NDO - On the afternoon of March 18, at the Government Office, Prime Minister Pham Minh Chinh received a delegation of businesses from the US-ASEAN Business Council (USABC) led by Mr. Ted Osius, President and CEO of USABC. Also in attendance was US Ambassador to Vietnam Marc Knapper.


Speaking at the reception, Prime Minister Pham Minh Chinh expressed his pleasure to welcome the USABC Council delegation on the occasion of the two countries celebrating the 30th anniversary of the normalization of diplomatic relations (1995-2025). This is an opportunity to share, listen, contribute ideas, and discuss measures to promote economic, trade, and investment relations to new heights; and highly appreciate US corporations and businesses with a longer-term, more connected vision.

The Prime Minister stated that after 30 years, the two sides have achieved important achievements, political trust, investment cooperation, economy and trade are increasingly bustling. Vietnam still has a lot of room for development; this year, Vietnam is determined to grow at least 8% or more, from the years after the double-digit growth effort to meet the two 100-year development goals.

The Prime Minister hopes that through investment cooperation, US corporations will transfer technology and contribute policy advice to the Vietnamese Government to perfect institutions; train high-quality human resources; ensure smart governance; and clearly state that good political relations between the two sides are the foundation for promoting trust.

Vietnam is always proactive in exchanging, consulting on policies, and actively researching to balance bilateral trade harmoniously and sustainably.

Accordingly, Vietnam is increasing the import of aircraft, LNG, and agricultural products from the United States, and handling the requests and problems of US corporations and businesses investing here.

Vietnam has sent the Ministry of Industry and Trade to the United States to learn about the situation; review trade balances; review tariff schedules; and is ready to discuss necessary cooperation measures.

The Prime Minister hopes that the United States will support a strong, independent, and prosperous Vietnam; Vietnam proposes that together with the United States and American businesses, they "think deeply, act big, and look far and wide" for the development of the business community as well as the relationship between the two countries.

USABC President and CEO Ted Osius expressed his impression of Vietnam's socio-economic development achievements in recent times; he firmly believes that Vietnam will develop strongly in the new era. He also highly appreciated the efforts of the current Government and Prime Minister in improving the investment and business environment, facilitating economic, trade and investment activities between the two countries.

USABC highly appreciated the recent working trip to the United States by Minister of Industry and Trade Nguyen Hong Dien, saying that this demonstrated the Vietnamese Government's goodwill and emphasis on promoting substantive cooperation in many fields between the two countries. USABC strongly supports the expansion of investment relations between the two countries, especially in the gas sector.

Mr. Ted Osius expressed his pleasure to visit Vietnam on the occasion of the 30th anniversary of the normalization of diplomatic relations between Vietnam and the United States. He pointed out that the past 30 years have witnessed important progress in diplomatic, economic, cultural, educational, health, and defense relations.

This delegation is the largest delegation of US businesses in the 41 years of USABC's establishment and development to visit Vietnam as well as ASEAN countries with the determination to contribute to strongly promoting the relationship between the two countries. They are all leading corporations and businesses in the fields of healthcare, aviation, pharmaceuticals, high technology, agriculture, etc.

He expressed his hope and belief that through investment and business cooperation, it will contribute to Vietnam's efforts in achieving double-digit growth in the coming years as well as achieving important development goals, including the goals set by Resolution 57-NQ/TW of the Politburo of the Communist Party of Vietnam.

Emphasizing the very special thing in the composition of the USABC delegation this time is that there are two former US Ambassadors to Vietnam (Ted Osius and Dan Kritenbrink), not to mention a former US Ambassador to Malaysia, along with Ambassador Marc Knapper, Mr. Ted Osius expressed that the US business community wishes to seek cooperation opportunities, support Vietnamese initiatives in the fields of energy security, green transformation, promoting the digital economy, improving capacity in the semiconductor industry, high technology, green supply chain; making efforts to strengthen Vietnam's role as an international and regional production and financial center...

Prime Minister Pham Minh Chinh stated that through discussions with the USABC business delegation, the two sides have a lot of room for cooperation. However, the United States has not really invested much in Vietnam compared to some partners in Asia as well as compared to its potential. He also hopes that after this visit, many leading US corporations will invest in Vietnam.

The Prime Minister pointed out that large Vietnamese enterprises are also investing in the United States; in which Petrovietnam can participate in investing in the United States; stating that the investment trends and development strategies of US enterprises are suitable for Vietnam in the fields of new growth drivers, creating momentum, creating force and complementing each other.

The Prime Minister hopes that businesses will promote economic, trade and investment relations in the coming years. In the spirit of harmonious benefits and shared risks, the Government pledges to always listen, always understand, share benefits, work together, win together, enjoy joy, happiness and pride together. Vietnam hopes that US businesses will expand their investment in Vietnam, invest capital through direct and indirect investments; upgrade the stock market; do well in work related to the investment and business environment, cut at least 30% of administrative procedures, reduce product input costs, and improve competitiveness. Strengthen cooperation with the business communities of the two countries, create conditions for Vietnam to participate deeply in the global supply chain and production chain, making Vietnam a production and business base of the United States.

The Prime Minister affirmed that the Vietnamese Government always respects and requests businesses of the two countries to promote the spirit of cooperation. The Prime Minister himself and Vietnamese ministries and sectors are always ready to listen to the opinions and contributions of the US business community; requesting the US to treat Vietnam fairly and equally, and not to use trade defense measures.

The Prime Minister affirmed that Vietnam considers the United States a leading important partner, especially in terms of economy and trade. He highly appreciated the United States' consistent support for a strong, independent and prosperous Vietnam. Vietnam is ready to develop a comprehensive strategic partnership with the United States on the basis of respect for each other's independence, sovereignty, territorial integrity and political institutions. Vietnam prioritizes further expanding cooperation with the United States on bilateral, regional and global levels with a higher level of mutual understanding and trust.

To contribute to realizing the above goals, and at the same time improve the quality and effectiveness of investment cooperation with the United States, the Prime Minister hopes that US businesses will continue to strengthen cooperation between the business communities of the two countries, create conditions for Vietnamese businesses to participate more deeply in the global supply chain of US businesses; and make Vietnam a production and business base of the United States in the Southeast Asian region.

Continue to promote proactiveness and creativity, strengthen policy consultation and advice for the Vietnamese Government to improve institutions and policies. The Vietnamese Government always respects and listens to valuable contributions from foreign investors, including US businesses.

The Prime Minister suggested that: businesses of the two countries promote dialogue mechanisms between the Government and the business community, periodically connect businesses...; The US business community has a voice with the administration of President Donald Trump in support of strengthening sustainable economic-trade-investment cooperation between the two countries; not using trade defense measures against Vietnamese exports or taking actions that affect the very good relationship between the two countries; promptly recognizing Vietnam's market economy status and removing Vietnam from the US Department of Commerce's list of high-tech export restrictions (D1, D3); The two sides actively research and consider promoting the establishment of a new bilateral trade framework (FTA) that is more suitable to the needs and practical situation.

On energy cooperation: welcome cooperation proposals from US corporations to promote renewable energy development in the coming time, in line with Vietnam's energy development orientation.

Regarding transport infrastructure, the Vietnamese Government is making efforts to develop a synchronous infrastructure system, including transport infrastructure (all five modes of transport: railway, air, waterway, sea and road), considering this one of the three strategic breakthroughs for socio-economic development. Basically complete Long Thanh international airport, expand Gia Binh airport, Chu Lai airport; expand Lach Huyen port airport, start construction of Lien Chieu port, complete investment procedures for Can Gio port, put into operation Tan Son Nhat T3 terminal, Noi Bai T2... Continue to review and adjust Power Plan VIII in accordance with reality and development requirements. Develop mechanisms and policies for renewable energy development, restart nuclear energy, focus on completing and putting into use large power projects. Build and develop synchronous and modern digital infrastructure (commercialize 5G network, research 6G technology).

Regarding healthcare, we request that US businesses support Vietnam in improving capacity and transferring technology to produce medical equipment, pharmaceuticals, and vaccines; and support Vietnam in developing appropriate regulations to better meet regional and international standards, requirements, and integration roadmaps in the healthcare sector.

Regarding agriculture, it is recommended that US businesses prioritize investment in this field, especially high-tech agricultural programs and projects; including the Project on sustainable development of 1 million hectares of high-quality, low-emission specialized rice in the Mekong Delta; at the same time, support Vietnamese businesses and people in connecting production facilities with consumer markets, deeply participating in supply and retail chains in the United States and around the world.
