mobilization; innovation and flexibility in leadership and management methods; promoting the role of prestigious people; regularly grasping the thoughts and aspirations of ethnic minority people; strengthening the leadership and direction of Party committees at all levels, the administration of authorities at all levels, especially maximizing the participation and supervision of socio-political organizations and local people; integrating content and combining resources; promoting decentralization and delegation of power along with inspection and supervision to promptly remove arising difficulties and obstacles... on that basis, proposing orientations for implementing the National Target Program 1719 in the next phase.

Speaking at the Workshop, Minister and Chairman of the Ethnic Committee Hau A Lenh also informed that in the coming time, the Ethnic Committee will continue to organize a preliminary review of the Program in the two regions of the Southwest and the Central Highlands. This is an important basis for synthesizing proposals and recommendations for the Conference on the 3-year review of the implementation of the National Target Programs scheduled to be held in July. Thereby, there will be substantive assessments of the results of the implementation of the program to be reported at the 6th Session of the 15th National Assembly.
