Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and digital transformation (Resolution 57) is not only a guideline for development in the new era, but also a strong call to the entire Party, people and army; to promote and combine the combined strength of the entire nation with the strength of the times to make Vietnam a developed, high-income country with global competitiveness.

Immediately after the Politburo issued Resolution 57-NQ/TW, Binh Thuan Provincial Party Committee issued an action program to turn policies into specific actions, thereby bringing about practical results.

The work of developing science, technology, innovation and digital transformation in Binh Thuan province in recent times has been carried out in accordance with the Party's guidelines and policies, the State's laws and resolutions and action programs of the Provincial Party Committee and the Standing Committee of the Binh Thuan Provincial Party Committee. During the implementation process, it has basically met the requirements of the task of developing science, technology, innovation and digital transformation of the locality, contributing to the achievements of socio-economic development, ensuring national defense and security, Party building and mass mobilization work of the province.

To effectively implement Resolution 57, especially during the period when our country is preparing the necessary conditions to "Enter a new era - the era of national growth", the Standing Committee of Binh Thuan Provincial Party Committee has issued an action program.

Accordingly, the viewpoint in the action program clearly states that the development of science, technology, innovation and digital transformation is the top priority task, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate management methods, develop the socio-economy, prevent the risk of falling behind, and bring Binh Thuan province to develop rapidly, comprehensively and sustainably. People and businesses are the center, the main subject, resource and driving force; scientists are the key factor; the State plays a leading, promoting and creating the most favorable conditions for the development of science, technology, innovation and digital transformation. In addition, it is important to focus on training, fostering and attracting highly qualified human resources for the development of science, technology, innovation and digital transformation; effectively implementing mechanisms and policies on talent. Developing infrastructure, especially digital infrastructure and digital technology, on the principles of “modernity, synchronization, security, safety, efficiency, and avoiding waste”; enriching and maximizing the potential of data, turning data into the main means of production, promoting the rapid development of big databases, data industry, and data economy.

Binh Thuan aims to be among the top 20 provinces and centrally run cities in the country in digital transformation by 2030. The contribution of total factor productivity (TFP) to the province's economic growth is over 50%. The scale of the digital economy reaches at least 30% of GRDP. The rate of online public service use by people and businesses reaches over 80%; non-cash transactions reach 80%. Bringing management and operation activities of agencies in the political system to the digital environment. Completing the integration, connection, and synchronous sharing of the province's database with the national database and industry databases; effectively exploiting and using digital resources and digital data. Developing a provincial cybersecurity monitoring and smart operation center to protect personal and organizational data.
