The Ho Chi Minh City Department of Transport proposed that the Department of Finance add content to survey businesses' interest in the investment project of rest stops of the Ho Chi Minh City - Moc Bai Expressway Project.

The Ho Chi Minh City Traffic Construction Investment Project Management Board (abbreviated as the Traffic Board) has just sent a document to the Department of Finance requesting a survey of businesses' interest in the investment project of the rest stop of the Ho Chi Minh City - Moc Bai Expressway Project.

The Transport Department said that through reviewing and updating new legal regulations that will take effect from 2025, in which Article 51 of Decree No. 165/2024/ND-CP dated December 26, 2024, effective from January 1, 2025, has content related to the selection of investors for rest stops for expressway projects invested under the public-private partnership (PPP) method.

The rest stop category has not previously been specifically regulated for highway construction investment projects implemented from 2024 onwards because highways and rest stops are two independent projects, invested in, constructed and operated by two different investors (except for highway projects invested in and constructed by the Vietnam Expressway Corporation).

Due to the unsynchronized implementation process, when the expressway project was put into operation, there were still no rest stops, causing many difficulties for people traveling on the expressway.

For the Ho Chi Minh City - Moc Bai Expressway Project (Phase 1), previously, the survey of investors' interest did not survey the investment in the rest stop item.

Therefore, the Traffic Committee recommends that the Department of Finance consider and advise the City People's Committee to approve the addition of the survey of investors' opinions related to the construction of the Project's rest stop according to legal regulations.

Previously, the Transport Department conducted a survey on investors’ interest in the Ho Chi Minh City - Moc Bai Expressway Investment Project (Phase 1). At the end of the survey, there were 4 interested investors, including 2 domestic investors and 2 foreign investors.

Currently, Ho Chi Minh City is coordinating with Tay Ninh province to set up markers for site clearance and approve the resettlement compensation project before June 30, 2025. On September 2, 2025, construction of Component Project 2 (construction of residential access roads and overpasses across the highway) will begin.

The main package of Component Project 1 (expressway construction) will start construction in January 2026. It will be completed and put into operation by the end of 2027.

Ho Chi Minh City - Moc Bai Expressway Project, length 51 km; starting point connects with Ring Road 3 - Ho Chi Minh City in Cu Chi District, Ho Chi Minh City; ending point intersects with National Highway 22 (Km53+850) in Ben Cau District, Tay Ninh Province.

Phase 1 invests in 4 lanes, design speed 120 km/h. Preliminary total investment of the Project is 19,617 billion VND, invested in the form of PPP (BOT Contract).

Of which, the capital that the investor is responsible for arranging is 9,943 billion VND. The State capital participating in the Project is 9,674 billion VND (Central budget 2,872 billion VND; Ho Chi Minh City budget 6,802 billion VND).
