The above information was shared by Minister Nguyen Van Thang at the Conference to announce the Government's Decree regulating the functions, tasks, powers and new organizational structure of the Ministry of Finance after completing the merger, which took place this afternoon (March 3).

Minister Nguyen Van Thang said that on February 24, the Government issued Decree No. 29 stipulating the functions, tasks, powers and organizational structure of the Ministry of Finance.

From March 1, the Ministry of Finance has an organizational structure of 35 units, of which 7 units have been converted from the general department model to department-level units.

The total number of leads decreased by about 3,600 leads, equivalent to 37.7%.

Of which, 3 focal points at ministerial level and Government agencies; 6 focal points at general department level; 116 focal points at department, bureau and equivalent level under ministries; 336 focal points at department, bureau and equivalent level under general departments; about 3,100 focal points at department, branch and equivalent level under departments, bureaus and equivalent level under ministries and below will be reduced.

Accordingly, in 2025 alone, the number of unit leaders will decrease by 9,640 people; in 2026, it is expected to continue to decrease by about 10,000 civil servants, public employees, and workers.

According to Minister Nguyen Van Thang, the above-mentioned consolidation of the apparatus is an important step in administrative reform towards a streamlined apparatus that operates effectively, efficiently and effectively.

“This is not simply a change in organizational structure, but also an opportunity to restructure and improve the industry's operational efficiency,” the Minister emphasized.

The Minister directed that in the coming time, units must urgently put the apparatus into stable and effective operation, continuously deploy work, without interruption; ensure compliance with the principle that one unit performs many tasks, one task is assigned to only one unit to preside over and take primary responsibility.

The Minister also requested heads of units to lead and direct their units to complete their tasks in a breakthrough manner, striving to exceed budget revenue as much as possible, doing a good job of preventing revenue loss and tax fraud, ensuring a reasonable revenue structure; ensuring correct, effective and economical spending tasks, striving for regular spending this year to be below 60% of total spending.
