No livestock allowed in the inner city

In recent years, in many localities across the country, including Quang Ninh, it is not difficult to see small-scale livestock and poultry farming households interspersed in residential areas in inner cities. This farming not only causes loss of urban aesthetics, but also pollutes the environment, causes disease, and affects the lives of households living nearby. Faced with this situation, many provinces and cities across the country have issued policies regulating areas where livestock farming is not allowed in inner cities.

In fact, small-scale livestock farming in urban areas has many consequences in preventing and controlling epidemics. Like the recent outbreaks of African swine fever, most outbreaks have occurred in small-scale livestock farms, located in residential areas, inner cities, and not ensuring closed, biosafety livestock farming.

Faced with the bad situation of small-scale livestock farming in urban residential areas and inner cities, at the 22nd Session, the 14th Provincial People's Council has just passed Resolution No. 45/2024/NQ-HDND dated November 5, 2024 stipulating areas in the inner city of cities, towns, townships, and residential areas where livestock farming is not allowed and support policies when relocating livestock farms out of areas where livestock farming is not allowed in Quang Ninh province.

Small-scale livestock and poultry farming interspersed in residential areas in inner cities and towns in the province will be stopped and relocated.

Accordingly, the subjects of application are organizations, households and individuals engaged in livestock farming activities as prescribed in Clause 2, Article 2 of the 2018 Law on Livestock in Quang Ninh province (This Resolution does not apply to cases of raising ornamental animals or raising animals in laboratories without causing environmental pollution).

Areas where livestock farming is not allowed are the inner city areas of cities, towns, townships, and residential areas in Quang Ninh province. Apartment buildings, social housing, concentrated resettlement areas, and urban areas located in districts, towns, and cities are approved by competent authorities.

The Provincial People's Council assigned the Provincial People's Committee to direct the organization and implementation of the Resolution to ensure publicity, transparency and timeliness; strengthen the propaganda and dissemination of the provisions of the Law on Animal Husbandry and the Resolution in regulating areas where animal husbandry is not allowed; develop a relocation plan; urgently plan land funds and invest in infrastructure for concentrated animal husbandry to serve the relocation and implement relocation support policies to ensure timeliness and compliance with regulations, and prevent negativity and corruption when implementing policies.

Through review, when implementing Resolution No. 45/2024/NQ-HDND stipulating that the inner city areas of cities, towns, townships, and residential areas are not allowed to raise livestock in the province, 761 livestock households will be affected. Of which, 87.8% are small-scale livestock households, most of which are self-sufficient, not related to household economic development or commercial livestock farming.

Resolution No. 45/2024/NQ-HDND also stipulates policies to support the relocation of livestock farms out of areas where livestock farming is not allowed. Accordingly, organizations, households and individuals operating in areas where livestock farming is not allowed are entitled to relocation support according to Article 7 of Decree No. 106/2024/ND-CP dated August 1, 2024 of the Government stipulating policies to support the improvement of livestock farming efficiency.

In the province, household livestock farming currently accounts for over 96%. Small-scale livestock farming has been causing difficulties in preventing and controlling epidemics, ensuring food safety and hygiene, as well as causing environmental pollution in inner-city areas. The issuance of Resolution No. 45/2024/NQ-HDND by the 14th Provincial People's Council will soon overcome the above shortcomings, bringing the province's livestock industry to develop in a more concentrated and sustainable direction.
