Deputy Minister of Education and Training Hoang Minh Son said that practical comments from experts, especially teachers, will contribute to the report of the Ministry of Education and Training on the task of proposing law amendments and building a new Law on Education and Law on University Education.
On December 17, at Duy Tan University (Da Nang City), the Ministry of Education and Training held a seminar on reviewing and evaluating the implementation of the Law on Education and the Law on Higher Education (GDĐH). Deputy Minister of Education and Training Hoang Minh Son chaired the seminar with the participation of representatives of leaders of the Department of Education and Training and higher education institutions.
The dialogue was organized to discuss and evaluate the existing problems, limitations, difficulties and obstacles in the process of implementing the Law on Education and the Law on Higher Education. At the same time, propose solutions to remove difficulties, obstacles, shortcomings and limitations; recommend amendments, supplements and replacements of regulations in current laws and related documents.

At the seminar, representatives of the Department of Education and Training and higher education institutions discussed the shortcomings, limitations, difficulties and obstacles in the implementation of the Law on Education in the period of 2020 - 2024, the Law on Higher Education in the period of 2019 - 2023 and proposed supplements and amendments.

Deputy Minister Hoang Minh Son said that the Law on Higher Education has been implemented for 5 years, achieving important results in the higher education system, the number of universities has not changed significantly. In particular, the scale and quality of training have increased significantly, in which university governance capacity, competitiveness, and autonomy in all activities are promoted.
"However, there are also many problems in the implementation process. It may be due to the fact that the content is new, awareness is not appropriate, implementation capacity is limited, or other legal regulations related to higher education institutions regarding finance, assets, organizational structure, etc. However, there are still some provisions in the law that are unclear and not suitable in the new development context," said Deputy Minister Hoang Minh Son.

According to Deputy Minister Hoang Minh Son, with the requirements of national development in the new period, along with the development of science and technology, innovation, higher education institutions play a very important role. This is the time for experts to study the new tasks and regulations in documents of the Party, National Assembly, and Government related to the field of education and training to propose contents that need to be institutionalized in the Law on Higher Education.
At the same time, study the practical development of education and training in the region and the world, the impact of scientific and technological development on human resource training in the future to propose contents that need to be amended, supplemented, and replaced in the Law on Higher Education.
"Through the preliminary review and assessment process of all parties, the Ministry of Education and Training has recorded the proposed opinions and analyzed the difficulties, advantages, achievements, and remaining limitations. From there, the competent authorities will report and propose to amend the law and develop a new law," said Deputy Minister Hoang Minh Son.
In a summary report on the review and assessment of the implementation of the Law on Higher Education, a representative of the Department of Higher Education said that after 5 years of implementation (2019 - 2023), the Law on Higher Education has basically met the practical requirements of higher education development, enhanced the effectiveness and efficiency of state management of higher education, enhanced autonomy for higher education institutions; ensured international integration, better met the needs of human resource training of the socialist-oriented market economy, contributed to the development of education and training, improved the intellectual level and quality of human resources, trained talents for the country and contributed to socio-economic development... It can be affirmed that the innovation and improvement of the effectiveness and efficiency of university autonomy is a correct policy, which has brought about remarkable results, contributing to creating a new look for many higher education institutions implementing autonomy in recent times.
