Can an unrecognized PhD teach graduate school?

Mr. HTTM, Deputy Head of the Department of Science and Technology at Q. University, has just been 'accused' by a group of lecturers that his doctorate was granted by Southern California University (USA), which is not among the universities recognized by the Ministry of Education and Training. However, Mr. M. was assigned to teach a subject in the graduate program.

A representative of Q. University said that when recruiting, the school determined that Mr. M. had teaching experience and met the requirements for expertise and qualifications, but he had not yet completed the procedures for diploma recognition at the Ministry of Education and Training's Diploma Recognition Center.

"Three years ago, when the Covid-19 pandemic broke out, Mr. HTTM was assigned to teach a subject for a graduate class. Mr. M. was not assigned to guide and grade master's theses. Since then, the school has only assigned Mr. M. to teach undergraduate classes," a representative of Q. University shared.

According to the provisions of the law amending and supplementing a number of articles of the Law on University Education, the qualification of the title of lecturer teaching at master's and doctoral levels is doctorate.

The head of the Postgraduate Training Department of a university under Ho Chi Minh City National University said: "The general regulation in the law is that PhDs teach master's degrees, but there are no specific regulations, such as which university the PhD must be from, or foreign PhDs must go through the procedure of recognizing the degree before being recruited."

This department head believes that each university has its own quality assurance mechanism in the spirit that the school will be responsible to its students and society for quality.

"Therefore, recruiting a PhD from a university that is not on the list recognized by the Ministry of Education and Training, or this PhD has not completed the procedure for recognizing the degree but is still appointed or assigned to teach graduate school, is not against the regulations. However, the important thing is that the school is responsible for ensuring the quality of training," the head of the department shared.

Previously, in an article in Thanh Nien Newspaper on the issue of who must go through the diploma recognition procedure, a representative of the Department of Quality Management of the Ministry of Education and Training said that diploma recognition is carried out according to the needs of the diploma holder, or the human resource management agency, or the labor management unit with the consent of the diploma holder, but the Ministry of Education and Training does not stipulate that all people with foreign diplomas must go through the diploma recognition procedure.

In addition, the Center for Diploma Recognition, Department of Quality Management has also published a list of recognized educational institutions, ensuring quality in countries so that people can refer to choose a school to study abroad, or units can also refer to when recruiting.
