Kinhtedothi - On the afternoon of March 3, the Ministry of Finance held a conference to announce the Government's Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Finance.
Deputy Prime Ministers Ho Duc Phoc and Nguyen Chi Dung attended and presented decisions on personnel transfer and appointment.
7 units from General Department model to Department level
The organizational structure of the Ministry of Finance includes 35 units, of which 7 units have been converted from the General Department model to Department-level units.
Speaking at the conference, Minister of Finance Nguyen Van Thang said: Implementing the conclusions of the Party Central Committee and the Government, the Ministry of Finance has proactively coordinated with ministries, departments, branches and relevant agencies to ensure serious and effective implementation and progress and quality of restructuring the apparatus.
Accordingly, the Government issued Decree No. 29/2025/ND-CP dated February 24, 2025, stipulating the functions, tasks, powers and organizational structure of the Ministry of Finance. On February 24, 2025, on the basis of merging the Ministry of Planning and Investment with the Ministry of Finance, taking over the tasks from the State Capital Management Committee at Enterprises and Vietnam Social Security. At the same time, the Ministry of Finance reorganized 6 general departments and equivalent units under 2 departments into Department-level units.
From March 1, 2025, the organizational structure of the Ministry of Finance consists of 35 units, of which 7 units will be converted from the General Department model to Department-level units. The number of units has been reduced by about 3,600 units, equivalent to 37.7%, helping to improve operational efficiency and streamline the apparatus.
The number of senior leaders will also be significantly reduced, expected to reach 9,640 people in 2025 and continue to be reduced by about 10,000 people in 2026. This shows a significant effort in restructuring and improving the operational efficiency of the Ministry of Finance.
According to the Minister, the completion of the restructuring and consolidation process by the Ministry of Finance is an important step forward in administrative reform, towards a streamlined apparatus that operates effectively and efficiently. This restructuring is not only an organizational change but also an opportunity to improve the sector's operational efficiency.
In the coming time, Minister of Finance Nguyen Van Thang emphasized the need to put the apparatus into stable operation and deploy all tasks and work smoothly; ensure the apparatus operates effectively and review the functions of each individual and agency to make appropriate adjustments, achieving the goal of each task being primarily responsible for one agency. This is a requirement from the Party and the State and the Ministry of Finance must strive to fulfill it.
Besides, it is necessary to lead, direct and implement key tasks of the Finance sector, especially in the task of collecting state budget.
According to the Minister, the entire industry must focus on effectively combating revenue loss and tax fraud, implementing drastic solutions to maximize investment capital, and promoting disbursement of ODA capital.
The Minister also directed units to focus on implementing the Ministry of Finance's tasks of advising the Government to build a cryptocurrency exchange; building two financial centers in Ho Chi Minh City and Da Nang as well as being the focal agency advising the Government to remove difficulties of backlogged projects to free up resources and promote the country's economic development.
In addition, the entire financial sector needs to promote administrative procedure reform, increase decentralization, and reduce 30-40% of administrative procedures this year according to the Prime Minister's direction.
Details of management areas assigned to the leaders of the Ministry of Finance
Pursuant to Decree No. 29/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Finance, on February 28, Minister of Finance Nguyen Van Thang signed and issued Decision No. 669/QD-BTC on the assignment of areas of responsibility of the leaders of the Ministry of Finance.
Accordingly, the Minister comprehensively leads and manages the work of the Ministry of Finance. Decision 669/QD-BTC above stipulates the principle that the Minister fully performs the duties and powers prescribed by law, comprehensively leads and manages the work of the Ministry of Finance; and is responsible to the Prime Minister, the Government and the National Assembly for the areas of State management of the Ministry of Finance.
Regarding specific tasks, the Minister directly directs the work of financial strategy and policies of the Industry; the macro balances of the economy related to the Finance sector; the reform, modernization and digital transformation of the Finance sector. At the same time, he comprehensively leads and directs the work of organizing the apparatus, staff and protecting internal politics; the tasks of the Ministry and the Industry prescribed in Decree No. 29/2025/ND-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Finance and specialized laws.
The Minister holds the following positions and titles: Secretary of the Party Committee of the Ministry of Finance; Head of the Internal Political Protection Department; Chairman of the Emulation - Reward - Discipline Council of the Finance Sector; Chairman of the Management Board of Vietnam Social Security. At the same time, he is directly in charge of the Department of Organization and Personnel.
Deputy Minister Nguyen Duc Chi: Directly directs the State management of customs; securities and securities market, financial services market; financial work of financial institutions; public debt management, foreign economic affairs; management of enterprises under the Ministry of Finance. Directly in charge of: Customs Department; State Securities Commission; Department of Financial Institutions; Department of Debt Management and Foreign Economic Affairs; Vietnam Stock Exchange; Vietnam Securities Depository and Clearing Corporation; Vietnam Debt Trading Company Limited; Ministry of Finance Guest House in Sam Son (Thanh Hoa); Vietnam Computerized Lottery Company Limited; Bao Viet Group; Vietnam Development Bank. At the same time, monitors and directs the financial and budgetary work of the following provinces and cities: Quang Ninh, Hai Phong, Hai Duong, Hung Yen, Lang Son, Ha Nam, Ninh Binh, Nam Dinh, Thai Binh.
In addition, Deputy Minister Nguyen Duc Chi performs the duties of Spokesperson of the Ministry of Finance and performs other tasks assigned by the Minister of Finance.
Deputy Minister Cao Anh Tuan: Directly directs the State management of the State Treasury; tax management; tax, fee and charge policies; state-owned enterprise finance; financial inspection; training at 02 higher education institutions under the Ministry in the Northern region; Trade Union, Youth Union and Veterans Union of the Ministry of Finance. Directly in charge of: Tax Department; State Treasury; Ministry Inspectorate; Department of Management and Supervision of Tax, Fee and Charge Policies; Department of State Enterprise Development; Academy of Finance; University of Finance - Business Administration; Trade Union of the Ministry of Finance, Youth Union of the Ministry of Finance, Veterans Union of the Ministry of Finance; units represented by the Department of State Enterprise Development. At the same time, monitor and direct the financial and budgetary work of the provinces and cities: Phu Tho, Hoa Binh, Cao Bang, Bac Kan, Thai Nguyen, Hanoi, Bac Giang and perform other tasks assigned by the Minister of Finance.
Deputy Minister Le Tan Can: Directly directs the field of state management of state reserves; the work of preparing and implementing state budget estimates (excluding budgets for administrative and career sectors, industry economics, national defense, security and party budgets); state management of prices, insurance and training at 2 universities under the Ministry in the southern region.
According to the assignment in Decision 669/QD-BTC, Deputy Minister Le Tan Can is directly in charge of: State Budget Department; State Reserve Department; Insurance Management and Supervision Department; Price Management Department; University of Finance - Marketing and University of Finance - Accounting. At the same time, monitor and direct the financial - budget work of the provinces and cities: Ca Mau, Ben Tre, Ho Chi Minh, Dong Nai, Ba Ria - Vung Tau, Binh Duong, Binh Phuoc, Tay Ninh, Can Tho. Perform other tasks assigned by the Minister of Finance.
Deputy Minister Bui Van Khang : Directly directs the field of State management of finance (including the administrative and economic sectors) and the work of making and implementing budget estimates for agencies under the management scope of the assigned unit; State management of public assets; modernization and development of information technology and digital transformation of the entire Finance sector; publishing work.
At the same time, directly in charge of: Vietnam Social Security; Department of Information Technology and Digital Transformation; Department of Public Asset Management; Department of Finance - Industry Economics; Financial Publishing House. Deputy Minister Bui Van Khang monitors and directs the financial - budget work of the provinces and cities: Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen; performs other tasks assigned by the Minister of Finance.
Deputy Minister Tran Quoc Phuong : Directly directs the fields of planning, bidding management; State management of the preparation and implementation of national defense, security and party budget estimates; press work. Directly in charge of: Bidding Management Department; Department of National Defense, Security, Special; Department of Planning Management; Finance - Investment Newspaper. At the same time, monitors and directs the financial - budget work of the provinces and cities: Kon Tum, Gia Lai, Dak Lak, Dak Nong and Lam Dong. At the same time, performs other tasks assigned by the Minister of Finance.
Deputy Minister Nguyen Thi Bich Ngoc: Directly directs the fields of statistics, foreign investment; office work, administrative reform, administrative procedure reform of the Finance sector; training and development; implementing the Politburo's conclusion on building a regional and international Financial Center in Vietnam.
According to the assignment in Decision No. 669/QD-BTC, Deputy Minister Nguyen Thi Bich Ngoc is directly in charge of: Department of Statistics; Ministry Office; Foreign Investment Department; Academy of Policy and Development; Danang College of Economics and Planning. At the same time, the Deputy Minister monitors and directs the financial and budgetary work of the provinces and cities: Thanh Hoa, Nghe An, Ha Tinh, Khanh Hoa, Ninh Thuan, Binh Thuan, Bac Ninh, Vinh Phuc and performs other tasks assigned by the Minister of Finance.
Deputy Minister Do Thanh Trung : Directly directs the work of synthesizing medium-term and annual socio-economic development plans; work on transport infrastructure, information and communication, post and telecommunications, construction; state management of development investment finance; scientific research work; participates in the Steering Committee for reviewing and removing difficulties and obstacles related to projects; participates in the Prime Minister's Working Group on reviewing, urging, and guiding the removal of difficulties and obstacles in the implementation of real estate projects for localities and enterprises; participates in the State Steering Committee for important national works and projects, key to the transport sector. Directly in charge of: Department of National Economic Synthesis; Department of Investment; Institute of Strategy and Economic - Financial Policy. At the same time, monitor and direct the financial and budgetary work of the provinces and cities: An Giang, Tien Giang, Kien Giang, Hau Giang, Long An, Tra Vinh, Soc Trang, Dong Thap, Vinh Long, Bac Lieu. In addition, perform other tasks assigned by the Minister of Finance.
Deputy Minister Nguyen Duc Tam: Directly directs the field of internal financial work; socio-economic development plans of localities and territories; development of private enterprises and collective economy; association and fund work.
At the same time, directly in charge of: Department of Planning and Finance; Department of Local and Territorial Economy; Department of Private Enterprise and Collective Economy Development; Fund for Small and Medium Enterprise Development; National Innovation Center. Monitor and direct the financial and budgetary work of the provinces and cities: Dien Bien, Lai Chau, Lao Cai, Ha Giang, Son La, Yen Bai, Tuyen Quang. At the same time, perform other tasks assigned by the Minister of Finance.
Deputy Minister Ho Sy Hung : Directly directs the fields of accounting and auditing; legal affairs and magazine affairs. At the same time, directly in charge of: Department of Accounting and Auditing Management and Supervision; Legal Department; Economic - Financial Magazine and performs other tasks assigned by the Minister of Finance.
The Decision takes effect from March 1, 2025. The Decision replaces Decision No. 2895/QD-BTC dated December 9, 2024 of the Ministry of Finance on the assignment of areas of responsibility of the leaders of the Ministry of Finance; Decision No. 156/QD-BKHĐT dated February 18, 2019 and Decision No. 2499/QD-BKHĐT dated October 29, 2024 of the Ministry of Planning and Investment on the assignment of work of the Minister and Deputy Ministers.
