On the afternoon of March 18, Comrade Quan Minh Cuong, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation worked with the Department of Foreign Affairs. Also attending were leaders of the Provincial People's Committee, the Provincial Party Committee's Propaganda and Mass Mobilization Commission and related departments, agencies and branches.
In the past time, the Party Committee and leaders of the Department of Foreign Affairs have always closely followed the assigned tasks as well as the directions of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Provincial Party Committee; proactively developed the annual work program, promoted propaganda, political and ideological education, fully and promptly implemented the directives, resolutions, conclusions and regulations of the superiors. Actively and proactively advised the Provincial Party Committee and the Provincial People's Committee to effectively implement the Party's foreign affairs and government diplomacy activities, some typical activities such as: organizing a working delegation to attend the annual Spring Meeting Program between the secretaries of 5 provinces/regions and the Joint Working Committee Conference between the provinces: Cao Bang, Ha Giang, Quang Ninh, Lang Son (Vietnam) and the Guangxi Zhuang Autonomous Region (China)...; considered and selected students admitted to study under the Guangxi Government Scholarship Program (China).
From the beginning of 2024 to present, the Department has carried out procedures for 54 delegations/596 people traveling abroad, 213 people traveling on personal request; 29 delegations entering/857 people; 59 international visitors/577 people. Appraisal and signing of 23 international documents and agreements with localities and foreign partners. The implementation of international agreements signed between Cao Bang province and foreign localities has been basically paid attention to and focused on. Advised the province to maintain the expansion and consolidation of friendly cooperation with the Guangxi Zhuang Autonomous Region (China) in all fields, exchange activities, delegation exchanges at all levels and sectors have been promoted, especially in border districts. Regarding the mobilization and management of foreign non-governmental aid, in 2024, there were 31 projects and non-projects of 19 organizations and individuals implemented in the province; Committed aid value over 2.4 million USD...
State management of territorial borders and the border situation in the province is basically stable, security and order are maintained. The Department advises the Provincial People's Committee to effectively implement Directive No. 1326/CT-TTg of the Prime Minister on the implementation of legal documents on the Vietnam-China land border and the minutes of meetings of the Joint Land Border Committee; functional forces regularly strengthen patrols, control and grasp the situation along the entire border, proactively and synchronously deploy professional measures, grasp the internal and external border situation, promptly detect and effectively handle incidents occurring in the border area to ensure the maintenance of territorial sovereignty. Localities and functional forces of both sides coordinate to manage and protect the border according to 3 legal documents on the border and related agreements.
According to Decision No. 1199/QD-TTg dated October 14, 2023 of the Prime Minister on approving the planning of border gates on the Vietnam - China land border for the period 2021 - 2030, with a vision to 2050, on the border of Cao Bang province by 2050 there will be 7 border gates, including 3 international border gates (Tra Linh - Long Bang, Ta Lung - Thuy Khau, Ly Van - Thac Long); 4 bilateral border gates (Soc Giang - Binh Mang, Ha Lang - Khoa Giap, Po Peo - Nhac Vu, Na Lan - Bo Cuc) and 1 special opening/border gate. In 2023, complete procedures and organize a ceremony to announce the upgrade of Tra Linh - Long Bang international border gate, including the opening (customs clearance) of Na Doong - Na Ray on December 28, 2024 and officially operate the opening/special border gate in the area of landmark 834/1 on September 15, 2023. On October 15, 2024, successfully organize the official operation ceremony of Ban Gioc Waterfall Scenic Area (Vietnam) - Duc Thien (China); complete procedures and organize the announcement ceremony of Ly Van - Thac Long bilateral border gate on February 27, 2025. Currently, the Department of Foreign Affairs is actively coordinating with the Provincial Border Guard Command and related units to advise the Provincial People's Committee to deploy internal and foreign procedures to open and upgrade pairs of border gates and openings in the province according to the set plan.
At the meeting, the Department of Foreign Affairs proposed plans, directions, and short-term and long-term measures to develop Ban Gioc Waterfall Tourist Area. In particular, the province continued to request the Central Government to soon approve the Project on special policies and mechanisms for the development of Ban Gioc Waterfall Tourist Area; have a mechanism to attract investors with sufficient capacity to invest in the Landscape Area; adjust and expand the planning of the Landscape Area accordingly. It is necessary to have measures to improve the effectiveness of foreign affairs work in substance; strengthen the development of foreign economic relations and international cooperation; overcome shortcomings in the implementation of the Regulation on unified management of foreign affairs activities of the province...
Speaking at the meeting, the Provincial Party Secretary acknowledged and highly appreciated the efforts of the Department of Foreign Affairs in advising on the implementation of foreign affairs tasks, border protection, as well as developing international cooperation.
The Provincial Party Secretary requested the Department of Foreign Affairs to continue to preside over and coordinate with relevant agencies and localities to develop a comprehensive and strategic plan for foreign affairs of the province in a systematic and detailed manner and effectively implement agreements and minutes signed with partners. Continue to review and supplement regulations and coordination rules between the Department of Foreign Affairs and relevant departments and branches to better perform foreign affairs tasks. Proactively research and advise on amending the Regulations on unified management of foreign affairs activities in the province to increase flexibility and facilitate foreign affairs activities; do a good job of managing outgoing and incoming delegations, especially the work of protecting Party and State secrets.
Pay special attention to the development of Ban Gioc Waterfall Tourist Area. This is one of the important contents, not only meaningful in terms of economy but also contributing to the good foreign affairs of the province and the two countries. Actively and closely coordinate with the Department of Culture, Sports and Tourism and related units to continue to implement cooperation agreements, at the same time, promote collective strength in building the Project to develop Ban Gioc Waterfall Tourist Area (Vietnam) - Duc Thien (China); advise the provincial leaders to propose to the Central Government to consider specific mechanisms and policies to attract investment in developing the tourist area, especially simplifying entry and exit procedures for tourists.
