Ministry of Transport: sufficient legal basis, need to establish a research project to build Can Gio international transit port

The Ministry of Transport assessed this in the report on the appraisal results of the research project to build the Can Gio international transit port in Ho Chi Minh City, recently sent to the Prime Minister.

Promoting international transit activities in Can Gio

According to the Ministry of Transport, the research project to build Can Gio international transit port has been organized and detailed by the Ho Chi Minh City People's Committee. The content of the project and the proposals of the Ho Chi Minh City People's Committee cover many fields, some of which are not under the functions, tasks and management authority of the Ministry of Transport.

Therefore, the project was sent by the Ho Chi Minh City People's Committee to request opinions from relevant ministries and localities, and experts, scientists and the Appraisal Council held meetings and gave opinions. The Ho Chi Minh City People's Committee has received and basically explained all the opinions of ministries, localities, experts and members of the Appraisal Council.

At the meeting on June 17, 100% of the members of the Appraisal Council agreed on the need to establish the project and voted to approve the project.

At the second appraisal meeting on August 16, the Appraisal Council unanimously approved the minutes of the second meeting of the Appraisal Council "Project for researching and constructing Can Gio international transit port, Ho Chi Minh City".

Commenting on the need to establish the Can Gio transit port project, the Ministry of Transport stated that the project has sufficient legal basis for establishment, and is established in accordance with the policies of the Party, National Assembly, and Government. The Ministry agrees with the need to establish the project as stated by the Ho Chi Minh City People's Committee.

The Ministry of Transport also expressed basic agreement with the project's objectives to promote international transit activities in Can Gio and provide preliminary orientation on capacity, scale, exploitation technology, land use area, connecting infrastructure, investment form and port management and exploitation model.

However, the project should study and set specific goals for 2030 to invest and put into operation with the number and scale of main wharves and barge wharves in accordance with the investment roadmap proposed in the investment phase section of the port area.

75% is international transit goods

The project calculates the volume of goods passing through Can Gio port area with a transit ratio of 75% being international transit goods from other countries and 25% being Vietnam's import and export goods; forecasting that by 2030 there will be 4.8 million TEUs including 3.6 million TEUs of international transit goods (75%) and 1.2 million TEUs of Vietnam's import and export goods (25%).

The Ministry of Transport said that through review, the results of the project research and the results of the detailed planning of seaport group No. 4 (including Ho Chi Minh City seaport) are suitable in terms of cargo volume, the ratio of transit cargo through Can Gio port area and the scale of investment in port exploitation in the period up to 2030 and the period after 2030 to 2050.

The Ministry of Transport assessed that the research project carefully assessed the impact of investing in and exploiting the Can Gio international transit port on neighboring port areas and seaports.

According to the project, the volume of goods passing through Can Gio port area is aimed at a transit port with a transit ratio of 75% being international transit goods brought from other countries and 25% being Vietnam's import and export goods transported by MSC, mostly from joint venture ports of Vietnam National Shipping Lines and Saigon Port Joint Stock Company.

Therefore, the Ministry recommends that during the investment and exploitation implementation process, investors must commit and competent authorities must closely monitor to ensure the correct ratio of transit cargo exploited at Can Gio port area as in the project, avoiding affecting the exploitation activities of other ports in the area.
