Reporting at the "Standing Government Conference with localities affected by storm No. 3 on solutions to overcome consequences, support people and businesses to stabilize their lives, restore production and business activities, and promote growth", held on the morning of September 15, in Hanoi, Minister of Planning and Investment Nguyen Chi Dung said that the impact of storm No. 3 will have a strong impact on GDP growth in the third and fourth quarters of 2024.
Accordingly, the growth rate in the last 6 months of the year of the whole country and many localities is forecast to slow down. The country's GDP growth in the third quarter of 2024 may decrease by 0.35%; in the fourth quarter of 2024, it may decrease by 0.22% compared to the scenario without storm No. 3.
The GDP for the whole year is estimated to decrease by 0.15% compared to the proposed scenario, with growth estimated to reach 6.8-7%; of which, the agriculture, forestry and fishery sector will decrease by 0.33%; industry and construction will decrease by 0.05% and services will decrease by 0.22%.
The GRDP growth rate in 2024 of many localities such as Hai Phong, Quang Ninh, Thai Nguyen, Lao Cai... may decrease by more than 0.5%. Many roads were flooded and damaged, causing traffic activities (especially roads and railways) to be partially suspended.

To date, hundreds of people have died, thousands have been injured and have had severe psychological trauma for many people in the disaster area, especially children, the elderly and vulnerable groups.
Storms and floods caused great damage to people and state property in the affected areas. Preliminary, incomplete estimates put the property damage caused by storm No. 3 at about 40,000 billion VND.
Of these, about 257,000 houses, 1,300 schools and many infrastructure works collapsed and were damaged; 305 dike incidents, mainly large dikes of level 3 or higher; over 262,000 hectares of rice, crops and fruit trees were flooded, damaged and collapsed; 2,250 aquaculture cages were damaged and swept away; nearly 2.3 million livestock and poultry died and nearly 310,000 urban trees were broken.
Minister Nguyen Chi Dung said that farms, rice and crop growers, livestock and aquaculture households in most areas affected by storm No. 3, including coastal areas, urban areas, urban borders, rural areas, mountainous areas, etc., are the most severely damaged and need a lot of resources and time to restock, re-crop, and reproduce. Especially when the North is in the season of planting the crop, not yet entering the harvest time.
In addition, many tourist and accommodation facilities are damaged and must be closed for repairs. Therefore, the North will miss the international tourist season (from September 2024 to April 2025) and may not be able to attract domestic visitors, especially key tourist destinations such as: Hanoi, Hai Phong, Quang Ninh, Lao Cai, Ha Giang ...
Not only that, industrial and construction enterprises were also affected by the storm, especially the indirect impact of power outages, communication, labor and workers' families being affected.
To limit damage to businesses and overcome the damage, localities have made efforts to ensure adequate supply of electricity, water, and telecommunications connections so that businesses can resume production as soon as the weather is more favorable.
Along with that, social issues, especially health care, education, environment, rural clean water, urban clean water, employment, people's lives... need special attention, resource priority and quick implementation after storms and floods, to prevent disease outbreaks and avoid causing a resonant impact on people's lives.
The infrastructure system of localities was severely damaged by the storm in many places. Many essential infrastructure works, public works such as roads, bridges, culverts, electricity, water supply, drainage, telecommunications, information, schools, etc. were damaged and need to be repaired soon. Irrigation infrastructure works, dykes, dams of hydroelectric plants, etc. were damaged, posing potential risks and dangers when the storm and flood situation in the coming time is forecast to be very complicated.
“Recently, there has been a lot of bad and inaccurate information, causing panic and fear among people, affecting the work of preventing and fighting storms and floods and overcoming damage after storms. The security, order and social safety situation has seen some complicated factors, especially online fraud,” Minister Nguyen Chi Dung advised people to take proactive precautions.
