To achieve the growth target of 4%, the Agriculture and Environment sector strives to achieve an export turnover of 70 billion USD of agricultural, forestry and fishery products this year.
Mr. Phung Duc Tien - Deputy Minister of Agriculture and Environment spoke to the press on the first working day after the Ministry officially came into operation under Decree No. 35/2025/ND-CP of the Government.
In 2 months, agricultural, forestry and fishery exports reached 9.38 billion USD
- Could you review some of the agricultural, forestry and fishery export situations in the first two months of 2025?
Mr. Phung Duc Tien: The export turnover of agriculture, forestry and fishery products in the first two months of 2025 reached 9.38 billion USD, an increase of 8.3% over the same period in 2024. Of which, the export value of agricultural products reached 4.89 billion USD, an increase of 4.5%.

Notably, there are agricultural products that have recorded very strong growth. Specifically, the total volume and value of coffee exports in the first two months of 2025 reached 284 thousand tons and reached a value of 1.58 billion USD, down 28.4% in volume but up 26.2% in value compared to the same period in 2024. The average export price of coffee in the first two months of 2025 is estimated at 5,574.5 USD/ton, up 76.3% over the same period in 2024. This year, coffee exports are expected to reach 6 billion USD.
The export value of aquatic products in the first two months of 2025 reached 1.42 billion USD, up 18.6%; the export value of forestry products reached 2.68 billion USD, up 11.9%. Along with that, the export volume and value of rubber in the first two months of 2025 reached 280.6 thousand tons and 532.9 million USD, down 5.9% in volume but up 24.8% in value compared to the same period in 2024.
The total volume and value of pepper exports in the first two months of 2025 reached 28 thousand tons and 188.7 million USD, down 9.4% in volume but up 51.9% in value over the same period in 2024.
However, the total export value of fruits and vegetables in the first two months of 2025 reached 724.5 million USD, down 11% over the same period in 2024. In addition, the total export volume and value of rice in the first two months of 2025 reached 1.1 million tons and 613 million USD, up 5.9% in volume but down 13.6% in value over the same period in 2024.
Thus, most agricultural export industries maintained growth momentum and had surpluses.
- Some opinions are concerned that geopolitical fluctuations will strongly impact Vietnam's agricultural, forestry and aquatic export sectors. What is your comment on this and what is the short-term adaptation solution proposed by the Ministry, sir?
Mr. Phung Duc Tien: When the Government's regular meeting in January 2025 was held, it was determined that the impending trade war would affect Vietnam's trade and import-export activities. However, I believe that the impact on agriculture, forestry and fishery will not be significant.
However, facing challenges, we need to have appropriate assessments and solutions to ensure that Vietnam's agricultural, forestry and fishery exports reach the target set by the Government of 64-64 billion USD and strive to reach 70 billion USD.

Revenue from agricultural, forestry and fishery exports is real revenue and surplus from agricultural, forestry and fishery exports is also real surplus, from which there is a source of foreign currency to promote industrialization and modernization of the country.
And to accelerate in the coming months, I think we need to promote advantageous products. For products that are experiencing a decline in export turnover, we now have a system of solutions to maintain growth momentum in the following months.
For example, with rice, the average export price of rice in the first two months of 2025 is estimated at 553.6 USD/ton, down 18.3% compared to the same period in 2024. But in early March 2025, the export price of rice began to increase. Last year, rice exports reached 9.15 million tons, this year it is expected to reach around 9 million tons. Investing in high-quality rice, along with market diversification, will be the way to maintain export output and value.
After the merger, do not let the work flow be blocked
- To achieve an 8% economic growth rate, it requires a fairly high growth rate in the agricultural sector, the export of agricultural, forestry and fishery products must reach 70 billion USD, deep processing is considered a solution to increase export turnover. What is your comment on this?
Mr. Phung Duc Tien: In 2025, the Government assigned a target for agricultural growth of 4%. With the crop sector accounting for about 43% of the total value of the entire agricultural sector, the highest growth rate of this sector is 2.2%, while it is usually at 1.5-1.8%. The livestock sector accounts for 5% of GDP and accounts for about 26% of the total value of the entire agricultural sector, the highest growth rate of this sector is 5.92% (in 2022); aquaculture accounts for 28% of the total value of the entire agricultural sector, with a growth rate of 3.5-3.8%; forestry accounts for a small proportion of the total value of the entire agricultural sector, but the average growth rate is around 7%. These are the areas we need to review to calculate in the structure of the industry as well as the growth rate to ensure reaching the target of 4% as set by the Government.
It must be affirmed that the room, potential and advantages for our agricultural, forestry and fishery exports still exist. It is also necessary to emphasize that science and technology is the first solution, so it is necessary to promote science and technology more strongly and decisively.
Science and technology account for 55% of the added value of the entire industry. However, in the future, science and technology must be included in the seed program, cultivation program, plant protection, veterinary medicine, and disease prevention, thereby linking with the circular economy, tracing the origin and making export products transparent.
Regarding processing and deep processing, Vietnam currently only exports in "bags" (meaning raw exports) while the world exports in "packages" (exporting refined products), the added value lies here.
In the context of our planting area not increasing, the issue of productivity, quality and raw material areas associated with deep processing, this is the room for us to achieve the target of exporting agricultural, forestry and fishery products in 2025 and create a premise for exports in the period 2026 - 2030.
- Sir, today is also the first working day after the merger of the two Ministries of Agriculture and Rural Development and Natural Resources and Environment into the Ministry of Agriculture and Environment. Will this merger affect the activities of people and businesses?
Mr. Phung Duc Tien: The merger was implemented very quickly, but all work flows were ensured. Although the two ministries merged, the division of work in the leadership of the new ministry was also very clear. The Deputy Ministers in charge of each area directly directed, so on the first working day there were no bottlenecks, especially related to administrative procedures.
Cutting administrative procedures is a very important step, this is also the engine to promote growth as well as export. The strength belongs to businesses, to the people, to farmers, to fishermen. Therefore, the work is guaranteed to be smooth, not missing any region, not missing any facility, not missing any work.
Before the merger, each Ministry had a very close meeting, the two Ministries also had many meetings. The Ministry of Natural Resources and Environment has a Digital Transformation Center, the Ministry of Agriculture and Rural Development has a Statistics Center. The two sides joined forces, the administrative procedures by the end of Friday (February 28, 2025) had completed all the backlog documents, to move to the new seal, the new Ministry - the Ministry of Agriculture and Environment from March 1, 2025.
