DTO - The Provincial People's Committee continues to direct provincial departments, branches, sectors and People's Committees of districts and cities in border areas to effectively and synchronously implement goals, tasks and solutions on border area development in Dong Thap province in the spirit of Resolution No. 23 dated March 2, 2022 of the Government on economic development in land border areas, achieving many positive results.

Mobilizing resources to build infrastructure

The province has deployed the task of attracting social resources for the task of developing the economy in the land border areas associated with firmly protecting national sovereignty and improving people's lives according to Directive No. 07 dated March 15, 2021 of the Prime Minister. In the period of 2021 - 2025, the investment capital from the state budget managed and allocated by the province to support border localities is nearly 5,200 billion VND (accounting for nearly 20%) of the total public investment capital of the whole province. In addition, departments and branches have effectively integrated capital sources from the National Target Program and the Sustainable Poverty Reduction Program in border areas. Thereby, promoting socio-economic development in border areas in general and the economic sector in particular.

In 2024, the total public investment capital managed by the province and allocated to 3 border districts and cities is nearly 686 billion VND. Of which, Tan Hong district is over 92 billion VND, Hong Ngu district is over 121 billion VND and Hong Ngu city is over 471 billion VND. Along with the economic recovery, many prospects and opportunities have been created for investment attraction and business development activities in border areas such as: Dinh Ba International Border Gate Duty Free Shop Project of Dinh Ba Duty Free Company Limited with a total registered capital of 10 billion VND; 126 new enterprises were established with a total registered capital of 1,082 billion VND...

Pay attention to investing in developing socio-economic infrastructure, focusing on developing transport infrastructure connecting neighboring areas and the Kingdom of Cambodia to create momentum for the development of border areas, technical infrastructure of border gates, especially focusing on international border gates according to the planning in Decision No. 1200 dated October 14, 2023 of the Prime Minister approving the planning of border gates on the Vietnam - Cambodia land border for the period 2021 - 2030, with a vision to 2050. The Government has approved the opening of Thuong Phuoc International Road and River Border Gate. Accordingly, the Provincial People's Committee held the Opening Ceremony of the International Border Gate Pair of Thuong Phuoc (Dong Thap Province) - Kaoh Roka (PreyVeng Province) on January 17, 2025 and a meeting and exchange between the authorities and businesses of Dong Thap - PreyVeng provinces within the framework of the Opening Ceremony of the International Border Gate Pair of Thuong Phuoc (Dong Thap) - Kaoh Roka (PreyVeng). This is a special event for the two provinces of Dong Thap - PreyVeng, marking an important turning point in the cooperative relationship between Vietnam and Cambodia.

Regarding the development of transport infrastructure, the Prime Minister issued Decision No. 12 dated January 3, 2025 approving the adjustment of the road network planning for the period 2021 - 2030, with a vision to 2050. In particular, adjusting the investment progress of the Hong Ngu - Tra Vinh expressway from Dinh Ba - Cao Lanh border gate before 2030. In addition, the province has put into operation the following projects: upgrading provincial road (DT) 841 and building a new So Thuong 2 bridge; upgrading and expanding DT 842; building Tan Thanh B bridge on DT 843; implementing DT 845 project and coordinating with sectors in preparing procedures to repair and upgrade Dinh Ba bridge to strengthen the transport connection between Dong Thap province and PreyVeng province, creating favorable conditions for people in border areas to travel and transport goods, contributing to ensuring security - defense, and protecting the national border.


The road traffic system in Hong Ngu city has been invested in, contributing to connecting and promoting socio-economic development of localities.

Border region economy develops remarkably

The total cultivated area in 2024 of 2 districts and 1 city in the border area is 110,826 hectares (accounting for 19.3%) of the total cultivated area of ​​the province, of which the rice production area is 101,117 hectares and the output is more than 657,600 tons; short-term crops and industrial crops with a total area of ​​8,586 hectares, mainly chili, root vegetables, and fruits of all kinds. The aquaculture area in the border area is 607.6 hectares, with an output of nearly 275,600 tons. Some potential aquaculture models are being replicated such as: breeding eels according to the cyclic process; commercial eel farming; all-male giant freshwater prawn farming; Eel farming... Attention has been paid to the protection of cross-border aquatic resources, especially the development and implementation of the model of "Co-management in aquatic resources protection" - raising and storing freshwater fish during the flood season, in Giong Bang hamlet, Thuong Phuoc 1 commune, Hong Ngu district. Implementing a coordination program between the People's Committee of Dong Thap province, the People's Committee of Can Tho city and the People's Committee of An Giang province on organizing the inter-provincial fish release ceremony in 2024 in Hong Ngu city with many rare and valuable fish species to regenerate aquatic resources in this area.

The new rural construction program has been proactively planned and actively implemented by all levels and sectors, widely launched campaigns to mobilize people to participate in infrastructure construction projects, promote production development, maintain social security and order, and care for people's lives... creating significant changes, bringing practical benefits to rural people. Up to now, 8/8 border communes of 3 districts and cities have been recognized as meeting new rural standards, Hong Ngu city has completed the task of building new rural areas, Hong Ngu district has achieved 8/9 criteria for new rural districts, Tan Hong district has achieved 9/9 criteria for new rural districts in 2024.


Community tourism in Hong Ngu district is increasingly developing and attracting domestic and foreign tourists to visit and experience.

For the One Commune One Product (OCOP) Program, districts and cities in border areas continue to support entities to standardize local specialty products that are eligible to participate in the evaluation and classification of OCOP products with 39 products achieving 3 stars or more. To date, 2 districts and 1 city in border areas have more than 125 products achieving OCOP certification. Provincial and local sectors in border areas focus on implementing the plan of the Provincial People's Committee to implement Conclusion No. 248 dated November 26, 2021 of the Provincial Party Committee on continuing to restructure the provincial industry to 2025, with a vision to 2030 and the Project on restructuring the provincial industry to 2025, with a vision to 2030. In particular, focusing on implementing key industrial projects based on the potential and advantages of the border area, especially projects in the processing, manufacturing, renewable energy, pharmaceuticals, high-tech and high-tech industries in the border area.

In 2024, the border area has 2 newly invested and operational projects including: Southern Garment Factory of Southern Garment Joint Stock Company, Vietnam; Fruit Processing Factory in Hong Ngu District of Nova Thabico Joint Stock Company. Up to now, there are 23 industrial projects of 23 enterprises; there are 97 industrial production enterprises with a total of about 4,310 employees. Continue to invest in technical infrastructure of Dong Thap Border Gate Economic Zone and industrial parks and clusters with scales and industries suitable to the strengths of the localities. Focus on investing in developing An Hoa Industrial Cluster, Hong Ngu City (phase 2021 - 2025) with the orientation of arranging many main industries such as: production, processing and preserving aquatic products, food for export; production and processing of livestock, poultry and aquatic products; milling, drying, polishing rice... promoting socio-economic development and improving the lives of people in the province's border areas.
