Ho Chi Minh City is a special urban area, an important economic growth pole, a major contributor to the national budget, with the highest labor productivity; in addition, it is a large service and industrial center and the locality with the largest number of operating enterprises in the country. Ho Chi Minh City has received special attention from the Politburo, which issued a separate resolution to develop the City. Implementing Resolution No. 31 of the Politburo, the National Assembly issued Resolution No. 98, the Government issued Resolution No. 87 to pilot specific mechanisms and policies for the City to develop rapidly and sustainably.
Therefore, with its particularly important position and role, and large scale, in the coming time, Ho Chi Minh City must choose a different development path from the previous time. The City chooses to be a pioneer in developing the digital economy, circular economy, and green growth, which is the right direction, in line with the Party's orientation and the new trend of the world, creating new momentum and space in socio-economic development.
Firstly, to facilitate Ho Chi Minh City to successfully implement the strategic orientation on green growth, aiming to reduce emissions to "0", in addition to the pioneering, proactive efforts of Ho Chi Minh City, the Central Economic Committee believes that on the basis of the resolutions of the Party, the National Assembly, the Government and ministries and branches, it is necessary to soon institutionalize them into common mechanisms, policies and laws. Currently, the process of institutionalizing many orientations and policies on developing the digital economy, circular economy and green economy is still quite slow through the inspection and supervision of the implementation of the Party's resolutions.
The Central Economic Committee expressed its strong support for Ho Chi Minh City. With its functions and tasks in coordinating agencies to pilot new models, the Central Economic Committee will accompany Ho Chi Minh City in building specific mechanisms and policies to implement the green growth strategy, on that basis, to replicate it nationwide.
Monday, The implementation of digital economic development, circular economy, and green growth cannot be done in a trendy way but needs to be systematic, professional, focused, and key. The city must quickly renew its thinking and unify its perception of new growth drivers from promoting green growth; currently, this is a new issue, requiring synchronization from issues related to planning, choosing to shift internal sectors, allocating resources, building awareness among people and the business community; propaganda measures must revolve around long-term orientations and decisions to promote the development of the city. Ho Chi Minh City is the leading city in green growth.
Third, within the green growth strategy framework, Ho Chi Minh City needs to pioneer in developing a number of industries such as digital technology industry, biotechnology industry, and high-tech industry.
There needs to be a roadmap and specific mechanisms and policies to shift the internal industrial structure of Ho Chi Minh City to fundamental, priority, spearhead industries with high technology content and added value; to convert resource- and energy-intensive industries into green industries and low-carbon industries; to restructure the agricultural and service sectors based on modern technology and digital technology, to develop new types of inter-sectoral and high-value-added services, and to accelerate the servitization of processing and manufacturing industries.
The city needs to continue to develop a project to become a regional and international financial center; take the lead in developing and testing new and green products; and be a regional center for science, technology, innovation and creativity. In which, innovation and creativity centers must take the core from high-tech zones, promoting universities, including Ho Chi Minh City National University.
Fourth, the City must pioneer in energy transition and sustainable urbanization. Encourage the use of green, environmentally friendly materials and green energy consumption in urban areas to create a healthy living space for people.
Fifth, proactively exploit and develop green finance. Currently, by the end of 2022, the outstanding credit balance for green projects nationwide has only reached nearly VND 500,000 billion (accounting for about 4.2% of the total outstanding balance of the economy), focusing on areas such as renewable energy (the highest proportion of 47%), followed by green agriculture (accounting for over 30%); therefore, in the financial sector, the City must also take the lead in attracting green financial resources for growth, and take the lead in issuing green bonds.
Ho Chi Minh City Economic Forum (HEF) is an annual international event hosted by the Ho Chi Minh City People's Committee with the aim of receiving contributions from speakers and domestic and international experts on the socio-economic development of the City in general and the City's key projects, goals and programs in particular. Within the framework of the Forum, there is a program "Bilateral economic cooperation between Vietnam and the Flanders Region - Kingdom of Belgium on building sustainable cities, adapting to climate conditions"; announcing the cooperation program between Ho Chi Minh City and the World Economic Forum (WEF); a program for City leaders to meet with ministries, localities, and international experts; a program connecting CEO 100 Tea Connect between City leaders with VIP guests and 100 CEOs from Vietnam and abroad; a talk show program of domestic and international experts and speakers; direct exchanges between international experts and students and businesses; a tour program for international guests... The HEF 2023 event series also includes the Green Growth Products and Services Exhibition Space at Nguyen Hue Walking Street (officially open to residents and visitors from September 13-17); The "Green Enterprise" title award ceremony for City enterprises with projects, products, services or ideas that have been applying the green growth and sustainable development model. |
