After the storm, when inspecting, directing and encouraging businesses to overcome difficulties and stabilize production, comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee requested: Businesses need to assess the causes and learn from experience to have lessons to respond more effectively to natural disasters.

Proactive from a distance

Tan De Sports Products Manufacturing Joint Stock Company is a large enterprise with 10 factories, a total factory area of ​​up to hundreds of thousands of square meters and dozens of hectares of trees. Before storm No. 3 made landfall, the Company had developed a response plan, fully prepared human resources, materials, and equipment to fight the storm.

Ms. Nguyen Thi Huong Giang, Deputy General Director of the Company said: Our factory system is designed to be highly resistant to storms and winds, but before each storm, the Company directs technical staff to inspect and evaluate to detect hazards and promptly take measures to handle them. All 10 factories were safe from storm No. 3, helping the Company to resume production as soon as the storm dissipated. The most exciting thing is that by grasping and promptly updating the storm situation, the Company has a suitable production plan, ensuring safety for nearly 16,000 workers.

Being proactive from the beginning is the guiding principle for storm response of Green i-Park Joint Stock Company (Lien Ha Thai Industrial Park).

Mr. Nguyen Minh Hung, Chairman of the Board of Directors of the Company, said: The safety of life and property of workers and businesses is paramount, so we mobilize collective intelligence and all resources to focus on responding to the storm. In parallel with doing a good job of natural disaster prevention and control, Green i-Park also proactively arranges means and logistics to support secondary investors in Lien Ha Thai Industrial Park in emergency situations. Although having prepared well the plans and implemented the "4 on-site" motto, as soon as the storm began to make landfall, the Company's Disaster Prevention and Control and Search and Rescue Command (PCTT and TKCN) still directed forces to go to the scene to inspect and assess the safety level of businesses, and resolutely directed the evacuation of workers to Green i-Park's office for shelter. Therefore, although the coastal area is subject to strong storm winds, basically the factories and constructions of investors in the industrial park are not damaged, ensuring absolute safety for people.

Flexible response

Storm No. 3 not only damaged the factory of the enterprise but also destroyed the green tree system, electricity and information infrastructure, causing difficulties in communication and disaster response. However, in some industrial parks, enterprises have prepared backup power sources and internal communication equipment, so as soon as an incident occurred at the factory, the on-site PCTT force always received instructions and guidance on response measures to minimize damage.

Mr. Vu Hung Viet, Director of Thai Binh Mining Chemical Company - Micco (Thai Tho Industrial Park, Thai Thuy) said: The serious assignment of on-duty forces combined with remote automatic management and monitoring technology helps us quickly detect the location and extent of roof damage caused by the storm. In particular, the communication system in the Company's PCTT and TKCN Command Board is always guaranteed to be smooth, so the response direction is quick and effective. Although the roof of the finished product warehouse and production workshop was partially damaged by the storm, all equipment, machinery and products were not damaged thanks to timely response measures.

When natural disasters occur, in addition to ensuring the safety of workers, grasping information and promptly supporting them during and after storms is important to help businesses stabilize their human resources and be ready to return to production and business activities.

Ms. Phan Thi Oanh, Head of the Administrative Organization Department of Bao Hung International Joint Stock Company (Tan Minh Industrial Park, Vu Thu) said: Sharing with the workers affected by storm No. 3, the Board of Directors and the Company's Trade Union decided to spend nearly 130 million VND to support rice and some necessities. Although the material value is not large, the Company's timely concern has encouraged the workers to overcome difficulties and return to work at the factory with peace of mind.

No one wants damage, but when it happens, businesses must prioritize important tasks to implement and overcome in order to quickly restore production and business.

Mr. Ninh Xuan Thao, Director of Do Luong Joint Stock Company (Do Luong Industrial Park, Dong Hung) said: Storm No. 3 has blown off about 6,500m2 of the roof of the production workshop and warehouse, damaging hundreds of equipment, machinery, raw materials, and garment accessories, with an estimated loss of tens of billions of VND. Repairing the factory will take a lot of time, so in order to restore production and maintain jobs for workers immediately, we have to rearrange the production workshops, classify usable machinery and raw materials, plan to invest in buying new machines, and import additional raw materials to ensure that production activities and delivery progress to partners are not affected.

Ready to face natural disasters

To effectively respond and mitigate the damage caused by natural disasters, there is no other way but to face it and have a specific plan. From the damage caused by storm No. 3, Mr. Do Khac Dai, Deputy Director of 3D Packaging Joint Stock Company (Do Luong Industrial Park, Dong Hung) shared his valuable lesson: Whether it is a new investment or an old project, we still need to regularly check and properly evaluate the project's ability to withstand natural disasters. In particular, businesses must identify weaknesses and anticipate problems that may arise, thereby proposing solutions, preparing human resources and materials to reinforce the project.

After analyzing the reasons why two newly invested and put into use factory and raw material warehouses were destroyed by storms, the leaders of Do Luong Joint Stock Company realized that the roof design of these two buildings lacked a bracing system and storm braces for the corrugated iron roof.

Mr. Ninh Xuan Thao, Director of the Company said: Choosing a consulting, design and construction unit is very important, especially the design approval needs special attention because it is directly related to the quality of the project. Enterprises need to invest properly in infrastructure and technology to increase the resilience of the project to all levels of natural disasters.

Storm No. 3 was not a pleasant "experience" but it gave each business and the PCTT and TKCN command committees at all levels many lessons.

Mr. Bui Duc Hanh, Deputy Director of the Department of Industry and Trade, said: Despite strong direction, businesses have done well in preparing and responding to storm No. 3, but damage still occurred. Obviously, "4 on-site" in PCTT is correct but not enough, it is time to have regulations on periodic drills such as fire prevention and fighting drills, chemical incident drills to both raise businesses' vigilance and train specialized forces to know the job, master disaster response skills. Drills will also help businesses detect weaknesses from infrastructure to storm and flood prevention practices, thereby promptly supplementing the most effective prevention and response plans, avoiding future damage when climate change and natural disasters continue to be complicated and unpredictable.
