Centrally-governed city by 2030
Speaking at the Conference, Mr. Pham Viet Thanh, Secretary of the Ba Ria - Vung Tau Provincial Party Committee, said: Ba Ria - Vung Tau Province has a particularly important strategic position, being the gateway to the East Sea of the Southeast region and the whole country, with favorable natural conditions, gentle and hospitable people, and a quality workforce.
After 33 years since its establishment, Ba Ria - Vung Tau's position has been clearly demonstrated in the country's development process and has affirmed itself as an important growth pole, with economic scale (GRDP), contribution to the central budget, and provincial competitiveness index (PCI) always in the Top 5 leading provinces and cities in the country. The economic structure is shifting towards industrialization, modernization and urbanization. GRDP per capita is the highest in the country.
To date, Ba Ria - Vung Tau has attracted 33 billion USD in foreign investment capital and 400,000 billion VND in domestic investment capital. These investment projects come from 30 countries, territories, and leading corporations and financial institutions in Vietnam with advanced, modern technology, less labor-intensive, high productivity, and environmentally friendly.
On December 16, 2023, the Prime Minister issued Decision No. 1629/QD-TTg approving the Planning of Ba Ria - Vung Tau province for the period 2021 - 2030, with a vision to 2050.
According to the Plan, by 2030, Ba Ria - Vung Tau will become a centrally-governed city with an average GRDP per capita of 18,000 to 18,500 USD. Develop Ba Ria - Vung Tau province into a marine economic center; a maritime service center of the country and Southeast Asia; a high-quality international tourism center; and one of the largest industrial centers of the Southeast region. By 2050, achieve the goal of net zero emissions according to the commitment of the Vietnamese Government at the International Conference on Climate Change COP26.
According to Secretary of the Provincial Party Committee Pham Viet Thanh: Good planning will create good development space, good development space will create good investors, good investors will create good projects. Therefore, the work of building and implementing the Provincial Planning is a very important task. Ba Ria - Vung Tau will take advantage of this opportunity to create a model of allocating development space, removing bottlenecks, renewing old growth drivers and creating new development drivers. At the same time, the province will combine to implement 3 strategic breakthroughs: a breakthrough in multi-modal transport infrastructure system, a breakthrough in digital transformation associated with administrative reform and a breakthrough in improving public administration capacity.
Need to pioneer green transformation
Speaking at the Conference, Deputy Prime Minister Tran Hong Ha, on behalf of the Government leaders and the Prime Minister, respectfully acknowledged, highly appreciated and warmly commended the outstanding achievements that the Party Committee, government, army and people of Ba Ria - Vung Tau have achieved over the past period.
According to Deputy Prime Minister Tran Hong Ha, the Ba Ria - Vung Tau Provincial Planning approved and announced today is a step to concretize the Politburo's policy in Resolution No. 24-NQ/TW dated October 7, 2022 on socio-economic development and ensuring national defense and security in the Southeast region to 2030, with a vision to 2045; maximizing the province's unique potential and competitive advantages. The planning will open up development space, creating new breakthrough momentum for Ba Ria - Vung Tau to strongly develop into one of the national maritime economic centers with a seaport logistics system, international maritime services; an international-class tourism center and one of the clean energy and green industry centers with high added value.
“In the near future, Ba Ria-Vung Tau people will enjoy high-quality social services; a multi-layered social security system; live in a clean, safe environment, adapting to climate change. Good cultural values and identities will be preserved and promoted” – Deputy Prime Minister Tran Hong Ha believes.
However, according to Deputy Prime Minister Tran Hong Ha, in order for the planning to come into practice, it is necessary to organize and implement it effectively. The decisive factor for success is the dynamic, creative and innovative spirit of the Party Committee and authorities at all levels and the role of the People and enterprises as the center, subject, driving force, and goal of the development and supervision of the implementation of this planning. In particular, it is necessary to draw lessons from the development of coastal cities so that Ba Ria-Vung Tau is not only a place worth investing in, but also a place worth living and experiencing.
Regarding specific tasks, Deputy Prime Minister Tran Hong Ha suggested that Ba Ria - Vung Tau should take the lead in leading the green transformation trend of the whole country because the province has the potential for wind power, solar power and gas-based electricity. The province will become a center for renewable energy, hydrogen, green ammonia associated with the energy industry of the whole country. The province needs to have a roadmap for greening economic sectors, developing a circular economic model based on science - technology, digital transformation, and building a green lifestyle. It is necessary to take the lead in transforming, building, and developing a system of green, smart, and modern ports, contributing to the country's efforts to reduce emissions, towards net zero emissions by 2050.
At the same time, Ba Ria - Vung Tau needs to promote the advantages of sea, islands, mountain landscapes, biodiversity resources and cultural and historical resources to develop Ba Ria - Vung Tau into a high-quality tourism center of national and international stature with high-quality sea and island resort tourism products, high-quality sports and entertainment tourism, cultural and ecological tourism, health rehabilitation tourism, and agricultural tourism.
Ba Ria - Vung Tau needs to focus on urban development, promote breakthrough development of a modern, synchronous, interconnected infrastructure system. In particular, focus on implementing the Bien Hoa - Vung Tau expressway project, Phuoc An bridge; continue to prioritize resources to deploy inter-regional connectivity infrastructure projects, seaports, logistics, digital infrastructure; develop a synchronous, modern, interconnected urban infrastructure system that adapts to climate change; key, driving projects that have a direct impact on socio-economic development goals, have great spillover effects,...
Deputy Prime Minister Tran Hong Ha suggested that Ba Ria – Vung Tau should focus on training and developing human resources, attracting talents, and promoting innovation and creativity. In particular, focusing on industries that are driving forces for local and regional development such as tourism, processing and manufacturing industry, energy, digital human resources, logistics services, and seaports.
In addition, Ba Ria - Vung Tau needs to pay special attention to the harmony between development and conservation. Red addresses such as Con Dao, revolutionary bases and natural values, wild beauty, primeval forests, need to be preserved and protected for future generations.
Deputy Prime Minister Tran Hong Ha also noted that as a coastal locality, Ba Ria - Vung Tau needs to proactively integrate adaptation scenarios into planning; carry out well geological and hydrographic surveys in designing infrastructure works; and focus on engineering and non-engineering solutions in responding to climate change.
