Reporting at the Conference, Deputy Minister and Vice Chairman of the Ethnic Committee Y Vinh Tor said that the Southern region has a much lower number of communes and villages than the northern mountainous provinces and the provinces in the Central and Central Highlands regions.
Specifically, the whole region has 312 communes (equal to 9.1% of the total number of communes in ethnic minority and mountainous areas), of which 55 communes are in region III (accounting for 3.5% of the total number of communes in region III nationwide), 7 communes are in region II and 250 communes are in region I with 356 extremely difficult villages (equal to 2.7% of the total number of extremely difficult villages nationwide).
This is the first National Target Program, specifically for ethnic minority and mountainous areas, designed with many multi-sectoral and multi-sectoral policies, covering a wide area, spanning the whole country with 10 projects, 14 sub-projects and 36 component policy contents.
After nearly 4 years of implementation, most localities have developed a policy framework that is suitable to the characteristics of each district and commune to accelerate the disbursement progress of the Program. Of the 10 projects of the Program, 4 projects have achieved a high disbursement rate of over 75%.
Among the 7 target groups, annual targets have been and are being reviewed, initial results show that completing most of the targets in these target groups by the end of 2025 is positive.
Specifically, 5/7 basic target groups have been achieved. In addition, the southern provinces have achieved 1/2 of the important target of the Program, which is to increase the income of ethnic minorities.
Regarding the target group of preserving and developing the values and good traditional cultural identities of ethnic groups, up to now, localities in the region have achieved this target.
Specifically, the rate of villages with community houses has reached an average of 85.3% so far, and is expected to reach 92.9% by the end of the period (exceeding the planned target of 80%). The rate of villages with traditional cultural and artistic teams (CLBs) operating regularly and with quality has reached an average of 67.1% so far, and is expected to reach 74.4% by the end of the period (exceeding the planned target of 50%).
Besides the group of indicators that have been completed early, some groups of indicators have achieved high rates, and are expected to soon reach the target plan assigned by competent authorities.
Orienting the key content in 2025, Deputy Minister and Vice Chairman of the Ethnic Committee Y Vinh Tor suggested that localities need to proactively and promptly review and determine the objectives, objects, contents, and investment portfolios to implement projects and sub-projects under the Program in accordance with each group of objects, locality and actual needs of the locality.

At the same time, be flexible in implementing projects and policies that are suitable to the actual situation of the locality; especially in areas with different geographical, economic and cultural characteristics. Strengthen the role of ethnic minorities in participating in monitoring the activities of the Program.
Proposing the orientation of the content of phase II (2026 - 2030), Minister and Chairman of the Ethnic Committee Hau A Lenh requested that in addition to comprehensively evaluating the projects of the Program implemented in phase I; the proposal of component projects for phase II must ensure focused and key investments, bringing practical benefits to the people. Strengthen decentralization and delegation of authority to localities in managing and implementing projects; propose specific mechanisms and policies... in implementing the Program.
* Earlier, in the morning of the same day, the working delegation of the Ethnic Committee led by Minister and Chairman Hau A Lenh had a working session with the Binh Phuoc Provincial Party Committee on the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas in the province.
At the meeting, the leaders of Binh Phuoc province proposed to the Ethnic Committee a number of contents, such as: Consider and support funding for the province to build 2 crematoriums for representatives of the Khmer community in Binh Phuoc from the capital of the Program for the period 2026 - 2030; consider and support from the capital of the Program for the period 2026 - 2030 for the province to implement the construction of Dieu Ong Secondary and High School for Ethnic Minorities; consider and allow the use of capital from the Program for the period 2026 - 2030 for the province to implement the timely upgrading and repair of a number of infrastructure works invested in communes and villages in ethnic minority and mountainous areas in communes that have reached the new rural destination.
Speaking at the meeting, Minister and Chairman of the Ethnic Committee Hau A Lenh praised and highly appreciated the achievements as well as the implementation solutions of Binh Phuoc province.
