Ho Chi Minh City proposes to include a series of large power projects in the adjusted Power Plan VIII.

Ho Chi Minh City People's Committee proposed that the Ministry of Industry and Trade submit to the Government to supplement and update large-scale power projects in the City into the adjusted Power Plan VIII.

Ho Chi Minh City People's Committee has just issued Document No. 1326/UBND-KT to the Government and the Ministry of Industry and Trade to consider and add wind power, waste-to-energy, and gas-fired power projects to the adjusted Power Plan VIII.

Statistics show that Ho Chi Minh City is currently investing in waste-to-energy plants with a capacity of 240 MW. According to the City’s calculations, the scale of electricity from waste incineration will increase by about 100 MW by 2030.

However, according to the Power Plan VIII and the draft revised Power Plan VIII submitted by the Ministry of Industry and Trade to the Government, the scale of electricity capacity from waste incineration allocated to Ho Chi Minh City by 2030 is only 124 MW.

To attract investors to implement waste-to-energy projects, avoiding the situation where investors prepare to build factories but have to wait for them to be added to the Power Plan as in the case of Vietstar Company and Tam Sinh Nghia Company before, Ho Chi Minh City proposed that the Government and the Ministry of Industry and Trade consider and adjust the capacity of the City's waste-to-energy power source by 2030 to 340 MW or at least 249 MW.

The Tam Sinh Nghia Waste-to-Energy Plant project in Cu Chi district, Ho Chi Minh City will start construction in July 2024.

Regarding wind power, the Ho Chi Minh City People's Committee proposed that the Government and the Ministry of Industry and Trade consider including two wind power projects (one with a capacity of 2,000 MW and one with a capacity of 4,000 MW) offshore Can Gio in the Plan for implementing the adjusted Power Plan VIII so that the City has a basis for implementing the next steps.

According to the Ho Chi Minh City People's Committee, investing in two Can Gio wind power projects is very necessary because the Can Gio area is planned to be the Can Gio Sea Reclamation Urban Area Project with a scale of 2,870 hectares and a Free Trade Zone with a scale of about 1,000 hectares to 2,000 hectares associated with the Can Gio International Transit Port, which is developed in the direction of a green port, so it needs a very large source of clean energy.

Along with wind power and waste-to-energy, the City People's Committee also proposed that the Ministry of Industry and Trade submit to the Government to add to the Power Plan VIII the adjusted Hiep Phuoc LNG Power Plant Project Phase 2, with a capacity of 1,500 MW and can be increased to 3,000 MW operating in the 2029 - 2030 period.

In addition, Ho Chi Minh City recommends that the Government and the Ministry of Industry and Trade soon issue documents guiding the implementation and consider adding the rooftop solar power project of SEHC Factory (capacity of 22 MW) under the direct power purchase mechanism via a separate connection line (DPPA) to the adjusted Power Plan VIII.
