According to the urban railway system development project, Ho Chi Minh City will focus on investing simultaneously and completing 7 metro lines with a total length of 355km in the next 10 years. The total preliminary investment for this phase is about 40.2 billion USD.

By 2045, this network will increase to 510 km. Upcoming metro lines are oriented to increase underground length to reduce compensation costs, speed up construction and effectively exploit underground space, combined with urban planning according to the TOD model.

In the draft implementation of the Department of Transport, the city proposed a roadmap for implementing many groups of tasks to effectively implement the new mechanisms, including building legal frameworks; preparing for investment and project implementation; perfecting the organizational structure of specialized agencies; training and developing urban railway human resources, etc.

For metro line 2 (Ben Thanh - Tham Luong), the city aims to complete procedures to start the project by the end of 2025.

The detailed plan includes tasks. From now until April 2025, departments and branches will review and complete procedures for converting capital sources from ODA to public investment capital.

By June 2025, the Ho Chi Minh City Urban Railway Management Board (MAUR) must complete the survey, front-end design (FEED) and project Feasibility Study Report.

By August, the Department of Transport or the Appraisal Council will organize the appraisal and submit the project Feasibility Study Report.

In September, the City People's Committee will preside over the approval of the project's feasibility study report and then select a contractor, starting construction in December.

Ben Thanh - Tham Luong Metro was approved by the Ho Chi Minh City People's Committee in 2010 with a length of about 11km running through 6 districts (1, 3, 10, 12, Tan Binh, Tan Phu) with 9 underground stations and 1 elevated station.

Initially, the route was expected to be operational from 2026. However, due to many obstacles, Ho Chi Minh City adjusted the completion time to 2030. At the same time, the investment level was also adjusted from 1.3 billion USD to 2.1 billion USD (equivalent to 26,000 billion VND to nearly 47,900 billion VND).
