Supplementing the development investment expenditure estimate and capital investment plan for national target programs

Accordingly, the Prime Minister assigned the supplementary development investment expenditure estimate and central budget capital investment plan for 2023 of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas to the Ethnic Committee, the Ministry of Education and Training, the Ministry of Culture, Sports and Tourism, and the Vietnam Cooperative Alliance.

Specifically, the Ministry of Education and Training was assigned an additional 92,765 million VND to implement Sub-project 2: Investing in facilities for public service units operating in the field of ethnic affairs under Project 4: Investing in essential infrastructure, serving production and life in ethnic minority and mountainous areas and public service units in the ethnic field.

The Ministry of Culture, Sports and Tourism was assigned an additional 20,108 million VND to implement Project 6: Preserving and promoting the fine traditional cultural values ​​of ethnic minorities associated with tourism development.

The Ethnic Committee was assigned an additional 67,027 million VND to implement Sub-project 2: Investing in facilities for public service units operating in the field of ethnic affairs under Project 4: Investing in essential infrastructure, serving production and life in ethnic minority and mountainous areas and public service units in the ethnic field.

The Vietnam Cooperative Alliance was assigned an additional 3,288 million VND to implement Sub-project 2: Applying information technology to support socio-economic development and ensure security and order in ethnic minority and mountainous areas under the task of communication, propaganda, and mobilization in ethnic minority and mountainous areas; inspecting, supervising and evaluating the organization and implementation of the Program.

The Prime Minister assigned to supplement the development investment expenditure estimate and the central budget capital investment plan for 2023 of the National Target Program on New Rural Construction for 16 provinces (Tuyen Quang, Phu Tho, Bac Giang, Lai Chau, Dien Bien, Nghe An, Ha Tinh, Quang Nam, Phu Yen, Binh Thuan, Dak Nong, Gia Lai, Kon Tum, Binh Phuoc, Soc Trang, Ca Mau) to implement the Investment Program on developing the grassroots healthcare network in disadvantaged areas.

Specifically, Tuyen Quang province received 82,682 million VND; Phu Tho province received 91,051 million VND; Bac Giang province received 35,466 million VND; Lai Chau province received 30,592 million VND; Dien Bien province received 79,934 million VND...

In addition, the Prime Minister assigned the 2023 goals and tasks of 03 national target programs to provinces and centrally run cities.

Speed ​​up project approval, implementation and disbursement of capital investment plan in 2023

The Prime Minister assigned the Ministers and Heads of the following agencies: the Ethnic Committee, the Ministry of Education and Training, the Ministry of Culture, Sports and Tourism, and the Vietnam Cooperative Alliance to direct the implementation of allocation and assignment of additional development investment expenditure estimates and investment plans from the central budget in 2023 of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas, ensuring compliance with the provisions of the Law on Public Investment, Resolution No. 120/2020/QH14 dated June 19, 2020 of the National Assembly, Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister and relevant regulations.

The Chairmen of the People's Committees of 16 provinces (Tuyen Quang, Phu Tho, Bac Giang, Lai Chau, Dien Bien, Nghe An, Ha Tinh, Quang Nam, Phu Yen, Binh Thuan, Dak Nong, Gia Lai, Kon Tum, Binh Phuoc, Soc Trang, Ca Mau) directed the implementation of allocation and assignment of additional development investment expenditure estimates and central budget investment plans for 2023 of the National Target Program on New Rural Development to agencies, units and affiliated levels to ensure compliance with the provisions of the Law on Public Investment, Resolution No. 25/2021/QH15 dated July 28, 2021 of the National Assembly, Resolution No. 93/2023/QH15 dated June 22, 2023 of the National Assembly, the Commitment Agreement with donors and other relevant legal provisions.

Chairmen of People's Committees of provinces and centrally run cities direct the implementation of goals and tasks of each national target program according to their management areas; inspect and urge to accelerate the progress of project approval, organize the implementation and disbursement of capital investment plans for 2023 to ensure compliance with legal regulations; individualize the responsibilities of the heads, link disbursement results with the assessment of the level of completion of assigned tasks.

Heads of ministries, central agencies and Chairmen of People's Committees of provinces and centrally run cities are fully responsible to the Prime Minister, inspection and auditing agencies and other relevant agencies for the accuracy of data information and capital allocation for each project in accordance with the provisions of law.

Report allocation results before October 30, 2023

The Prime Minister assigned central agencies (including the Ethnic Committee, the Ministry of Education and Training, the Ministry of Culture, Sports and Tourism, the Vietnam Cooperative Alliance), and the People's Committees of 16 provinces (including Tuyen Quang, Phu Tho, Bac Giang, Lai Chau, Dien Bien, Nghe An, Ha Tinh, Quang Nam, Phu Yen, Binh Thuan, Dak Nong, Gia Lai, Kon Tum, Binh Phuoc, Soc Trang, Ca Mau) to allocate detailed development investment expenditure estimates and investment plans from the supplementary central budget in 2023 to affiliated agencies, units and levels according to the content, component projects and list of public investment projects (if any); report to the Ministry of Planning and Investment, the Ministry of Finance, the program owner, and the owner of the component project on the allocation results before October 30, 2023.

Ministries, central agencies and People's Committees of provinces and centrally run cities shall report and update the results of allocation, assignment and implementation organization, and disbursement of the 2023 state budget capital investment plan (including: support capital from the central budget, self-balanced capital of local budgets) of national target programs to the Ministry of Planning and Investment, the Ministry of Finance, and the program owner agency before the 20th of each month.

The Ministry of Health guides localities in implementing the Investment Program for developing the grassroots health network in disadvantaged areas to ensure the correct objectives, effectiveness and progress of implementation, and disbursement of capital according to regulations.

The Ethnic Committee, the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Agriculture and Rural Development and the component project owners: Monitor and urge the progress of allocation, assignment of development investment expenditure estimates, capital investment plans and organize the implementation of the contents of the 3 national target programs at ministries, central and local agencies to ensure the progress of implementation and disbursement of capital plans in 2023; summarize the progress of implementation of each national target program and send it to the Ministry of Planning and Investment and the Ministry of Finance before the 25th of each month.

The Ministry of Planning and Investment, the Ministries and Program management agencies, according to their assigned functions and tasks, shall be fully responsible to the Prime Minister, inspection, examination and auditing agencies and relevant agencies for the accuracy of data and proposed report contents; regularly inspect, supervise and urge the allocation, assignment of plans and implementation of additional capital investment plans in 2023 of national target programs in accordance with regulations.

The Ministry of Finance synthesizes and reports on the progress of allocation and disbursement of additional investment expenditure estimates in 2023 of national target programs according to regulations.
