Allocate capital from various sources, focusing on strategic breakthroughs in transport infrastructure

Prime Minister Pham Minh Chinh delivered the opening speech at the meeting, asking delegates to focus on removing difficulties and creating breakthroughs in transport infrastructure.

On the morning of November 25, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national and key projects of the transport sector, chaired the 8th meeting of the Steering Committee to inspect and urge the work after the 7th meeting and discuss solutions, continue to remove difficulties and obstacles, and promote the progress of projects.

The meeting was held in person and online between the Government headquarters and 45 provinces and centrally-run cities with important national and key projects in the transport sector.

Attending the meeting were Party Central Committee members: Minister of Transport Nguyen Van Thang, Deputy Head of the Steering Committee; Minister, Head of the Government Office Tran Van Son; Minister of Construction Nguyen Thanh Nghi; Senior Lieutenant General Hoang Xuan Chien, Deputy Minister of National Defense; members of the Steering Committee, leaders of ministries, ministerial-level agencies, and agencies under the Government; Chairmen of People's Committees of provinces and cities; representatives of state-owned economic groups, consulting units, contractors, supervisors, etc.

Previously, on October 10, the Prime Minister decided to add 10 important national projects and works, key to the transport sector, including: Tuyen Quang - Ha Giang Expressway Project; Hoa Lien - Tuy Loan Expressway Project; Dau Giay - Tan Phu Expressway Project; Tan Phu - Bao Loc Expressway Project; Bao Loc - Lien Khuong Expressway Project; Ho Chi Minh City - Chon Thanh Expressway Project; Cao Lanh - An Huu Expressway Project; My An - Cao Lanh Expressway Project.

Thus, up to now, there are 86 projects/component projects in 48 provinces and cities under the monitoring of the Steering Committee.

In his opening speech, Prime Minister Pham Minh Chinh said that the projects under implementation show that "we have allocated capital from many different sources to focus on strategic breakthroughs in transport infrastructure".

Since the 7th meeting of the Steering Committee, the transport sector has started construction of the Tuyen Quang - Ha Giang expressway phase 1 through Tuyen Quang province; inaugurated the National Highway 45 - Nghi Son and Nghi Son - Dien Chau expressway projects...

The Prime Minister and members of the Steering Committee inspected, urged, and resolved difficulties and obstacles, especially those related to site clearance, construction materials, ensuring progress, and improving the quality of projects.

“We are also preparing procedures to implement other projects and building a number of mechanisms and policies to resolve difficulties and problems, and submitting them to the National Assembly for consideration and decision,” said the Prime Minister.

Also after the 7th meeting of the Steering Committee, the Prime Minister has issued 3 telegrams to promote important national projects and key works of the transport sector. Specifically, including the following telegrams: Telegram 780/CD-TTg dated September 3, 2023 on continuing to promote the highest sense of responsibility, making efforts to speed up the progress of important national projects and key works of the transport sector;

Official Dispatch 794/CD-TTg dated September 12, 2023 on urgently developing standards for expressways and focusing on implementing solutions to ensure progress and quality of transport infrastructure investment projects; Official Dispatch 769/CD-TTg dated August 26, 2023 on reviewing connections with expressways to promote investment efficiency and promote socio-economic development of regions and localities.

The Prime Minister stated that the meeting aimed to grasp the situation, direct the progress of project implementation, remove difficulties and obstacles, review and perfect mechanisms and policies, and create an open investment environment not only for projects under the supervision of the Steering Committee but also for other transport works to be implemented in the coming time.

The Government will focus on decentralization and delegation of authority along with appropriate resource allocation, improving implementation capacity for subordinates, and strengthening inspection, supervision, and control of power.

According to the Prime Minister, during the discussion at the ongoing National Assembly session, many delegates mentioned this issue very correctly. Previously, when we did not have many roads, especially expressways, the Ministry of Transport could directly manage and form road management units.

But now that we have more routes, up to tens of thousands of kilometers, we must promote decentralization and delegation of authority. The Prime Minister gave an example: after completing a route, the Ministry of Transport can hand it over to the locality for management, promoting the proactiveness, creativity and timeliness of the localities.

On the other hand, the Prime Minister said that in the near future, it is necessary to study and amend the regulations on capital sources from the state budget (including the central budget and local budget) to invest in the construction of transport works in the direction that whoever does it best will be assigned to do it. Recently, the Central Government has assigned a number of localities to implement a number of transport works and practice shows that the localities have done very well.

Whether from central or local capital sources, every route belongs to our country, the Prime Minister emphasized.
