At the end of 2022, negative aspects in the vehicle inspection system were discovered, and authorities initiated a series of prosecutions involving more than 600 people.
Lack of human resources and temporary closure of centers for investigation purposes caused overload for months. People and businesses had to wait in long lines for weeks or even months to register their cars.
In order to limit possible inconveniences to the people, recently, voters of Lam Dong province have made a petition about the vehicle inspection cycle, sent before the 5th session of the 15th National Assembly.
Accordingly, voters recommend that the Ministry of Transport study and consider extending the inspection cycle but limit it to the number of kilometers, whichever comes first (time or number of kilometers - PV) must be inspected first.
“The registration certificate will clearly state the time and number of kilometers for the next registration. However, the specific numbers for each type of vehicle need to be researched and calculated by experts to match the criteria,” said a voter from Lam Dong province.
Responding to voters' petitions, the Ministry of Transport said that the automobile inspection cycle is established based on research and scientific information on the lifespan and safety of components and assemblies on automobiles.
Regulatory bodies and vehicle inspection organizations around the world have developed regulations and guidelines on vehicle inspection cycles based on the following factors:
Year of manufacture of the vehicle : Studies have shown that components and systems on a car, such as the engine, suspension, braking system and steering system, tend to deteriorate and wear out over time.
In particular, details such as tires, rubber parts, metal components, etc. are details that can age over time, even when the vehicle is not in use. Therefore, vehicle inspection cycles are established based on the year of manufacture of the vehicle.
Frequency of vehicle use : Frequency of vehicle use is another important factor used to determine the vehicle inspection cycle. Studies have shown that many parts of a vehicle will be affected more and wear out faster when the vehicle is used with high frequency (for example: taxis, passenger cars, trucks, etc.).
Operating environment : The operating environment of the vehicle also affects the inspection cycle. For example, cars operating in dusty, rocky, or humid environments with high salt content will tend to deteriorate faster than cars operating in dry and clean environments.
Based on these factors, different regulations and guidelines on vehicle inspection cycles will be applied in different countries and regions around the world. However, the common point of these regulations is to ensure the safety and health protection of drivers and road users.
“Thus, it can be seen that the vehicle mileage index (km on the clock) is just one of many factors that affect the decision on the inspection cycle. Therefore, it is impossible to decide on the inspection based on this index alone,” the Ministry of Transport affirmed.
Moreover, the representative of the Vietnam Register also emphasized that, through referring to foreign regulations, all countries in the world regulate inspection according to time cycles. According to statistics from the International Automobile Inspection Organization (CITA), many countries in the world regulate the inspection period of cars according to the time of use with different cycles depending on the purpose of use (personal cars, business cars).
"Thus, the regulation on the inspection cycle of motor vehicles participating in traffic according to the time of use as in Vietnam today is built on the basis of science, management practices and is completely consistent with international practices," the Ministry of Transport commented.
Agreeing with the viewpoint of the Ministry of Transport, speaking with VietNamNet reporter, Mr. Khuong Kim Tao, former Deputy Chief of Office of the National Safety Committee, said that calculating vehicle wear and tear based on the number of kilometers the vehicle has operated can be more accurate than calculating based on the time of use.
However, applying it to determine the car inspection cycle is not feasible and not practical. Because according to Mr. Tao, there is currently no way to accurately determine the number of kilometers a car has run. The km meter attached to the car is not honest enough, because the device can be easily interfered with such as removing the old meter and installing a new one, being damaged or stalled, or even having the number of kilometers "rewinded".
Previously, in May, Deputy Prime Minister Tran Hong Ha also noted that the Ministry of Transport should study regulations on inspection cycles based on the number of kilometers used.
