Provincial Party Secretary Nguyen Doan Anh chaired a working session with the Provincial Economic Zone and Industrial Park Management Board.
After inspecting and surveying the field, Provincial Party Secretary Nguyen Doan Anh worked with the Management Board of the Economic Zone and Industrial Parks of the province. The Economic Zone has a total area of over 106 thousand hectares, of which the mainland and islands have an area of over 66 thousand hectares, planned into 3 functional areas including industrial zones, ecological zones and urban areas. Of which, the industrial zone consists of 25 sub-zones, the ecological zone consists of 9 sub-zones and the urban area consists of 17 sub-zones. Up to now, in the Economic Zone, 29 public investment projects have been implemented, mainly transport infrastructure projects. Most of the projects have been completed, put into operation and have had a positive effect on the development of the Economic Zone as well as the province.
Head of the Provincial Economic Zone and Industrial Park Management Board reports on the progress of projects implemented in the Economic Zone.
However, there are still 2 projects that have not been completed and are behind schedule, including the main road project in the West, which started in 2015 with a total investment of about 900 billion VND, and has only implemented more than 600 billion VND, of which the contractor has a surplus of 89 billion VND; the second is the infrastructure investment project for the resettlement area of Tinh Hai commune, with a total investment of 65 billion VND, which has stopped investment due to planning adjustments, but the volume of work done has not been finalized. In addition, according to the report of the Management Board of the Economic Zone and Industrial Parks of the province, there are currently 123 direct investment projects in the Economic Zone that are behind schedule, mainly due to problems in site clearance or legal procedures for investment.
Notably, there are 49 projects that have been allocated land or leased land but the investors have not yet implemented them, mainly small-scale commercial service projects. For some key projects being implemented in the area such as: The project to develop dynamic urban areas - Tinh Gia urban sub-project; the North-South expressway connecting project - National Highway 1A to Nghi Son port; Dong Vang Industrial Park project, Industrial Park No. 3, Cong Thanh thermal power project... are also facing some difficulties, obstacles and slow progress; the main reasons are related to site clearance, the capacity of investors and contractors. Particularly, the Duc Giang - Nghi Son Chemical Production Complex project in Dong Vang Industrial Park, with a land area of 30 hectares and a total investment of VND 2,400 billion, is expected to start construction in mid-February. The Long Son Container Port No. 3 investment project is also being implemented to ensure progress.

Concluding the meeting, Secretary of the Provincial Party Committee Nguyen Doan Anh emphasized the particularly important role of the NSZ in the socio-economic development of the country, the North Central region and Thanh Hoa province; it is one of the eight key coastal economic zones of the country and one of the four economic centers, economic locomotives of the province. The Secretary of the Provincial Party Committee acknowledged and highly appreciated the results achieved in the process of construction and development of the NSZ in recent times, especially in infrastructure investment, investment attraction, production and business development, contributing greatly to the growth of production value and budget revenue of the province.
The Provincial Party Secretary also highly appreciated Nghi Son town for its good coordination with the Management Board and investors, especially in planning, planning management, and site clearance; and sincerely thanked the local people for their consensus and support for the development of the NSK and the overall development of the province.
However, Provincial Party Secretary Nguyen Doan Anh also pointed out: The results of attracting investment to the SEZ in recent years have been low, the implementation of a number of public investment projects and more than 100 direct investment projects has been slow and prolonged, causing waste of investment resources and development opportunities for the SEZ and the locality.
The Provincial Party Secretary assigned the Party Committee of the Provincial People's Committee to direct the Provincial People's Committee and relevant sectors, localities and units to urgently review and carefully assess the current status of project implementation, especially projects that are behind schedule or slow to implement; clarify the causes and responsibilities of relevant collectives and individuals, thereby advising competent authorities on solutions to remove and overcome problems; issues beyond the province's authority will be reported to the Government and relevant ministries and branches for resolution.
Particularly for the project of the road connecting the North-South Expressway with National Highway 1A to Nghi Son Port, which is currently stuck with the raw water supply pipeline for factories in the Economic Zone, the Party Committee of the Provincial People's Committee is requested to direct relevant units to clarify the cause, responsibility, and propose solutions to continue implementing the project. For the project of Road No. 1 of the dynamic urban center of Tinh Gia, the contractor, investor and local authorities need to coordinate better in the process of site clearance and construction organization.
Provincial Party Secretary Nguyen Doan Anh also noted that the authorities need to do a good job of project appraisal, appraisal of the capacity of investors and contractors in the process of approving investment policies and deciding on investment projects, and not allowing projects to be delayed due to weak capacity of investors and contractors. Projects that have been allocated or leased land but investors have not implemented it need to be reviewed and advised to the province to recover or handle them in accordance with the law.
For Nghi Son town, it is necessary to focus on doing well the work of site clearance, resettlement, strengthening the state management of land, planning and construction. Regarding the capital source to increase revenue from import and export activities through Nghi Son port, which is regulated by the Central Government for the province according to Resolution 37 of the National Assembly, the functional sectors need to advise the province to choose investment items that meet practical requirements, promote the effectiveness of the capital source, and give priority to investment projects in transport infrastructure and resettlement areas to serve the work of site clearance.
