Attending the reception, on the side of Phu Tho province, there were: Comrade Bui Minh Chau, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Phu Tho province; Comrade Bui Van Quang, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives of the Standing Committee, Provincial People's Committee and leaders of Departments, Boards and Branches of Phu Tho province.
On the side of the Ministry of Foreign Affairs, there were: Deputy Foreign Minister Le Thi Thu Hang; Director of the Middle East and Africa Department Bui Ha Nam; Director of the Foreign Affairs Department Nguyen Nhu Hieu and representatives of relevant units.
Phu Tho wishes to promote foreign affairs to serve development
At the meeting, Mr. Bui Van Quang, Chairman of the Provincial People's Committee, shared that Phu Tho is located in the center of the Northern Midlands and Mountains, with favorable conditions for developing service economy and cooperation, linkage and trade with domestic and international regions.
As the ancestral land - the origin of the Vietnamese people, Phu Tho has a history and culture closely linked to the entire history of building and defending the country. In the province, there are many historical and cultural relics and scenic spots.

Currently, the province has 1,372 relics, with 308 relics ranked and 2 representative intangible cultural heritages of humanity recognized by UNESCO: Xoan singing in Phu Tho and Hung King worshipping beliefs in Phu Tho.
Since the province was re-established on January 1, 1997, Phu Tho has had a fairly good economic growth rate, averaging about 8% per year in the period 1997-2023; economic scale by 2023 will reach over 100 trillion VND, GRDP per capita in 2003 will reach 65.4 million VND, 21 times higher than in 1997.
In the period of 2021-2023, Phu Tho's average growth rate is estimated at 7.29%/year; in which, the industrial sector develops rapidly, averaging over 11%/year; the economic scale is increasingly expanding.
The Chairman of the Provincial People's Committee emphasized that in 2023, the province's GRDP is estimated to reach over 100 trillion VND; import-export turnover increases rapidly, remaining in the group of localities with high export value, reaching over 12.1 billion USD in 2022 (2.6 times higher than in 2020).
In the coming time, Phu Tho is determined to exploit and effectively use resources and promote its rich and diverse cultural identity; striving to become the leading province in the Northern Midlands and Mountains by 2030; with a synchronous socio-economic infrastructure system.
Accordingly, Phu Tho forms a dynamic regional linkage chain of the region in the Bac Giang - Thai Nguyen - Phu Tho belt and gradually forms development centers for tourism, healthcare, education and training, trade and logistics of the Northwest sub-region.
Phu Tho will also improve the quality of human resources; create a sustainable living environment, good quality of life for people associated with sustainable use of resources and ecosystems.
In particular, the Chairman of the Provincial People's Committee emphasized that Phu Tho determined the work of preserving and promoting the cultural values of the Ancestral Land with two representative intangible cultural heritages of humanity and developing Viet Tri city into a festival city returning to the roots of the Vietnamese people.
With the above development orientations, in his speech at the Conference, Comrade Bui Minh Chau, Secretary of the Provincial Party Committee, expressed his hope that the Ministry of Foreign Affairs would continue to pay attention to and support Phu in mobilizing resources for investment and development for the province.

The province hopes that the Ministry will invite partners and large enterprises to learn about and invest in Phu Tho in the fields of agriculture, industry, trade, services, and tourism; consider organizing some economic diplomacy activities in the province to promote connections, propaganda, promotion, and investment promotion in the province.
With its favorable geographical location, Phu Tho has favorable conditions for economic development, cooperation, association and trade with domestic and international regions. The province hopes that the Ministry and diplomatic representative agencies will pay attention to introducing and connecting prestigious and capable foreign investors to attract investment and build Phu Tho into a regional logistics center.
Continuing to promote the value of two world intangible cultural heritages recognized by UNESCO "Hung King Worship" and "Phu Tho Xoan Singing"; at the same time effectively exploiting and developing tourism in the province... Phu Tho requested the Ministry to pay attention to and coordinate in organizing international cultural exchange events in the province, helping the province promote exchanges and cooperation in developing culture, sports and tourism.
The province also hopes that the Ministry will support information on the situation of Phu Tho people abroad to connect, exchange information, mobilize solidarity towards the homeland, invest in production and business; pay attention to introducing reputable foreign organizations, individuals and foreign non-governmental organizations to register to operate in the province...

At the meeting, representatives of leaders of some units of the Ministry of Foreign Affairs spoke about measures to coordinate with provinces, units in the province, and business associations to promote international cooperation, seek partners, etc., thereby supporting local socio-economic development.
Speaking at the conference, Foreign Minister Bui Thanh Son congratulated Phu Tho on its socio-economic achievements, including its stable economic development; effective foreign affairs, contributing significantly to socio-economic development and strengthening the province's defense and security posture.

Sharing about the country's foreign affairs in recent times, Foreign Minister Bui Thanh Son emphasized that the world has been experiencing major changes, including unprecedented changes: fierce strategic competition, the Russia-Ukraine conflict; the complicated global economic environment, especially after the Covid-2019 pandemic, causing disruptions in supply chains, production chains, etc.
Non-traditional security challenges are also evolving in a complex manner, including climate change: earthquakes in Türkiye, floods in many places, and cyber security insecurity...
In that context, under the leadership and direction of the Central Committee, directly and regularly by the Politburo, the Secretariat and leaders of the Party, State, National Assembly and Government, closely following the Resolution and foreign policy of the 13th National Congress, foreign affairs work has achieved important and comprehensive results in the channels of Party foreign affairs, State diplomacy and people-to-people diplomacy.
The Minister affirmed that the overall results were to more firmly consolidate the peaceful and stable environment; protect independence, sovereignty and territorial integrity; mobilize many external resources to serve the prevention and control of the Covid-19 pandemic, restore and develop the socio-economy; continue to enhance the country's international position and prestige.
Economic diplomacy has made a direct and important contribution to the recovery and socio-economic development of the country and localities. Economic diplomacy has seized the opportunity of countries reopening, investment shifting trends, digital transformation, green transformation, signed free trade agreements to expand markets, attract foreign investment, tourism, resume labor export, etc.

Border and territorial work continues to contribute to protecting the Fatherland from early on, from afar, independence, sovereignty and territorial integrity, facilitating exchanges and socio-economic development.
Other aspects of work such as: foreign information, cultural diplomacy, overseas Vietnamese, citizen protection... continue to be implemented effectively and synchronously, ensuring the legitimate interests of Vietnamese citizens abroad, strongly promoting the image of the country, culture and people of Vietnam to the world.
Vietnam continues to build comprehensive strategic partnerships with a number of partners, including South Korea, the United States, etc.
On this occasion, the Minister also informed about the history of Vietnam-US relations and the impact after the recent visit of the US President to Vietnam.
The Minister emphasized that the foreign policy in the spirit of the 13th Party Congress clearly defines the position and pioneering role of foreign affairs in creating and maintaining a peaceful and stable environment, mobilizing external resources to develop the country, and enhancing the country's position and prestige.
In particular, the diplomatic sector is a pioneer in mobilizing external resources for national development, including pioneering in paving the way, accompanying and serving the interests of people, localities and businesses in international integration.
Therefore, the Minister emphasized that local foreign affairs need to take economic diplomacy for development as the central task. This spirit is applied generally and consistently from the central to local levels... Localities need unified direction from the province to departments, branches and sectors in organizing implementation.
Agreeing with the province's development orientations, Minister Bui Thanh Son said that through this working session, the Ministry of Foreign Affairs will better understand the province's potential, strengths, and development needs, and will attract resources for the province's socio-economic development.
In particular, the Minister said that the Ministry will provide information, monthly bulletins on the world economic situation, information on specific locations, etc. The Minister requested the province to submit specific articles for the Ministry to provide information. On the other hand, through Vietnamese representative agencies abroad, the Ministry will also assess and verify specific partners at the request of the province.

The Minister also suggested that the two sides coordinate to promote investment and tourism through high-level delegation trips abroad; support the promotion of foreign investment in Vietnam through forums introducing the locality to representative agencies, international organizations, and foreign business associations in Vietnam; connect and invite foreign businesses, and invite Ambassadors and heads of representative agencies to visit the province...
Regarding specific fields and partners, the Minister suggested zoning in Southeast Asia, possibly expanding to Australia, Europe, the United States, China, Taiwan (China) to support the province in developing the semiconductor sector, training workers, and mobilizing funds for green transformation. The Ministry will also coordinate to improve the capacity of the province's foreign affairs team.
Regarding cultural diplomacy and overseas Vietnamese, the Minister thanked the province for supporting the Ministry in these activities, and at the same time requested units within the Ministry to coordinate in supporting the province in attracting overseas Vietnamese resources to develop the province as well as the proposals the province has raised.
Regarding information and propaganda work, the Minister requested the provincial departments and branches to promote cooperation with the Department of Press and Information to bring foreign press to promote information for the province; strengthen cooperation with The Gioi and Viet Nam Newspapers in information and propaganda work, promoting the potential strengths of the province to partners.
On the basis of this first working session, Foreign Minister Bui Thanh Son and Provincial Party Secretary Bui Minh Chau agreed that in the coming time, the two sides will develop a specific and practical cooperation plan, meeting the wishes of both sides, opening a new period of cooperation between the Ministry of Foreign Affairs and Phu Tho.
