Enough tricks to deceive
As a toll collector with a salary of 12 million VND/month, Ms. Thu Ha was very happy to hear that a series of social housing projects in Hanoi were opening for sale. However, the feeling of joy quickly turned to disappointment.
“When searching online for procedures to buy social housing at Project N01 Ha Dinh (Tan Trieu Commune, Thanh Tri District), some brokers said that the registration consultation fee is 3-5 million VND. In addition, due to the large number of people interested in the project, customers will have to draw lots to get a place to buy. To increase the chance of winning, they told me I need to pay a difference of 700 million - 1 billion VND,” Ms. Ha shared.
In the role of a social housing buyer, we were promised by a consultant that we would be able to win a 100% purchase. In return, the customer would have to pay an additional amount called “apartment acquisition fee”.
“We have two ways to get an apartment at social housing N01 Ha Dinh. One is to randomly draw an apartment, the cost is 200 million VND. The other is to choose the apartment location and floor, the cost is 500 - 600 million VND. No matter which way you choose, I am sure you will be able to get a chance to buy a social housing apartment,” the consultant confidently affirmed.
In addition to the "home purchase" service, many individuals and organizations also provide consultation and support in completing application documents to buy social housing at the N01 Ha Dinh project, with fees ranging from 3 to 10 million VND.
“We will prepare a complete set of documents for the buyer to submit to the investor. You only need to provide information and request confirmation stamps according to regulations. The application fee is 10 million VND. However, we only ensure that you are eligible to enter the lottery, but we are not sure whether you will win the purchase or not,” said another broker.
Not only are people stunned by the "bribe" fee, many are also "dizzy" by the matrix of fake information. When searching for the keyword about Rice City Long Chau Project (Thuong Thanh Ward, Long Bien District), the results will return a series of websites claiming to be from the investor. From the domain name, interface, to project information, everything is almost exactly copied from the original website. Even when the investor has not announced the selling price, these sites confidently give an estimated price of about 20 - 25 million VND/m2.
“The investor has not yet received registration documents, so customers cannot buy. However, I still set up this website to gather customers in advance,” said the person behind the contact phone number on the website.
On Facebook, many accounts claim to own “diplomatic” apartments at the Rice City Long Chau Project. When purchasing these apartments, customers will not have to worry about drawing lots. However, they will have to pay a fee labeled as “service consultation”, ranging from 500 to 700 million VND.
"When buying an apartment in the diplomatic quota, the lottery is just a formality, because you will definitely win," the "bold" consultant said.
Notably, on Facebook there are also self-proclaimed real estate experts with thousands of followers. They also advertise “sure-to-win” social housing purchases and claim that they have business connections, which gives them such an advantage.
“Any social housing project will be sold at a price difference of several hundred million VND. For example, at N01 Ha Dinh, the difference will be from 800 million to 1 billion VND. The Rice City Long Chau project will be about 200 - 300 million VND. If the buyer is eligible to buy social housing, I will receive 50 million VND in advance to reserve the purchase. I will write a guarantee for the customer, if they do not win, I will refund the money,” said a real estate “expert” on Facebook.
Investors speak up
Speaking to reporters, Mr. Vu Trung Kien, Deputy Head of the Legal and Communications Department (Urban Infrastructure Development Investment Corporation - UDIC) affirmed that the social housing project N01 Ha Dinh does not charge any consulting fees for social housing purchase applications. In addition, the investor does not collude with any individual or organization to increase the odds of winning an apartment.
“We have repeatedly warned people about this issue. All information about the project has been published by the company on the website of the Hanoi Department of Construction,” said Mr. Vu Trung Kien.
UDIC declares that any actions of any organization or individual on behalf of the joint venture of investors (UDIC, Haweicco and DAC Hanoi) in receiving registration documents, consulting, depositing, reserving, and trading apartments at social housing N01 Ha Dinh are all fake and violate the law.
Sharing with reporters, Mr. Bui Duy Thanh, Head of Business Department of BIC Vietnam Joint Stock Company, also said that during the implementation of the Rice City Long Chau Project, many brokers and trading floors have forged links with the company to take advantage of policies. This has seriously affected the brand image of the enterprise and can cause many people to "lose money and suffer".
It is expected that in the second quarter of 2025, the joint venture of investors (Him Lam Thu Do Company and BIC Vietnam) will organize consultation sessions, guiding customers to complete documents and procedures for registering to buy social housing at the Rice City Long Chau Project. These activities are all carried out free of charge by the enterprise.
“We, the joint investor, affirm that we have not signed any contracts or authorized consulting, deposit, or housing distribution at the Rice City Long Chau social housing project with any real estate company or trading floor,” emphasized BIC Vietnam Company.
