On the afternoon of March 13, Deputy Prime Minister Tran Hong Ha chaired the second meeting of the Steering Committee for important national programs, works and projects in the energy sector (Steering Committee).
The Deputy Prime Minister requested that leaders of ministries, branches and localities focus on discussing and giving opinions on projects that are facing problems and difficulties, "clearly defining responsibilities and addresses" for resolution; at the same time, reviewing ongoing projects (according to specific criteria) that can be brought up or included in the list of projects for monitoring, urging, supervising and inspecting by the Steering Committee.
Reporting on the implementation of some key projects of the Industry and Trade sector, the representative of the Steering Committee said that for the pilot project of offshore wind power development, there are currently some difficulties and problems related to investigation, survey, exploration, measurement at sea and assignment of sea areas; investment issues (approval of investment policy and selection of investors, investment conditions for foreign investors) and planning issues according to the Law on Planning.
For the two projects of Nhon Trach 3 and Nhon Trach 4 Thermal Power Plants, the projects still have many problems related to the agreement on the long-term committed electricity output in the power purchase contract and determining the price frame for liquefied natural gas (LNG) generation, handing over the construction site for the power plant's wastewater project..., which need to be resolved to avoid affecting the operation progress and capacity release of the plant.
The power grid projects to release capacity of Nhon Trach 3 and Nhon Trach 4 Thermal Power Plants have encountered difficulties related to the land acquisition notice and approval of the investigation, survey, measurement and counting plan for the remaining locations of the project; not in accordance with Nhon Trach Urban Planning; the investment policy for the 220 kV Nhon Trach 3 Power Plant - My Xuan - Cat Lai branch has not been approved.

At the meeting, representatives of ministries, branches and enterprises proposed that in order to implement offshore wind power projects, the most important issue is to amend and supplement relevant legal regulations as a basis for implementation such as the Investment Law, Bidding Law, Law on Marine and Island Resources and Environment, a number of related plans, and resolutions of the National Assembly related to this field.
The Deputy Prime Minister requested the Ministry of Industry and Trade to urgently complete the assigned tasks related to the Pilot Project on offshore wind power development: Comprehensively review difficulties, obstacles, and shortcomings in current legal documents; authority and legal basis for decisions to effectively implement offshore wind power projects in the Power Plan VIII.
If necessary, it is necessary to propose the development of a draft Resolution of the National Assembly to pilot the implementation of offshore wind power projects (so that they can be implemented immediately while waiting for amendments and supplements to relevant laws)...
Regarding Nhon Trach 3 and Nhon Trach 4 Thermal Power Plants, some opinions suggested that the People's Committee of Dong Nai province focus on removing difficulties and obstacles in the construction process of the remaining items; urgently handle obstacles and ensure completion progress.
“The difficulties in determining the electricity purchase price and the long-term committed purchase output of gas-fired power projects are urgent issues that can affect the investment progress of power source projects and national energy security. The Ministry of Industry and Trade must urgently clarify the difficulties in current legal regulations, research, propose solutions and submit them to competent authorities for consideration and decision in accordance with the correct procedures,” the Deputy Prime Minister emphasized.
The opinions also suggested that the Ministry of Construction promptly review and report to the Prime Minister on local adjustments in the adjustment of the general planning of the new urban area of Nhon Trach until 2035; Dong Nai province approve the list of projects requiring land acquisition and conversion of rice use purposes; urgently clear the site, supplement the planning and land use plan .
