Implementing the 2024 monitoring program, on August 26, the Provincial People's Council's Legal Committee had a working session with Mong Cai City on law enforcement in the handling and settlement of administrative procedures for converting agricultural land use purposes to residential land for households and individuals in the city in the period of 2021-2024.

According to the report of Mong Cai City People's Committee, recently, administrative procedures for converting agricultural land use purposes to residential land for households and individuals in the city have been developed according to ISO 9001:2015 standards; fully posting the procedures and sample systems at the City Public Administration Center and at the headquarters of the People's Committees of communes and wards, creating the most favorable conditions for people in need to access, declare and submit documents.
During the period from 2021 to June 2024, the city received a total of 1,861 applications. Of these, 1,460 applications were resolved; 1,366 applications were resolved on time or before the deadline; and 94 applications were resolved after the deadline.
Receiving and processing documents is done during office hours, then transferred to the professional department of the Department of Natural Resources and Environment. Guidance and support in handling administrative procedures for households and individuals is carried out right during the process of receiving and processing documents.
The work of receiving and resolving administrative procedures for converting agricultural land use purposes to residential land for households and individuals in the city is carried out in accordance with legal regulations, basically meeting the land use needs of households and individuals in the area.
Coordination between specialized agencies related to administrative procedures for land use purpose conversion is carried out consistently, closely, and in accordance with the functions and authority of each agency and unit.
Mong Cai City People's Committee has directed the implementation of programs and plans for administrative and civil enforcement of judgments and decisions related to land in the area in accordance with regulations.

From January 1, 2021 to June 30, 2024, Mong Cai City participated in 59 administrative cases, of which 56 cases were tried at first instance and 3 cases were not tried at first instance; The City People's Committee provided all required documents and evidence, fully participated in meetings to check the submission of documents, evidence and dialogues, and on-site appraisal sessions as notified by the Court.
At the meeting, members of the monitoring delegation discussed and clarified the existing problems and difficulties in law enforcement in the work of receiving and resolving administrative procedures on converting agricultural land use purposes to residential land; the work of organizing the enforcement of administrative and civil judgments related to land; and at the same time proposed solutions for localities to overcome and effectively implement.
Regarding the recommendations of Mong Cai City, the Supervisory Delegation has compiled and submitted them to the Provincial People's Council and People's Committee for consideration and resolution in the coming time.
