Turn Resolution 57 into reality, with specific products

Prime Minister Pham Minh Chinh emphasized that in recent times, the Government has been actively implementing science and technology development, innovation, digital transformation, Project 06 and administrative reform.

On the morning of March 18, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 (Steering Committee) chaired the first meeting of the Steering Committee.

The meeting was held directly at the Government Headquarters, online with connecting points of ministries, ministerial-level agencies, government agencies and 63 provinces and centrally run cities.

Attending the meeting were Deputy Prime Ministers, Deputy Heads of the Steering Committee Ho Duc Phoc and Bui Thanh Son; Ministers, Prime Ministers of ministerial-level agencies and government agencies; leaders of ministries, agencies and leaders of provinces and centrally run cities.

At the meeting, delegates heard the announcement of Decision No. 598/QD-TTg dated March 13, 2025 of the Prime Minister on the establishment of the Steering Committee headed by Prime Minister Pham Minh Chinh, on the basis of merging the Government's Steering Committee for Administrative Reform, the National Committee on Digital Transformation and the Prime Minister's Working Group on Project 06.

The Steering Committee has the function of researching, proposing to the Government and the Prime Minister and assisting the Government and the Prime Minister in directing and coordinating the implementation of policies, strategies, mechanisms, and national-scale solutions for the development of science, technology, innovation, digital transformation, implementation of Project 06 and administrative reform. The Steering Committee has 3 supporting subcommittees: Subcommittee on Project 06 Implementation; Subcommittee on Science, Technology, Innovation and Digital Transformation; Subcommittee on Administrative Reform headed by the Minister of Home Affairs.

Opening the meeting, Prime Minister Pham Minh Chinh, Head of the Steering Committee, said that on December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthrough development of Science, Technology, Innovation and Digital Transformation - this is a document of strategic and important significance, realizing the goal of making Science, Technology, Innovation and Digital Transformation an important driving force to promote socio-economic development, prevent the risk of falling behind; marking the transformation of the country to develop breakthroughs, become rich, strong, civilized and prosperous in the new era.

This Resolution is not only a guideline for development in the new era, but also a strong call to the entire Party, people and army to promote and combine the combined strength of the entire nation with the strength of the times to make Vietnam a developed, high-income country with global competitiveness.

Immediately after the Politburo issued Resolution 57-NQ/TW, the Government promptly directed the issuance of an Action Program to implement Resolution 57-NQ/TW, thereby quickly turning guidelines and policies into specific actions, bringing about practical results.

Prime Minister Pham Minh Chinh emphasized that in recent times, the Government has been actively implementing science and technology development, innovation, digital transformation, Project 06 and administrative reform.

The establishment of the Steering Committee on the basis of merging the Government's Administrative Reform Steering Committee, the National Committee on Digital Transformation and the Prime Minister's Project 06 Implementation Working Group aims to upgrade the Steering Committee, meet requirements and effectively implement Resolution No. 57-NQ/TW.

Therefore, ministries, branches and localities urgently complete the Steering Committee to bring Resolution No. 57-NQ/TW into life, turn the Resolution into reality, into specific products, bringing happiness and prosperity to the people.

According to the Prime Minister, in recent times, the Government and the Prime Minister have resolutely directed and synchronously deployed solutions to increasingly effectively and practically implement national digital transformation and administrative reform; promoting administrative reform associated with digital transformation has been deployed in most fields.

At the same time, Project 06 was vigorously implemented from the central to grassroots levels, receiving consensus, support and high appreciation from people and businesses; contributing to changing management methods and improving the quality and efficiency of population management; promoting administrative reform associated with the deployment of online public services.

However, to complete the goals of digital transformation, administrative reform and Project 06, we still have a lot of work to do; there are still some tasks that have been set out but are behind schedule.

The Prime Minister requested that at the meeting, delegates discuss and focus on the following contents: removing institutional obstacles related to science and technology development, innovation, digital transformation; reviewing the current situation, focusing on investment in infrastructure for science and technology development, innovation, digital transformation and Project 06; training and improving the quality of human resources; mobilizing resources for science and technology development, innovation, digital transformation; reviewing administrative procedure reform, decentralization along with resource allocation and strengthening inspection and supervision; proposing new issues to meet the requirements of the situation; organizing implementation with "clear people, clear work, clear responsibilities, clear time, clear products" and in the spirit of 3 yes, 2 no: beneficial to the country, beneficial to the people, beneficial to businesses; no personal motives, negativity, corruption and no loss or waste of resources of the country and people.
