Prime Minister Pham Minh Chinh requested relevant ministries, branches, localities and enterprises to seriously, fully, resolutely, promptly and effectively implement tasks and solutions to ensure adequate supply of gasoline for production, business and consumption during the 2024 Lunar New Year and the coming time.
Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 09/CD-TTg dated January 24, 2024 on ensuring adequate supply of gasoline and oil for production, business and consumption during the 2024 Lunar New Year and the coming time.
Telegrams sent to the Ministers of Industry and Trade, Finance, Public Security; Governor of the State Bank of Vietnam; Government Inspector General; Chairman of the State Capital Management Committee at Enterprises; Chairmen of People's Committees of provinces and centrally run cities; Chairman and General Director of Vietnam Oil and Gas Group, Vietnam National Petroleum Group, Binh Son Refining and Petrochemical Joint Stock Company, Nghi Son Refining and Petrochemical Company Limited; Chairman of the Vietnam Petroleum Association.
The dispatch stated: In the past time, the Government and the Prime Minister have issued many documents directing ministries, agencies and enterprises to resolutely and synchronously implement tasks and solutions to ensure the supply of petroleum, and to prevent a shortage of petroleum for the domestic market. In the coming time, the world situation will continue to develop complicatedly and unpredictably, affecting the price and supply of petroleum for the world and domestic markets. Following the Prime Minister's Official Dispatch No. 1437/CD-TTg dated December 30, 2023, in order to continue effectively implementing tasks and solutions to ensure adequate supply of gasoline for production, business and consumption of people and enterprises during the Lunar New Year of Giap Thin in 2024 and the coming time, the Prime Minister requests the Minister of Industry and Trade, the Minister of Finance, the Governor of the State Bank of Vietnam, the Government Inspector General, the Chairman of the State Capital Management Committee at Enterprises, the Chairmen of the People's Committees of provinces and centrally run cities, the Chairman and General Director of Vietnam Oil and Gas Group, Vietnam National Petroleum Group, Binh Son Refining and Petrochemical Joint Stock Company, Nghi Son Refining and Petrochemical Company Limited, and the Chairman of the Vietnam Petroleum Association to seriously, fully, resolutely, promptly and effectively implement the tasks and solutions assigned in the above Official Dispatch No. 1437/CD-TTg and the directives. relevant directions of the Government and the Prime Minister; at the same time, note to immediately implement the following key tasks and solutions:
1. Minister of Industry and Trade:
a) Regularly monitor and grasp the situation of the world and domestic petroleum market; strengthen inspection, supervision, guidance, and timely adjustment of total petroleum allocation in accordance with the market situation; proactively have early and remote solutions and have appropriate plans to compensate for petroleum supply in all situations; absolutely do not let shortages or interruptions occur in petroleum supply for production, business, and consumption of people and enterprises.
b) Coordinate with relevant agencies to strictly handle organizations and individuals violating regulations on petroleum trading, and at the same time have timely solutions to avoid affecting and interrupting the supply of petroleum in provinces and cities, especially during the upcoming Lunar New Year 2024.
c) Preside over and closely coordinate with the Ministry of Finance to manage gasoline prices in accordance with legal regulations, in line with market conditions and ensure harmony of interests between the State, businesses and people.
2. Minister of Finance
a) Preside over and coordinate with the Ministry of Industry and Trade and key petroleum traders to review and decide on adjusting related costs in the formula for calculating the basic petroleum price, ensuring timeliness, compliance with legal regulations and conformity with developments in the petroleum market.
b) Resolutely and strictly implement regulations on electronic invoices for each sale and data connection with tax authorities for gasoline retail stores according to Decree No. 123/2020/ND-CP dated October 19, 2020 of the Government regulating invoices, documents and relevant instructions of the Prime Minister.
3. The Chairman of the State Capital Management Committee at Enterprises shall preside over and closely coordinate with the Ministry of Industry and Trade to direct the Vietnam National Oil and Gas Group and the Vietnam National Petroleum Group to proactively develop plans for the production, distribution, and regulation of gasoline and oil in a suitable, scientific, and effective manner; have plans to prepare sources of goods, promptly supply gasoline and oil to retail stores in the distribution system of enterprises in localities in order to provide enough gasoline and oil for the market.
4. The Minister of Information and Communications shall closely coordinate with the Ministries of Industry and Trade and Finance to direct press agencies and coordinate with Vietnam Television, Voice of Vietnam, and Vietnam News Agency to provide official, timely, and accurate information on the supply of petroleum, policies and directions of the Government and local ministries and branches on ensuring the supply of petroleum for the market, avoiding false information causing confusion and instability in the market. The Ministries of Industry and Trade and Finance shall proactively provide timely information to the Ministry of Information and Communications and press agencies as prescribed.
5. Ministers of the Ministries of Industry and Trade, Finance, Public Security, Government Inspectorate, National Steering Committee 389, Chairmen of People's Committees of provinces and centrally-run cities and Heads of relevant agencies, according to their assigned functions and tasks, shall continue to strengthen inspection and supervision to promptly detect, prevent and strictly handle acts of speculation, hoarding, smuggling of gasoline and oil, violations of regulations on gasoline trading, regulations on electronic invoices, etc. in accordance with the law.
6. The Government Office monitors and urges according to assigned functions and tasks, promptly reports to the Prime Minister on arising issues beyond its authority./.
