Many new regulations on determining university and college enrollment targets for preschool education have been included in the draft by the Ministry of Education and Training to replace the 2022 circular.
The Ministry of Education and Training has just announced the Draft Circular on Regulations on determining university education enrollment targets and preschool education enrollment targets by the Ministry of Education and Training to solicit comments.
This Circular will replace Circular 38 of 2022 regulating the determination of enrollment quotas for university, master's, doctoral degrees and enrollment quotas for colleges in preschool education.
In the draft, the contents have many changes compared to Circular 38 to be consistent with the orientation of planning the network of university and pedagogical education institutions and consistent with the circular regulating university education institution standards issued in January 2024.
Actual enrollment must not exceed 20% of the announced enrollment target.
Specifically, enrollment targets are determined and implemented for each year, according to each industry, industry group, level and training form at the headquarters and each branch, ensuring that they are consistent with the capacity of the training institution, labor market needs, and socio-economic development requirements of the country and each region and locality.
Candidates for admission to a university
Cases where enrollment quotas must be determined by major include: majors in the teacher training group; Vietnamese language, literature and culture; foreign language, literature and culture; and majors training at master's and doctoral levels.
Enrollment targets are determined and implemented to ensure that the training scale at the end of the enrollment year (expected and actual) meets the following criteria: first, the ratio of construction floor area for training to the total number of converted full-time students at the headquarters and each branch is not less than 2.8m2 .
Second, the ratio of converted students to full-time lecturers for each group of majors and each major (in case of having to determine enrollment quotas by major) of the training institution is not greater than 40.
Third, the team of lecturers and support staff, facilities, technology and learning materials meet the regulations of training program standards applicable to the respective industry, industry group and training level.
Training institutions shall recruit students in accordance with announced quotas, ensuring that the actual number of students recruited for each major, group of majors, level and form of training shall not exceed 20% of the announced quota.
Universities are not allowed to increase enrollment quotas in two cases.
This draft stipulates that the enrollment quota of a major, group of majors at university level, or a specialized major at level 7 at the head office and branch campus cannot be increased compared to the quota and actual enrollment of the previous year if the first-year dropout rate is higher than 15% or the employment rate of graduates is lower than 70%.
The 2022 circular does not stipulate the dropout rate, but only stipulates that the quota will not be increased if the rate of graduates with jobs within 12 months of being recognized as graduating in that field is below 80%, or the rate of implementing the enrollment quota of that field in the enrollment year immediately preceding the enrollment year is below 80% (except in the case of university-level training programs with training programs recognized as meeting quality accreditation standards).
For international training cooperation programs, joint training at university and college levels in preschool education, the quota is within the training quota of each industry, group of industries, level and corresponding training form.
Enrollment quotas according to separate methods for joint training at university level for each major, group of majors and training form shall not exceed 20% of the total enrollment quotas of the respective major, group of majors and training form.
A training program opened after the Law on Amendments and Supplements to a Number of Articles of the Law on Higher Education 2018 takes effect, after the first class has graduated for 2 years, if the training program has not been recognized as meeting quality accreditation standards according to regulations, it will not be allowed to continue enrolling students until it meets quality accreditation standards.
No later than December 31 of each year, training institutions must complete a report on the implementation of enrollment targets for the year on the enrollment target management software system of the Ministry of Education and Training.
Basis for determining teacher training industry targets
For each teacher training sector, the quota is decided and announced by the Ministry of Education and Training, based on the criteria for determining and implementing the quota in this draft and the proposal of the training institution.
At the same time, based on the following bases: the capacity of the teaching staff, the reputation of the training quality and the enrollment results of previous years of the training institution for each training major; the orientation for the development of teacher training institutions according to the planning of the network of university and pedagogical education institutions; the need for training and supplementing the teaching staff in localities; the number of orders, training assignments, implementation status and commitment to pay student support funds of state agencies according to regulations.
