On the afternoon of November 24, speaking to explain and clarify the opinions of National Assembly deputies on the contents of the draft Law on Road Traffic Order and Safety, Minister of Public Security To Lam said that, through synthesis, the majority of opinions of National Assembly deputies in groups and halls agreed on the necessity of promulgating the law.
On behalf of the drafting agency, the Minister of Public Security reviewed a number of issues that National Assembly deputies were interested in and commented on. Accordingly, the deputies commented on the necessity of enacting the law, on the name and structure of the draft law, and reviewed to avoid overlapping in the scope of regulation between this law and the Road Law.
Next, the delegates also proposed adding the Procuracy's vehicles on emergency missions as priority vehicles; regulations on alcohol concentration of drivers participating in traffic; on journey monitoring devices; regulations on driving licenses; and traffic safety for students.
At the same time, delegates gave their opinions on modernizing the traffic police force; controlling road traffic safety and order; sanctioning administrative violations; rescue, search and rescue and handling of traffic accidents; maintenance and upkeep of traffic works; measures to prevent law enforcement officers; traffic signals; preventing traffic congestion; issuing and renewing driving licenses; stopping and prohibiting stopping and parking.
National Assembly delegates also gave their opinions on smart traffic devices; digital transformation; auction of license plates, vehicle usage period; health check-ups for vehicle drivers; age of vehicle drivers participating in traffic; road transport issues; pedestrians; regulations on lanes and speed of expressway lanes, etc.
Regarding other opinions of the delegates, Minister To Lam said that the drafting agency will closely coordinate with the National Assembly's Committee on National Defense and Security and relevant agencies to study, absorb, and fully explain to complete the draft law to ensure quality and feasibility before submitting it to the National Assembly for consideration at the 7th Session.
Concluding the discussion session on the draft Law on Road Traffic Order and Safety, Vice Chairman of the National Assembly Tran Quang Phuong stated that, through the discussion, National Assembly deputies highly appreciated the timely initiative of the Government in seriously accepting the conclusions of the National Assembly Standing Committee, the review opinions and having a specific expected report on acceptance.
National Assembly deputies basically agreed with the necessity of enacting the law; requested to supplement the political, legal and practical basis, ensure the highest safety of people's lives, national security, and minimize traffic accidents.
The delegates agreed with the structure and many contents of the draft law, as well as the carefully prepared draft law dossier. In particular, the delegates requested to consider, evaluate, and analyze carefully, and continue to study and clarify many contents as the delegates expressed their opinions.
National Assembly delegates said that, like the Road Law, the Road Traffic Order and Safety Law receives high attention from the people because the law affects people's lives and activities in the context of mixed traffic conditions in Vietnam, where people are the subjects participating in traffic and the subjects controlling vehicles, with different customs, practices, and perceptions.
Therefore, the scope, layout and content of the two draft laws need to be designed to handle the scope of interference appropriately, on the basis of clearly resolving the relationship between road infrastructure and superstructure elements ensuring traffic safety, between vehicle infrastructure and people, as well as weather and climate conditions in Vietnam, between static factors, dynamic factors, and factors that are both static and dynamic...
The Secretary General of the National Assembly will have a report summarizing all the discussion and debate opinions to send to the National Assembly deputies for monitoring and forward to specialized agencies for research, acceptance and explanation.
The National Assembly's Committee on National Defense and Security will also hold a conference to receive and explain to the National Assembly agencies together with the two drafting agencies, and at the same time resolve the issue of compatibility between the two laws .
