Provincial People's Committee regular meeting March 2025

On March 24, 2025, under the chairmanship of comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; The Provincial People's Committee held a regular meeting for March 2025. Attending the meeting were comrades Vice Chairmen of the Provincial People's Council; Vice Chairmen of the Provincial People's Committee; Members of the Provincial People's Committee; representatives of leaders of relevant departments, agencies, unions and units.

Overview of the meeting.

At the beginning of the meeting, Comrade Nguyen Trong Trang, Member of the Provincial Party Committee, Chief of the Provincial People's Committee Office, presented a report on the socio-economic situation, national defense and security, and key tasks in the second quarter of 2025. Accordingly, in the first quarter of 2025, despite many difficulties and challenges; however, under the close leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, all levels, sectors and the efforts of the business community and the people in the province; the socio-economic situation of the province continued to develop, creating momentum to complete the 2025 plan; notably: The Lunar New Year At Ty 2025 took place in a joyful, healthy, safe and affectionate atmosphere. Economic sectors and fields continued to change positively, such as: agricultural production developed stably, no major epidemics occurred in crops and livestock; Industrial production maintained its growth momentum, the industrial production index in the first quarter was estimated to increase by 15.9% over the same period; 13/18 major industrial products increased over the same period. Some service sectors increased sharply, such as: retail sales of goods and some service sectors, export value, and transportation revenue. The number of newly established enterprises increased by 14.9% over the same period, continuing to rank first in the North Central region and sixth in the country.

In addition, Thanh Hoa has also drastically reorganized and streamlined the apparatus of provincial and district-level agencies and units. The quality of cultural and social activities continues to improve; Thanh Hoa ranks 5th in the country in terms of the number of candidates winning prizes at the national high school competition for the 2024-2025 school year; social security is taken care of. Political security and social order and safety are ensured; traffic accidents have decreased in all three criteria compared to the same period in terms of the number of cases, deaths and injuries; the military recruitment target for 2025 has been completed...

To successfully achieve the province's growth target of 11% or more in 2025, contributing to achieving the country's GDP growth target of 8% or more, the report also sets out 9 key tasks for the second quarter of 2025, focusing on a number of issues, such as: urgently and effectively implementing the contents of the arrangement of administrative units at the district and commune levels according to Conclusion No. 126-KL/TW and Conclusion No. 127-KL/TW of the Politburo and the Secretariat; promoting the consolidation of the internal apparatus for units that have been received and merged, ensuring continuous, smooth and effective operations; effectively implementing political and ideological work for civil servants and workers affected in the process of arrangement and streamlining the apparatus. Review, inventory, handle, and arrange unused houses and land and surplus houses and land after the merger, ensuring compliance with legal regulations.

Focus on reviewing targets that are lower than planned, targets that are forecasted to have many difficulties and challenges; proactively develop and effectively implement solutions to complete all goals and targets for 2025. Effectively organize and implement tasks and solutions to promote economic growth according to the conclusions and resolutions of the Central Committee and the economic growth scenario of the province each quarter; in which, strongly develop science and technology, innovation, digital transformation, focus on developing the private economy and consider the private economy as one of the most important driving forces for growth.

Continue to accelerate the implementation and disbursement of public investment capital, striving for the disbursement rate in 2025 to reach over 95% compared to the plan assigned by the Prime Minister; review and temporarily suspend the implementation of new investment projects, repair, renovate and upgrade the working headquarters of administrative units at district and commune levels until directed by the Chairman of the Provincial People's Committee.

Strengthen the effective implementation of solutions to increase budget revenue; evaluate and analyze each locality, region, and tax to have effective and realistic direction and management plans; review and identify potential revenue sources, areas, and taxes with room for effective revenue management solutions, striving to exceed the State budget revenue estimate for 2025. Organize budget expenditure management closely, effectively, economically, and balance sufficient resources to complete the expenditure tasks for 2025.

At the meeting, delegates focused on discussing and giving opinions and solutions on the work of arranging and streamlining the apparatus of provincial and district-level agencies and units in the coming time. Concluding the above content, Chairman of the Provincial People's Committee Do Minh Tuan highly appreciated the efforts of all levels and sectors in completing tasks and targets to achieve many good results in the first quarter. However, he also frankly pointed out the remaining limitations in the past time; especially in the context of the implementation of tasks of some units not being really proactive, promptly advising on solving arising problems. The coordination in implementing tasks between some units is not tight; a number of cadres, civil servants, public employees and workers in the merged units have a mentality of working at a standstill. Some investors lack initiative and flexibility in accelerating the implementation progress and disbursement of public investment capital; some investors, contractors and consulting units are not proactive, have not fulfilled their commitments in the bidding documents, investment policies, etc.

Regarding the tasks in the coming time, he requested that all sectors and levels must focus on efforts to complete the set targets. Quickly stabilize the organizational structure, and implementation methods must be flexible and suitable to practical conditions. In particular, the role of the unit leader is extremely important.

Chairman of the Provincial People's Committee Do Minh Tuan assigned the Department of Home Affairs to coordinate with sectors and localities to advise on the development of plans and strategies to prepare for the project of implementing the arrangement and merger of communes, wards and towns in the province according to the requirements set by the Central Government. For departments and sectors that have been arranged and merged, it is necessary to focus on doing well their professional work, improving the effectiveness and efficiency of State management in each sector and field.

The Chairman of the Provincial People's Committee assigned the Provincial People's Committee Office to coordinate with relevant departments and branches to advise on the establishment of Steering Committees of the Provincial People's Committee on overcoming the situation of slow-progressing works and projects, land waste; on developing science, technology, innovation and digital transformation. Assigned the Provincial Inspectorate to advise on strengthening inspection and examination work in all fields, especially key and sensitive fields, to overcome limitations and weaknesses, meeting development requirements in the new situation.

The Chairman of the Provincial People's Committee also noted that sectors and localities should strengthen solutions to increase State budget revenue; evaluate and analyze each locality, region, and tax to have effective and practical direction and management plans; review and identify potential revenue sources, areas, and taxes with room for effective revenue management solutions.

Next, the meeting listened to and commented on a number of submissions from the Department of Finance on issues of assignment and adjustment of the regular expenditure estimates of the State budget in 2025 and a number of other issues. The submission of the Department of Ethnic Minorities and Religions on Adjusting the investment capital plan from the Central budget for the period 2021-2025; adjusting the list and names of projects under the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021-2030, Phase I: from 2021 to 2025 and a number of other important submissions from relevant departments and branches.

After listening to the opinions discussed at the meeting; Chairman of the Provincial People's Committee Do Minh Tuan agreed with the proposed contents of the submissions. He assigned relevant departments, branches and units to absorb the opinions discussed at the meeting, complete the draft submission, and report to the Provincial People's Committee for consideration and approval. As for the submission of the Provincial Military Command, the draft Resolution of the Provincial People's Council on the level of daily allowance for militia in the province was presented. He assigned the Department of Finance to coordinate with the Provincial Military Command and relevant units to study, appraise and complete the contents of the draft submission to comply with the provisions of law.
