At the question and answer session on the afternoon of June 6, delegate Duong Van Phuoc (Quang Nam delegation) questioned: The Ethnic Committee is the governing body in implementing the national target program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, but after 3 years of implementation, the program is still very slow. According to the Minister, what are the causes and solutions for the Minister in the coming time?
Responding to questions, Minister Hau A Lenh admitted that disbursement of national target programs is slow.
“We also see that the progress in the past 3 years has been slow, including legal procedures, and problems that need to be resolved and corrected, but basically the system of documents has been issued in 2022, with only 2 documents yet to be issued, which are now basically completed,” said Minister Hau A Lenh.

Not satisfied with some of the reasons leading to the slow implementation of the National Target Program on Ethnic Minorities due to weather, Covid-19 pandemic as well as international fluctuations, delegate Vu Thi Luu Mai (Hanoi delegation) asked the Minister to clarify the reasons, as well as the responsibility of the Minister and Chairman of the Ethnic Committee on this issue.
Minister Hau A Lenh took responsibility for the Ethnic Committee's slow implementation of the Program for the 2021-2022 period. However, since June 2021, after the Prime Minister approved the investment decision and assigned ministries and branches to develop guiding documents, the implementation has basically been completed by the end of 2022.
“The implementation of the Program has been delayed in terms of procedures for many reasons, including subjective reasons. The Committee would like to take responsibility before the Government. At the National Assembly session in October 2022, the Government took responsibility before the National Assembly and since then, the Government has directed very strongly the issues that need to be resolved, so it has basically been completed,” Mr. Hau A Lenh explained and said that in the coming period, the Ethnic Committee will do a better job in its role of inspecting, urging, and resolving difficulties in the implementation process.

Discussing with Minister Hau A Lenh about the response, delegate Vu Thi Luu Mai cited report No. 100 dated April 1, 2023 of the Government showing that the issuance of circulars guiding many contents is still very slow, some documents providing guidance on the contents of the Programs are contrary to the provisions of the law, specifically contrary to the provisions of the Law on Public Investment, lacking consistency, and not suitable for practice.
"Therefore, I just want to say that the Minister needs to be more thorough in providing information to voters and delegates," said the delegate from Hanoi.
Regarding the structure of capital use, Ms. Luu Mai said that Resolution 120 of the National Assembly clearly stated the task of increasing investment spending and when submitting to the National Assembly, the XIV National Assembly deputies clearly stated that with limited resources, it is necessary to reach the people through specific products, limiting regular spending. In particular, minimizing consulting seminars.
“But when reading the Government’s Report, we found this structure unreasonable. I hope the Minister will pay attention to how to reach ethnic minorities, who are currently living in extremely difficult conditions, while resources are limited,” said delegate Vu Thi Luu Mai.

Responding to the debate of delegate Vu Thi Luu Mai regarding the allocation of capital to increase investment; some systems of documents are not in accordance with legal regulations, especially the Law on Public Investment, Minister and Chairman of the Ethnic Committee Hau A Lenh said that Resolution 120 of the National Assembly aims to concentrate resources to prioritize localities and in the Socio-economic Development Program for Ethnic Minority Areas, 10 projects have been designed and resources and executive authority have been decentralized to localities.
At the Central level, only a few tasks are focused, such as issuing circulars, guidance documents, issuing inspection, supervision and guidance plans. At the same time, handling difficulties and problems for localities, in accordance with the policy in the National Assembly Resolution.
Continuing the debate, delegate Vu Thi Luu Mai said, regarding capital allocation, the Minister clearly stated that it was all handed over to the localities, the delegate found that, in terms of responsibility, this was not correct.
Because Resolution 120 has assigned capital allocation to the Government and the Ethnic Committee is the agency in charge of synthesizing, monitoring and supervising. But up to now, at the parliament, the Minister said that this issue has been assigned to the locality, that is the responsibility of the locality, that is not good.
Regarding capital structure, Resolution 120 clearly states that investment capital is 50%, career capital is 54%, and during the management process, the Government is responsible for urging to increase investment spending. Delegate Vu Thi Luu Mai stated that the task of increasing investment spending is very clear, but when reading Report No. 100 of the Government, the allocation for seminars and consulting work is not reasonable. The delegate believes that while resources are limited, people still have many difficulties and urgent needs, it is unreasonable for us to invest in seminars and consulting.
Regarding the inconsistency with current documents, the delegate suggested that the Minister should discuss with the Government about data and viewpoints .
