TP - The reference questions for the 2025 high school graduation exam that the Ministry of Education and Training has just announced are considered to have better differentiation than the exams of previous years. However, the difficulty level of the high school graduation exam does not affect the admission plans of many top universities.

Associate Professor, Dr. Le Dinh Tung, Vice Principal of Hanoi Medical University, said that the school is currently waiting for the regulations of the Ministry of Education and Training related to enrollment to come up with a suitable plan for 2025. However, Mr. Tung affirmed that Hanoi Medical University has always prioritized using high school graduation exam results for enrollment. According to Mr. Tung, the choice of any enrollment method must be based on fairness to candidates. Abroad, large universities often choose one enrollment method. Because a new method is fair to all candidates based on the same evaluation scale.

Foreign Trade University said it wants to maintain the stability of the 6 admission methods as well as the quota ratio that has been used in recent years. Because in order to come up with these admission methods, the school must base on comparing the entrance exam results and the learning results of each group of students. Currently, the school does not increase the admission rate based on the results of the competency assessment exam of the 2 Hanoi National Universities because it realizes that candidates must achieve a score in the top group (below 1%) to have learning results equivalent to those of candidates admitted by the remaining 5 methods.

It is noted that in the middle and lower-ranked schools (less competitive schools), the method of considering high school graduation exam results accounts for the majority. Therefore, ensuring fairness for candidates in disadvantaged areas by differentiating graduation exam questions by the Ministry of Education and Training still has many issues to discuss.

Associate Professor Dr. Nguyen Phong Dien, Vice President of Hanoi University of Science and Technology, confirmed that in 2025, the university will adjust the quota to reduce the results of the graduation exam and increase the quota to consider the results of the thinking assessment exam. Dr. Le Anh Duc, Deputy Head of the Training Department, National Economics University, said that next year, the quota to consider the results of the graduation exam of the National Economics University will be 15%.

Thus, the top universities basically adjusted down the quota for considering the results of the high school graduation exam in 2025 or kept it stable as in previous years, although the exam questions shown through the recently announced sample questions showed strong differentiation.

Difficult to interfere with autonomy in admissions

According to statistics from the Ministry of Education and Training, every year, the percentage of candidates admitted by considering the results of the high school graduation exam still accounts for a large proportion. In fact, as analyzed above, the quota for this admission method in top universities is not much, only from 15% - 40%.

In 2025, the Ministry of National Defense will also organize a separate exam to serve as a basis for admission to military schools with about 30% of the quota, meaning that the quota based on high school graduation exam results will be reduced by an equivalent percentage. According to the Department of Schools, Ministry of National Defense, it is expected that this competency assessment exam will include the contents of Math, Literature, Social Sciences, Natural Sciences... Candidates will take the exam on a computer.

Mr. Nguyen Quoc Trinh, Head of Training Department, University of Transport Technology, said that the school only adjusted the admission combination to suit the subjects according to the 2018 general education program that 12th grade students are studying. Mr. Trinh informed that the school's two main admission methods are considering the results of the high school graduation exam (accounting for nearly 50% of the target) and considering the results of the high school graduation exam with a similar target ratio. The University of Transport Technology has admission based on the results of the thinking assessment test and direct admission, but the number of candidates admitted by these methods is not much.

It can be said that the two most pressing issues in university admissions today are early admission and the lack of fairness between groups of candidates in early admission methods. At the 2024 University Education Conference held in August, Minister of Education and Training Nguyen Kim Son said that the 2025 high school graduation exam will have many innovations. Universities need to be more responsible for general education, creating fairness for candidates in their learning opportunities. In particular, Mr. Son emphasized that there should not be too many admission options. Universities have a high level of autonomy in admissions, but autonomy within the framework of regulations. The Ministry of Education and Training can increase some frameworks and sanctions to regulate admissions next year. However, the right to autonomy has been stipulated in the Law on Higher Education, and it is difficult for the Ministry of Education and Training to intervene if it cannot come up with reasonable policies and mechanisms.
