Eliminate early admission in university admissions from 2025

Circular No. 06/2025/TT-BGDDT amending and supplementing a number of articles of the Regulations on university and college admissions for preschool education, recently issued by the Ministry of Education and Training, provides adjustments to the university admissions regulations in 2025, one of which is that early admissions will no longer be considered in the 2025 university admissions period.

Early admission refers to admission rounds before the general admission round of the Ministry of Education and Training. According to the Ministry of Education and Training, it is necessary to distinguish between the two concepts of early admission and admission methods.

Early admission is used to differentiate in terms of time from the admission round according to the general plan of the Ministry. Early admission rounds usually take place before the High School Graduation Exam, so the admission method using High School Graduation Exam scores is usually not used; Other admission methods are used in any admission round.

According to the Ministry of Education and Training, there is no such method as "early admission method" because schools can use admission methods in all admission rounds.

Therefore, if early admission is eliminated, it will not affect the admission methods that schools use such as considering academic records, considering competency assessment test scores, thinking assessment... nor will it limit candidates' admission opportunities.

According to the assessment of the Ministry of Education and Training from the reality in recent years, the application of early admission has made the admission period longer. Candidates have to go to many training institutions to request confirmation of high school study results, leading to a waste of social resources. In particular, many training institutions call for early admission in large numbers but the number of candidates enrolling is very small, showing that early admission is not effective. Data provided by the Ministry of Education and Training shows that for every 8 successful admission wishes (in early admission), there is only 1 admission wish; or if there are 2 candidates admitted early, 1 student will enroll later.

In addition, when training institutions conduct early admissions using the learning results from 1 to 5 semesters of high school instead of using the results of the entire 12th grade year (semester 2), it affects the learning process and high school graduation exam of students, thereby affecting their learning capacity at university level.

To ensure that students are fully equipped with the necessary basic knowledge to study university programs, from the 2025 university and college entrance exam, the University and College Admissions Regulations stipulate that early admission will no longer be considered.

The new regulations also stipulate that when using high school academic results for admission, the candidates' academic results for the entire 12th grade year must be used. In addition, to ensure that the contribution of the 12th grade academic results is not too low when calculating the admission score, the regulations stipulate that the weight of the 12th grade academic results for admission score must not be less than 25%.

The Ministry of Education and Training affirmed that the early admission is to ensure fairness among candidates, not to reduce the chance of admission. Candidates can still register an unlimited number of wishes. During the admission process, the general admission system of the Ministry of Education and Training will help students have the highest chance of admission according to the priority order they registered.
