In the group of 17 ministries and sectors with public services, the Ministry of Planning and Investment maintains its leading position in the digital transformation rankings.
The Ministry of Information and Communications has just announced the “Report on Digital Transformation Assessment Index of Ministries, Ministry-level Agencies, Government Agencies and Provinces and Centrally-run Cities – DTI at the Ministry and Provincial Level in 2023”. This is the fourth consecutive time that the Ministry of Information and Communications has assessed the level of digital transformation of ministries, branches and localities.
According to the ranking, in the group of 17 ministries and sectors with public services, the Ministry of Planning and Investment ranked No. 1, the Ministry of Finance ranked No. 2 in all key indicators, this is also the same ranking order as in 2022; the State Bank of Vietnam rose to 3rd place to replace the Ministry of Natural Resources and Environment; the Ministry of Labor, War Invalids and Social Affairs dropped 3 places compared to 2022, from 14th to 17th place.
Notably, the Ministry of Justice has the strongest improvement, up 6 places in the Digital Transformation ranking in 2023 (from 16th place in 2022 to 10th place). This demonstrates the strong determination of the Ministry and the Justice sector to improve the awareness index and human resources index, in which the application of information technology and digital transformation are identified as key tasks and main solutions.
For the local sector, the list of 10 leading provinces and cities in DTI 2023 includes: Da Nang, Ho Chi Minh City, Hue, Lang Son, Can Tho, Hanoi, Binh Duong, Hai Phong, Bac Giang and Ba Ria - Vung Tau. Of which, 7 provinces and cities maintained the top 10 from last year. Hanoi increased 18 places, ranking 6th in the ranking of 63 provinces and cities in digital transformation.
Also according to the DTI 2023 report, 100% of ministries and provinces have DTI 2023 values higher than in 2022. 84/88 ministries and provinces (including 21 ministries and 63 provinces) participating in the assessment have DTI 2023 values of 0.5 or higher, accounting for 95.5% (2022: 73.9%; 2021: 13.48%); there are still 4 ministries and provinces (accounting for 4.5%) with values below 0.5. The highest DTI 2023 value is 0.83722; The lowest DTI 2023 value is 0.24733.
The national DTI value in 2023 has a slowing growth due to the high value of the component indicators. Specifically, the national DTI value in 2023 is 0.7326, a growth of 3% compared to 2022 and a growth of 50.8% compared to 2020.
This result reflects that the digital transformation process of ministries, branches and localities in 2023 has been taking place strongly but mostly at a fairly good level (0.5-0.75). Ministries, branches and localities need to continue to promote digital transformation towards bringing about substantial and sustainable results, prioritizing resources to achieve important targets in the National Programs and Strategies on the development of digital government, digital economy and digital society.
In particular, the value of the network information security index has grown significantly compared to 2022. Specifically, this index at the provincial level reached 0.6657, an increase of 39.8% compared to 2022; the block of ministries providing public services reached 0.5653, an increase of 52.7% compared to 2022; the block of ministries not providing public services reached 0.3861, an increase of 61.4%. However, ensuring network information security still needs to continue to be promoted to facilitate digital transformation at all levels in the coming time.
