Alarming situation

At around 10am on March 21, a fire suddenly broke out in Nghiem mountain area, Nghiem Son village, Hoang Khai commune and quickly spread. The fierce fire engulfed a large area of ​​natural forest in the area. Mr. Bui Van Canh, a resident of Nghiem Son village, had a bewildered face, after dozens of hours of participating in fighting the forest fire with the authorities, shared: This is the largest forest fire that has ever occurred in the area, the fire spread widely, blazed up, tens of meters high. According to Mr. Canh, the bamboo and giang forests were dry, the bushes and vegetation were thick, combined with strong winds, the terrain of the fire area was very dangerous, the rocks were steep, so it was very difficult for people to approach the fire and put it out.

Forest rangers are on duty all night to fight forest fires in Trung Yen commune (Son Duong).

On the same day, March 21, fires also broke out in Thai Binh commune (Yen Son), Yen Lam (Ham Yen). Fortunately, the authorities were able to control the fire in time and it did not spread.

Just one day after the forest fire in Hoang Khai commune, Thai Binh (Yen Son), Yen Lam (Ham Yen) occurred, at around 3:00 p.m. on March 22, the authorities and local people in Trung Yen commune (Son Duong) discovered a forest fire on Ong Mo mountain, the border area between Tuyen Quang and Thai Nguyen, in Khuon Dao village, Trung Yen commune (Son Duong). Mr. Ma Ngoc Binh, a resident of Minh Thanh commune who participated in fighting the forest fire in Trung Yen commune, said: At first it was just a very small fire, but in a moment the fire spread, heating up the whole sky. Black smoke billowed up, covering the space. The green foliage instantly turned to ashes, and tree branches fell down in the crackling sound of the fire. Fortunately, with the participation of hundreds of local people and authorities, the fire was controlled.

Preliminary statistics show that the fires have burned dozens of hectares of forest, mainly natural forest. In Hoang Khai commune (Yen Son) alone, preliminary statistics show that over 20 hectares of forest have been burned; in Trung Yen commune (Son Duong), 4 hectares of forest have been burned.

Forces and people urgently participated in forest fire fighting in Trung Yen commune (Son Duong).

Comrade Ly Xuan Binh, Head of the Provincial Forest Protection Department, said: The forest fire situation is very complicated, not only causing economic damage, the environment is also greatly affected, the most painful thing is that a member of the forest fire fighting force has not returned to his family.

The cause is still subjective.

According to preliminary investigation results of the authorities, the cause of the forest fires was due to subjective factors. Information from Hoang Khai Commune Police, the cause of the forest fire was determined to be that people treated the ground cover by burning the forest, causing the fire to spread beyond control, leading to a forest fire.

Comrade Tran Van Hoang, Chairman of Hoang Khai Commune People's Committee said: The forest on Nghiem mountain is a natural forest, mainly bamboo and reeds, the vegetation is very thick, so the fire caught and spread very quickly, combined with dry weather, strong winds, extremely dangerous terrain, steep rocky slopes made controlling the fire extremely difficult.

The provincial police force was mobilized to the maximum at night to participate in fighting the forest fire in Hoang Khai commune, Yen Son district.

The forest fire in Trung Yen (Son Duong) has also been basically determined, due to people using fire unsafely, causing the fire to flare up and get out of control. The fire point is also in an area with steep mountainous terrain, about 1.5 hours of hiking away from residential areas, the rugged terrain and the darkness make firefighting even more difficult.

Not only the forest fires in Hoang Khai (Yen Son), Trung Yen (Yen Son), but also the forest fires in Thai Binh and Yen Lam communes were determined to be caused by people treating the vegetation by burning, but did not ensure fire prevention and fighting requirements, leading to bad consequences.

Lessons learned

Comrade Ly Xuan Binh, Head of the Provincial Forest Protection Department (Department of Agriculture and Environment), who directly participated in commanding the forest fire fighting work in Hoang Khai commune (Yen Son), Trung Yen (Son Duong) affirmed: to minimize damage caused by forest fires, it is necessary to strictly implement the "4 on-site" principle: On-site command; on-site forces; on-site means; on-site logistics and "3 timely": timely fire detection; timely mobilization of forces; timely extinguishing of fires... Looking at the two major forest fires that have just occurred, it can be affirmed that localities have effectively implemented the zoning and control of forest fires from spreading. In addition to implementing the 4 on-site and 3 timely principles, the mobilization of forces and coordination in fighting the fire are also extremely effective. Forest rangers, police, army, and local militia have coordinated smoothly and effectively used measures to extinguish the fire, preventing the forest fire from spreading. A typical example is the forest fire in Trung Yen commune (Son Duong). Firefighting teams quickly divided into four teams, approaching the fire from many directions, simultaneously opening four white runways with a total length of about 2 km, creating an effective fire-blocking line, protecting the natural forest in Khuon Dao village (Trung Yen commune) and Tan Lap village (Tan Trao commune). Thanks to the smooth coordination and tireless efforts, the fire was gradually controlled, the fire area was safely contained. A specialized firefighting team was also assigned to approach from a strategic location, directly extinguish the fire, protect the scene and prevent the risk of fire re-ignition. By 3:00 a.m. on March 23, the fire was basically extinguished.

Forces contained and controlled the spreading "fire".

Head of the Forest Protection Department Ly Xuan Binh affirmed: The causes of forest fires are almost clear, all due to human awareness, to minimize damage, fire prevention is extremely necessary. The recent forest fires are a warning for localities to step up propaganda and education of people about the risks of forest fires and fire prevention measures. Localities need to step up the dissemination of knowledge about laws and regulations related to forest protection and forest fire prevention and fighting. The Department is also ready to support localities in conducting training sessions and drills on forest fire prevention and fighting for the community. When a forest fire occurs, localities urgently implement forest fire prevention measures such as building firebreaks, thinning forest trees, collecting flammable materials. Strictly control slash-and-burn farming, burning fields and activities using fire in forests and forest edges.

According to the response from the authorities involved in fire fighting, the fires are very serious, including forest fires, and to ensure the safety of the fire prevention and fighting forces, the State needs to provide adequate protective equipment for the fire fighting forces; invest in and apply information technology in monitoring, supervising and warning of forest fires.

There are still people who are subjective and lack awareness.

In recent days, forest fires have occurred continuously with very large areas. In Hoang Khai commune (Yen Son) alone, at least 20 hectares of forest have been damaged. Not only property damage, the environment has also been greatly affected, the saddest thing is the loss of people. It is worth mentioning that the cause of forest fires all comes from the subjective awareness of people, people are still very subjective, lack awareness in protecting forests, handling vegetation to plant new forests without ensuring the requirements for forest fire prevention and control.

The weather is very dry, the risk of forest fires is very high, according to statistics of the industry, there are currently more than 50 communes in the whole province at a very dangerous risk of forest fires. To prevent the risk of forest fires in the dry season, each person needs to raise awareness of forest protection, not to light fires indiscriminately, not to throw away cigarette butts and strictly comply with regulations on fire prevention and fighting. The forest fire in Hoang Khai commune (Yen Son), Trung Yen (Son Duong) is a warning about the risk of forest fires in the dry season. Let's join hands to protect the forest, to protect a peaceful life for ourselves.

Training is needed to make the village more proactive.

Regarding the armed forces of the Provincial Military Command, after receiving the report of the Commander of the Yen Son District Military Command on the forest fire situation at Nghiem Mountain, Hoang Khai Commune, the Head of the Provincial Military Command discussed, agreed and assigned the task to the Head of the General Staff to directly direct and deploy agencies and units to organize mobile forces to fight the forest fire. The officers and soldiers assigned the task strictly followed the commander's orders and brought full facilities for forest fire fighting. To minimize damage caused by forest fires, localities need to strengthen propaganda and dissemination of laws to the people. At the same time, organize training for key cadres at the village level on fire prevention and fighting to be more proactive when situations arise. Localities also need to learn from experience in directing and assigning tasks to forces participating in forest fire fighting as well as handling other natural disasters to avoid unfortunate losses of people and property.

Proactive measures

To minimize the risk of forest fires, the district has requested communes and towns to strictly implement regulations on forest fire prevention and fighting; to propagate and mobilize forest owners and people to absolutely not process the ground cover by burning. The district also requires the Forest Ranger force to regularly and fully inform the areas and risks of forest fires in the area so that people can proactively take measures to prevent and fight them. The district and forest ranger stations in the areas have also increased their forces, patrolled and strictly controlled trails, openings, and areas entering the forest; strictly prohibited people from entering the forest and bringing flammable objects into areas with high risk of forest fires. The district will also strictly handle those who cause forest fires and the local Party Committee and government will be responsible for any locality where a forest fire occurs.

Coordinate and cooperate according to the motto "four on-site"

The recent forest fire fighting in Nghiem mountain area, Hoang Khai commune (Yen Son) showed that close coordination and joint operations between the forces: Police, army, forest rangers, militia and local people according to the motto "four on-site" is an important factor in controlling and extinguishing the fire.

Forest fire fighting is difficult and complicated terrain, fire trucks cannot access, and bringing water to put out the fire is impossible, so mobilizing all forces to use manpower to urgently create firebreaks, gradually control and eventually completely extinguish the fires is the most feasible solution.

The fight against the fire has complicated developments, it is necessary to urgently establish a Forward Command Committee to closely monitor the scene, correctly assess and evaluate the situation to quickly come up with solutions to handle the situation; resolutely direct the forces according to the combat plan... Along with that, it is necessary to ensure smooth communication between the commander and the teams and groups participating in firefighting and focus on doing well the logistics to maintain and ensure the health of the forces participating in the fight for a long time is very important.
